The construction of a unified party member database based on the principles of "accuracy, completeness, integrity, and viability" is creating a fundamental shift in party member management in Nghe An. Not only does it replace manual management methods, but digital data also helps improve the quality of leadership and guidance by Party committees, creating a foundation for innovating Party building methods in the digital age.

A transition from grassroots practice.
At the end of July, at the headquarters of the Xuan Lam Commune Party Committee, officials from the Party Building Committee reviewed the list of Party members eligible for the Party Badge awarding ceremony on November 7, 2026. This is a regular annual process with four awarding rounds, and the method of implementation clearly reflects the shift in Party member management during the digital transformation era.
Comrade Nguyen Thi Mai - Head of the Party Building Committee, Xuan Lam Commune Party Committee, shared: "Previously, each round of reviewing Party badges was a rather laborious process of compilation and verification. Cadres had to open each Excel file from the Party branches, compile data into a common table, set up calculation formulas, and then compare it with paper records to accurately determine the date of Party membership, the official date, the period of Party activities, and related changes. Even a small discrepancy could cause the entire list to be reviewed from scratch, affecting the progress of processing and the rights of Party members. Now, with all Party member records digitized and updated on the Party member database system, with just a few steps of logging into the system, selecting the period of Party membership and the badge awarding milestone, the list of eligible Party members will be automatically extracted and classified by Party branch and badge level. The grassroots Party committee only needs to perform the final review and verification before completing the application."

Not only the awarding of Party badges, but many tasks related to managing Party members that previously relied on paper records and files are now carried out in a digital environment. When a Party member transfers their Party membership, instead of having to simultaneously adjust multiple types of management records and manually update them at each level, officials only need to perform the necessary operations on the system.
Data on the number of party members and the organizational structure of each branch and party committee are updated in real time. Information on exemptions from party activities, changes in party membership, the status of party fee payments, and the structure of the cadre team are all instantly retrieved, statistically analyzed, and extracted to serve the leadership, guidance, and management of party members...

To date, all 1,942 party members belonging to 47 party organizations of Xuan Lam commune Party Committee have been managed on the Party Member Database System 4.0.
The digitization process extends beyond administrative information to encompass the entire work process, including awards, disciplinary actions, and changes in Party activities.
Simultaneously, localities continue to digitize paper records, scan documents, and implement digital signatures to create complete electronic files for each party member. This serves the leadership and guidance work of the Party Committee related to party members and Party organizations, including the evaluation, planning, training, development, placement, and utilization of cadres, as well as the preparation of thematic reports and forecasts on the situation of Party organizations.
Recognizing that the Party member database is a crucial foundation for innovating Party building work, the Thien Nhan Commune Party Committee has completed the review and adjustment of data for 1,757 Party members belonging to 44 Party organizations on the Party Member Management System 4.0; completed 100% installation of the electronic "Party Member Handbook" and organized training for Party committees and members on using digital platforms.
To date, in Thien Nhan commune, more than 80% of subordinate Party organizations have registered their Party committee and branch meetings on the electronic "Party Member Handbook" application; 100% of Party members pay Party fees electronically.
Procedures such as transferring party membership to a full party membership, transferring party membership to a temporary one, and obtaining feedback from the place of residence are also carried out entirely in a digital environment.

According to Comrade Pham Quoc Tuan, Chief of the Party Committee Office of Thien Nhan Commune: The digitization of data has overcome the problem of scattered information, helping to update party member data synchronously and interconnectedly. Thanks to this, the Party Committee can monitor changes in party membership, manage party organizations, compile statistics, extract data, and handle party work procedures more quickly and accurately, while significantly reducing time and paperwork and improving management efficiency.

The effectiveness of digital transformation is clearly demonstrated at the Duong Lieu hamlet Party branch with 70 members. For each meeting, the branch uses an electronic "Party Member Handbook" to take attendance, update meeting results, send reports, post draft resolutions and conclusions, and collect and pay party membership fees through the software. The branch's Zalo group is maintained to announce meeting schedules, share documents, exchange work, and ensure information is promptly conveyed to each party member.
According to Ms. Pham Thi Thu Hien, Secretary of the Party Branch of Duong Lieu Hamlet: The application of digital technology has changed the method of managing Party members from manual record-keeping to digital management. Party committees can conveniently search and compile information, monitor activities, identify cases due for Party badge consideration, or carry out procedures related to Party member affairs. For older Party members, the branch directly guides them in using the electronic "Party Member Handbook" and gradually studies combining in-person and online activities, creating conditions for Party members working far from home to still participate in activities and study materials as required.
As a Party member of the branch, Comrade Le Quang Vinh assessed that the electronic "Party Member Handbook" helps Party members proactively access documents, track activity schedules, perform tasks, and pay Party membership fees in a digital environment. The information is fully and consistently updated, facilitating Party members who frequently work or are away from the locality, while also strengthening the connection between the Party committee and Party members.

Continue to improve party member data in the direction of being "accurate, complete, clean, and relevant."
Not only in Xuan Lam or Thien Nhan, but the digitization of party records and the management of party members using digital data are being implemented synchronously throughout the entire province.
According to a report by the Provincial Party Standing Committee, by the end of the second quarter of 2026, 100% of the data on Party organizations and Party members throughout the province will have been standardized on the Party Member Database System 4.0, creating a foundation for synchronization with the electronic "Party Member Handbook" application.
All 136/136 Party committees directly under the Provincial Party Committee have completed the installation and administration of the system; 174,369 Party members have installed and used the electronic "Party Member Handbook," reaching 99.68% of the Party members eligible for implementation.
Simultaneously, Nghe An province has moved four Party administrative procedures to the electronic environment, including: transferring official Party membership, transferring temporary Party membership; collecting and paying Party fees; and obtaining feedback on Party members' residences. Previously, these procedures were mainly carried out using paper documents and involved multiple verification and transfer stages. Now, they are processed on a unified platform, contributing to shorter processing times, reduced paperwork, and improved accuracy and transparency in Party member management.

Along with the implemented initiatives, the Central Committee's issuance of Regulation No. 208, dated July 26, 2026, on the implementation of the Party Charter has created an important political and legal basis for Nghe An to continue promoting digital transformation in Party building work.
The regulations set specific requirements for digitizing and managing electronic records of Party members; building, updating, managing, operating, and exploiting the Party member database; transferring Party membership in the digital environment; using Party membership cards to carry out Party administrative procedures in the electronic environment; and gradually implementing online Party activities in areas where conditions permit.
Based on that, according to Comrade Phan Van Son - Head of the Digital Transformation and Cryptography Department, Provincial Party Committee Office: Nghe An is continuing to improve the Party member database in the direction of "accurate, complete, clean, and up-to-date," ensuring that all changes in Party members are updated promptly, accurately, and synchronously throughout the entire system. Along with maintaining the effective operation of the Party Member Database 4.0 system and the electronic "Party Member Handbook," Party committees at all levels are focusing on expanding the handling of Party administrative procedures in the digital environment; increasing the percentage of Party organizations using the electronic "Party Member Handbook" in Party committee and branch meetings; and gradually implementing online meetings in eligible areas and units, creating favorable conditions for Party members working, studying, or residing far from their place of residence to fully participate in Party organization activities as prescribed.

In addition, the province continues to promote the digitization of paper records, complete the electronic records of each Party member, strengthen the connection and sharing of data between levels in the Party organization system, and gradually effectively utilize data to serve the work of statistics, evaluation, planning, training, fostering, placement and utilization of cadres.
The completion of the Party member database aims not only to replace manual management methods with technological applications, but also to gradually form a Party work management system based on digital data. This is an important foundation for improving the quality of leadership and guidance of Party committees at all levels, meeting the requirements of reforming the Party's leadership methods in the new development stage.
