Construction begins on the waste-to-energy plant project in Nghe An.
On the morning of August 19th, Amaccao Group and Galax Joint Stock Company held the groundbreaking ceremony for the Nghe An Waste-to-Energy Plant Project at the Nghi Yen Solid Waste Treatment Complex, Hai Loc commune, Nghe An province.
Attending the ceremony were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front.
Together with members of the Standing Committee of the Provincial Party Committee; members of the Provincial Party Committee; representatives of the leadership of provincial departments, agencies and localities.
Representing the investors were Mr. Nguyen Van Vinh - Chairman and CEO of Amaccao Group; Mr. Hoang Hai Hoa - CEO of Galax Joint Stock Company; and other partners and investors.
The Nghe An Waste-to-Energy Plant project covers an area of nearly 7.2 hectares, with a total investment of 4,056 billion VND, a processing capacity of 1,500 tons of waste per day and night, and a power generation capacity of 30 MW. This is the largest waste-to-energy plant project in Central Vietnam and is among the largest waste-to-energy plants in the country to date.
The plant utilizes Martin's waste-to-energy technology from Germany – a technology with a history spanning hundreds of years, combining the best of German engineering with stringent American operating standards. It is currently considered one of the most advanced waste-to-energy technologies in the world, having proven effective in many developed countries as well as through its successful operation at the Seraphin waste-to-energy plant of the AMACCAO Group in Hanoi.
All emission and dust parameters are designed to meet European standard 2010/75/EU - which is many times stricter than Vietnamese standards; wastewater quality meets Column A standard, QCVN 40:2025/BTNMT - national technical regulations on industrial wastewater. All factory emission parameters are monitored through an online monitoring system, with data sent directly to the Department of Agriculture and Environment and publicly displayed at the factory gate for the public to monitor.
According to the revised investment policy decision, the project will be completed and put into operation in phase 1 in Q4/2028 and phase 2 in Q4/2030. However, recognizing the urgency of the project, Amaccao Group is determined to complete construction, equipment installation, and begin operation of both phases in Q4/2027 (approximately one year earlier than the Q4/2028 deadline in the investment policy).
Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh said: The waste treatment project in this area received investment approval in 2011. However, during its previous operation, shortcomings arose regarding environmental standards and had to be temporarily suspended since 2019.
Recognizing the urgency of environmental protection, the province has actively directed relevant departments and agencies to work alongside investors in restructuring and transitioning to advanced waste-to-energy technology. To date, the project has completed all necessary legal procedures and is ready for official commencement.
According to Vice Chairman of the Provincial People's Committee Phung Thanh Vinh: Nghe An is entering a new phase of development with high demands on the quality of growth, industrial development, urban development, services... closely linked to the protection of the ecological environment.
The implementation of the Nghe An Waste-to-Energy Plant Project, with a total investment of over 4,000 billion VND, a processing capacity of 1,500 tons of waste per day and night, and a power generation capacity of 30 MW, will fundamentally solve the problem of household waste, minimize landfilling, and transform waste into clean, renewable energy. This is a practical step towards concretizing the goal of developing a circular economy and improving the quality of life for the people.
Emphasizing that this project is of particular importance to environmental protection, solid waste treatment, and socio-economic development in a green and sustainable direction for the province, and in order for the project to be implemented safely, with guaranteed quality, and to be put into effective operation as soon as possible, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested:
For the investors (Amaccao Group and Galax Joint Stock Company): Focus maximum financial resources, human resources, and equipment; organize construction in accordance with the approved design documents, ensuring absolute safety in labor, fire prevention and control, and environmental hygiene; strive to complete and put the factory into operation on or ahead of schedule.
The construction and operation process must strictly comply with technical regulations and standards on construction, environment, fire prevention and fighting, etc.; tightly control emission sources; fully implement commitments to transparency and information disclosure; and be subject to regular supervision by competent state management agencies.
For departments, agencies, the People's Committee of Hai Loc commune, and the Management Board of the Southeast Economic Zone: Continue to cooperate, promptly guide, and resolve difficulties and obstacles that arise; strengthen inspection and supervision to ensure the project is implemented in accordance with regulations and the approved objectives.
For consulting firms and construction contractors: Enhance a sense of responsibility, strictly adhere to technical procedures, and closely monitor the quality of the project from the construction phase to equipment installation.
On this occasion, investors Amaccao Group and Galax Joint Stock Company donated 50 million VND to support the construction of the La Nham hamlet cultural house in Hai Loc commune.
