Reforming Party branch activities in Thanh Binh Tho
Recognizing that the quality of Party branch meetings directly impacts the leadership capacity and fighting strength of grassroots Party organizations, the Party Committee of Thanh Binh Tho commune is implementing a project to innovate Party branch meetings in conjunction with recruiting and developing Party members. Initial changes show that when the content of meetings closely follows reality, the responsibilities of the Party committee and Party members are also more clearly demonstrated.
Innovation begins with each meeting.
The Party Committee of Thanh Binh Tho commune currently has 2 grassroots Party committees, 13 grassroots Party branches, and 15 subordinate Party branches, with a total of 4,653 Party members. Over the past period, the regular activities at the Party branches have been maintained; the content has gradually become more aligned with political tasks and local issues.
However, the quality of activities among Party branches is not uniform. In some places, the content lacks variety, and the fighting spirit is not high; self-criticism and criticism are sometimes merely 형식적인 (formalistic). Party member recruitment has not met expectations, with some branches failing to recruit new members for many years. The source of Party development in rural areas is shrinking due to the majority of young people going away to study or work; the application of information technology in Party branch activities is also limited.
Based on this reality, Party branches are required to innovate from the preparation of content and conduct of meetings to the assignment of tasks and the monitoring of the implementation of resolutions. The content of meetings must closely adhere to political tasks, selecting the right issues that Party members and the people care about, avoiding being too broad or overly focused on disseminating documents.
The Dong Ech village Party branch is one of the units that has undergone many changes. Closely following the guidelines of the Central Committee, the province, and the direction of the commune Party Committee, the Party branch has gradually reformed its working methods, linking regular meetings with the resolution of specific issues in the residential area.
The application of digital technology has been implemented through the electronic Party Member Handbook and the execution of four Party administrative procedures in the digital environment. All Party members in the branch have paid their Party membership fees electronically, contributing to facilitating the management, monitoring, and transparency of income and payments.
Along with reforming its activities, the Dong Ech village Party branch focuses on creating a source for Party development. Each Party member is assigned to monitor and assist outstanding individuals, especially active members of youth and women's organizations participating in local movements. In the first six months of 2026, the Party branch admitted two new Party members, fulfilling its assigned target.
According to Mr. Le Van Truong, Secretary of the Dong Ech Village Party Branch, given that the majority of young people work far from home, the process of recruiting new members must be carried out regularly, starting from organizations, associations, and movements within the residential area.
“The Party branch assigns specific tasks to provide the masses with an environment for self-improvement, while also assigning Party members to monitor, assist, and evaluate at each stage. Through this, positive individuals are identified, nurtured, and introduced to participate in Party awareness classes. When Party branch activities become more democratic, open, and practical, the masses also better understand the role and responsibilities of Party members, thus having the motivation to strive,” Mr. Le Van Truong shared.
Take the project to a deeper level.
In order to create a comprehensive transformation, on January 27, 2026, the Standing Committee of the Party Committee of Thanh Binh Tho commune issued Project No. 03-DA/DU on "Innovating and improving the quality of Party branch activities and developing Party members in the period 2025-2030".
The project aims to build Party branches that are truly the political nuclei at the grassroots level; to innovate the content and methods of Party activities in a practical and compliant manner; to promote democracy, uphold the principles of Party organization and activities, and to gradually apply digital technology in managing Party members and the activities of Party organizations.
By 2030, the commune aims for 100% of Party branches to conduct meetings in accordance with regulations; over 90% of Party branches to successfully complete their tasks or better; the participation rate of Party members in meetings to reach 85% or higher; and an average annual recruitment of at least 3% of new Party members. The commune also aims for 95% of villages to have village heads who are Party members and to gradually expand the application of information technology in Party branch meetings and Party member management.
To organize the implementation, the commune Party Committee established a Steering Committee and a working group, assigning specific tasks to each member. The results of the implementation are compiled periodically, serving as a basis for evaluating effective models and, at the same time, promptly correcting units that are slow or still struggling with implementation.
Members of the Standing Committee and the Executive Committee of the commune Party Committee are assigned to attend meetings at the Party branches to understand the situation, provide guidance on professional matters, and assist in resolving difficulties. Attending these meetings not only helps to check on discipline but also allows the commune Party committee to directly receive issues arising from the grassroots level.
After the implementation period, the content of meetings in many Party branches has been more carefully prepared, focusing on specific tasks instead of being spread too thin. The discussion atmosphere is more open, and Party members are encouraged to express their opinions, propose solutions, and take responsibility for their assigned tasks.
Ms. Luong Thi Hiep, a Party member of the Tan Hop village Party branch, said: “The current meetings are more closely aligned with local issues, giving Party members the opportunity to discuss, contribute ideas, and fulfill their responsibilities. The project also motivates each Party member to pay attention to identifying and assisting outstanding individuals, contributing to strengthening the Party's development at the grassroots level.”
The work of recruiting and admitting new party members has initially shown positive progress. In the first seven months of 2026, the entire Party Committee of the commune admitted 12 new party members, fulfilling the target set by the province. This result not only strengthens the party organizations but also demonstrates the effectiveness of linking the renewal of party activities with the responsibility of identifying and nurturing outstanding individuals among the masses.
In addition, some Party branches have proactively used the electronic Party member handbook, implemented Party administrative procedures in the digital environment, and innovated the way they provide materials for Party meetings. However, the commune Party committee determined that these are only initial results. The ability of Party members to use technology is not uniform; the source of Party development in some areas remains difficult; and the quality of conducting Party meetings still depends heavily on the capacity and responsibility of the Party branch secretary.
Comrade Nguyen Thi Thuy An - Secretary of the Party Committee and Chairwoman of the People's Council of Thanh Binh Tho commune, said that in the coming time, the Standing Committee of the commune's Party Committee will continue to evaluate and replicate effective models and methods; at the same time, strengthen guidance for Party branches that are still lacking.
Party branches must continue to innovate the content and methods of their meetings, ensuring the principle of democratic centralism and promoting the pioneering and exemplary role of party members. Each meeting must truly be a forum for party members to exchange, discuss, and propose solutions to problems at the grassroots level. The effectiveness of the plan must be demonstrated by the quality of task implementation and the transformation within each party organization.”
