In the coming period, cybersecurity efforts will focus on implementing three breakthrough tasks: building a national sovereignty network, ensuring the security of artificial intelligence (AI), and transitioning to post-quantum cryptography.
On the morning of August 6th, the National Steering Committee for Cybersecurity held its regular meeting in a hybrid format (in-person and online), chaired by Prime Minister Le Minh Hung, Head of the Steering Committee.
At the Nghe An location, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over the conference.
Also attending were Comrade Ngoc Kim Nam - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Propaganda and Mass Mobilization Department, and leaders of relevant departments and agencies.

In the first six months of 2026, national cybersecurity efforts achieved many positive and comprehensive results across all aspects of work.
The security and order situation in cyberspace is basically well controlled; forecasting is accurate, preventing any strategic surprises or media crises.
The system of policies and laws on cybersecurity continues to be improved in a synchronized manner, contributing to enhancing the effectiveness and efficiency of state management and meeting the requirements of ensuring security and order in the new situation.
Awareness and actions in implementing cybersecurity tasks have seen many positive changes.
The mechanism for coordinating and mobilizing social resources has been strengthened; the core role of the National Cybersecurity Steering Committee and the Digital Trust Alliance is increasingly being promoted in the implementation of tasks.
Cybersecurity and data security continue to play a fundamental role in achieving the goals of Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
Authorities have promptly detected and thwarted numerous cyberattacks and espionage campaigns, ensuring the absolute safety of critical information systems.
The work of preventing and handling harmful and toxic information on the internet has met the set requirements, while also mobilizing the active participation of citizens and influential people in the digital environment.
The fight against high-tech crime has been implemented comprehensively; the effectiveness of state management has been enhanced through the establishment of inter-agency coordination mechanisms in advising on and addressing the causes and conditions that give rise to crime.
In addition, research, application, and development of several strategic and autonomous cybersecurity technologies have also been accelerated.
In the last six months of 2026, the cybersecurity landscape will continue to evolve rapidly, becoming increasingly complex and difficult to predict.
In this context, the Steering Committee has identified the guiding principle for future action as: "Mastering technology, preventing early, protecting remotely, responding promptly, coordinating closely, and maintaining sovereignty," using the level of safety for citizens and businesses, the ability to maintain continuous operation of critical systems, and digital trust as measures of effectiveness.
In particular, future cybersecurity efforts will focus on implementing three breakthrough, fundamental, and long-term tasks: building a national sovereignty network, ensuring the security of artificial intelligence (AI), and transitioning to post-quantum cryptography.
Enhancing people's awareness, digital skills, and self-protection capabilities.
In his remarks at the meeting, Prime Minister Le Minh Hung highly appreciated the results achieved in the first six months of 2026, affirming that the work of ensuring national cybersecurity has achieved many important and comprehensive results, contributing to maintaining political stability, ensuring social order and safety, promoting digital transformation and consolidating national digital sovereignty.
On behalf of the Government and the Steering Committee, the Prime Minister commended the ministries, departments, localities, specialized forces for cybersecurity protection, the business community, associations, and experts for their significant contributions to the task.
Regarding future tasks, the Prime Minister requested the Steering Committee and its Office to focus on improving the capacity for unified direction and coordination nationwide; reviewing and perfecting the operational regulations, information and reporting systems, and command and coordination mechanisms between the Steering Committee and its subcommittees at the ministerial, sectoral, and local levels.
In addition, the Prime Minister requested a focus on perfecting institutions and mechanisms and policies, especially the draft Law on Data Security, to be submitted to the National Assembly for consideration and approval; researching and developing a national AI security and safety assurance framework and a specialized force for AI security in 2027; and issuing temporary guidelines on the safe use of AI in state agencies in 2026.
The Prime Minister also requested enhanced international cooperation in protecting sovereignty in cyberspace and combating cross-border crime; and the development of a communication mechanism for responding to crises in cyberspace.
Ministries, departments, and localities should update their action plans for the remaining months of 2026 according to the "six clear principles"; the head of each agency must be directly responsible and not delegate responsibility entirely to the technology unit.
In addition, the Prime Minister requested a focus on building and training a high-quality team of cybersecurity experts; and promoting the "Digital Literacy Movement" to raise awareness, digital skills, and the ability of people to protect themselves in cyberspace.
Prime Minister Le Minh Hung requested the Deputy Heads of the Steering Committee and members of the Steering Committee, according to their assigned fields, to strengthen inspection and supervision of the implementation of tasks in ministries, sectors, and localities; promptly resolve difficulties and obstacles, contributing to building a safe digital environment, consolidating digital trust, promoting the development of the digital economy, and creating momentum for sustainable growth of the country.
