Innovating leadership methods and enhancing fighting capacity are becoming urgent requirements arising from practical realities to ensure their role as the political nucleus at the grassroots level.

Combat effectiveness must be measured by practical results.
The Quyết Thắng village Party branch was recently established by merging the Party branches of villages 5, 6, and 7, with 43 Party members.
To ensure the continued leadership capacity and fighting strength of the Party branch in the context of a larger area and a larger population, the Secretary of the Quyet Thang village Party branch, Nguyen Thi Nga, stated: First and foremost, we must build a united Party committee and branch, leveraging the intelligence and responsibility of each cadre and Party member. Immediately after the merger, the Party branch established operating regulations and assigned specific tasks to each committee member and Party member, linked to their respective areas and responsibilities. The committee members simultaneously fulfilled their assigned duties and monitored the situation in the three former villages. Party members were assigned responsibilities to specific mass organizations and neighborhood groups, becoming a direct link between the Party branch and the people.
When responsibilities are clearly assigned, and cadres and Party members can fulfill their roles and work together towards a common goal, the strength of the Party branch will be multiplied.

This approach is being proven by concrete results. Less than two months after the merger, the Party branch has gained the people's consensus in establishing the village's operational regulations and contributing to various funds; at the same time, it has focused on mobilizing resources to complete the construction of a model cultural village for the province. The outdoor stage, courtyard, gate, fence, trees, flowerbeds, playground for the elderly and children, and other ceremonial items are being implemented, striving for completion and appraisal in October 2026.

A specific case at the Quyet Thang village Party branch demonstrates that the leadership capacity and fighting strength of a Party organization must be shown by its ability to transform policies into tasks, assignments into actions, and create consensus among the people into resources for implementation. This is also a requirement set by the Quynh Thang commune Party Committee in the process of reorganizing villages and administrative units and operating the two-tiered local government.
At the end of 2025, the Standing Committee of the Commune Party Committee issued Project No. 03 on "Improving the leadership capacity and fighting strength of grassroots Party organizations, 2025 - 2030", identifying a comprehensive set of solutions ranging from organizational restructuring and team building to reforming leadership methods and improving the quality of Party branch activities.
One of the most notable results is the integration of village reorganization with the development of a younger, higher-quality, and progressively standardized workforce of village officials. Following the reorganization, 29 out of 30 village secretaries, village heads, and heads of the Fatherland Front committees are Party members, achieving a rate of 96.7%. The commune's cadre and civil servant workforce has been strengthened, with 100% holding university degrees or higher, and 94.3% possessing at least intermediate-level political theory qualifications. Party membership development targets are assigned to each Party branch, with quarterly plans in place. By August 21, 2026, the commune's Party committee had admitted 14 new Party members, exceeding the provincial target for the entire year.

Along with building up the team, Quynh Thang commune focuses on innovating Party branch activities, shifting from evaluating completed work to concentrating on discussing solutions to overcome difficult problems, bottlenecks, and outstanding issues at the grassroots level. The commune Party Committee has issued 19 sets of criteria and model documents to guide the Party branches in implementing them uniformly. This is considered one of the important measures of the fighting strength of the Party organization, because a strong Party branch is not only about its ability to uphold principles and discipline but also about its capacity to look directly at reality, correctly identify problems, and organize solutions to the end.
The current requirement is that Party committees must shift from "leadership based on tasks" to leadership based on a firm grasp of reality and accountability for results.

In Duc Chau commune, the leadership capacity and fighting strength of the Party organization are focused on innovating methods to transform the Party organization's capacity into a capacity for development.
Currently, the Duc Chau commune Party Committee has 37 branches with over 1,680 Party members. A larger scale and wider geographical area mean more complex leadership requirements.

Along with updating the party member database, deploying the electronic party member handbook, processing documents in a digital environment, and collecting party fees through public services, Party committees focus on exploiting data to serve leadership, guidance, and decision-making; while also strengthening propaganda, mobilization, and monitoring and forecasting public opinion on digital platforms, promptly identifying and handling issues arising from the grassroots level…
The first six months of 2026 have partly demonstrated the effectiveness of this approach. The total production value of Duc Chau commune is estimated at 1,450.86 billion VND, an increase of 11.4% compared to the same period; of which industry and construction increased by 13.2%, and trade and services increased by 11.1%.
Behind these growth figures lies the involvement of the entire political system in concretizing policies, removing obstacles, and creating an environment for people and businesses to develop their resources.

Efforts to identify, train, and recruit new Party members have also been intensified. In the first six months of the year, the locality advised on, introduced, trained, and admitted 64 outstanding individuals into the Party.
Another guiding principle in Duc Chau commune is using the effectiveness of serving the people as a measure of the leadership capacity and fighting strength of the Party organization. This is demonstrated through faster administrative procedures, expanded roads, completed projects, improved living environment, increased livelihoods and income reaching over 92.5 million VND/person/year; and whether legitimate requests from the people are listened to and resolved.

Within the Party's organizational system, grassroots Party organizations are the foundation and the political nucleus at the local level, directly leading cadres, Party members, and the people in implementing the Party's guidelines and policies, and the State's laws and regulations. Therefore, the Party's strength must first and foremost be demonstrated through the leadership capacity and fighting spirit of each grassroots Party organization.
This requirement becomes even more demanding in the context of a larger geographical area, a larger population, and a heavier workload after the reorganization and merger of communes and villages, along with the goal of faster and more sustainable development.
To enhance the leadership capacity and fighting strength of grassroots Party organizations in the new context, the most important thing is the ability to firmly grasp reality, correctly identify problems, choose the right priorities, and organize their implementation to the end.
