Nghe An province is expected to reach its budget revenue target ahead of schedule.
According to the Nghe An Provincial Tax Department's report, as of early September, cumulative revenue collected in the province reached 23,364 billion VND, equivalent to 100.1% of the assigned target. With this result, Nghe An has become one of the three localities nationwide to have completed its assigned budget revenue target.
Many revenue streams exceeded projections.
According to Mr. Vo Quoc Khanh, Head of Tax Office No. 7, the total budget revenue of Tax Office No. 7 as of September 4th reached over 1,054 billion VND, equivalent to 126% of the statutory budget estimate, 79% of the target budget estimate, and a 34% increase compared to the same period last year.
Excluding land use fees, revenue reached VND 351.6 billion, equivalent to 118% of the legally mandated budget, 84% of the targeted budget, and a 10% increase.

Of the 11 revenue items, 5 exceeded the legally mandated budget. Notably, land use fee revenue reached VND 702.3 billion, equivalent to 130% of the budget and a 51% increase compared to the same period last year.
Revenue from the non-state industrial, commercial, and service sectors reached VND 130.1 billion, exceeding the forecast by 35%; personal income tax reached VND 54.8 billion, exceeding the forecast by 44% and increasing by 57%; and registration fees reached VND 114.3 billion, an increase of 37%.
Along with the task of collecting budget revenue, tax authorities are focusing on supporting household and individual businesses in changing their tax calculation methods. At Tax Office 7, 7,548 business households were reviewed and classified; 7,000 households have connected to eTax Mobile and registered bank accounts, reaching 92.74%. All 248 households subject to tax declaration for the second quarter submitted their documents on time.
Meanwhile, at Tax Office 2, 7,384 households were reviewed, of which 6,629 had installed, connected, and paid taxes via eTax Mobile; 6,257 households registered bank accounts, reaching 86%. All 261 households subject to tax declaration for the second quarter have submitted their documents.
According to Ms. Tran Cam Van, Head of Tax Office No. 2 in Nghe An, the collection of state budget revenue in the province in 2016 recorded many positive results, creating an important foundation for the locality to complete its assigned financial and budgetary tasks.

Tax Department No. 2 currently manages the following communes: Hung Nguyen, Yen Trung, Hung Nguyen Nam, Lam Thanh, Van An, Nam Dan, Dai Hue, Thien Nhan, and Kim Lien.
To date, total state budget revenue at the unit has reached over 1,816.6 billion VND, equivalent to 212% of the legally mandated budget estimate, achieving 70% of the targeted budget estimate, and increasing by 120% compared to the same period last year. Excluding land use fees, total revenue reached over 301.1 billion VND, equivalent to 122% of the legally mandated budget estimate, achieving 82% of the targeted budget estimate, and increasing by 12% compared to the same period.
Out of 11 revenue items, 9 exceeded the legally mandated budget estimates and simultaneously showed growth compared to the same period last year. This result indicates that budget revenue collection in the area is maintaining positive momentum, creating room to continue achieving revenue targets for the entire year.
Notably, land use fees continued to be the main contributor, reaching over VND 1,515.5 billion, equivalent to 251% of the legally mandated budget and a 173% increase compared to the same period last year. This result mainly came from revenue from land use right auctions in communes such as Kim Lien, Dai Hue, Hung Nguyen, and Thien Nhan. In addition, personal income tax reached VND 45.7 billion, exceeding the budget by 14% and increasing by 20% compared to the same period last year, linked to positive developments in the land market, auction activities, and an increase in the number of transaction files.
In some localities, local authorities are urging mineral mines to connect data from weighing stations and camera systems to enhance management and reduce resource tax revenue losses.
Mr. Nguyen Khac Son, Vice Chairman of the Quang Dong Commune People's Committee, said that there are currently four quarries in the commune. All quarries have installed weighing stations, camera systems, and connected data and images with the tax authorities and police force, thereby contributing to controlling mining and transportation output and preventing tax evasion.
Proactively create opportunities for increased revenue.

With this result, Nghe An became one of the three localities nationwide to have completed its assigned budget revenue target.
A significant contribution to the above results came from revenue from land use fees, reaching approximately 8,500 billion VND, exceeding the projected amount by 40%. This revenue mainly came from land use right auctions that arose from the end of 2025 and were conducted and remitted to the state budget in the first months of 2026.
Besides revenue from land, taxes, fees, and charges continue to maintain positive growth. Total revenue from this group reached approximately 12,000 billion VND, equivalent to 80% of the projected amount and a 20% increase compared to the same period last year. Of the 15 revenue items, 9 are progressing well; the remaining 6 have not yet reached the payment deadline, so they do not fully reflect the revenue potential for the whole year.

To achieve these results, the Nghe An Tax Department has implemented a comprehensive set of solutions to strengthen risk management, effectively exploit revenue sources, combat revenue loss, and foster sustainable revenue growth. The combined effect of expanding the tax base from production and business activities, improving the investment environment, and digital transformation in tax management is the reason why budget revenue has reached its target ahead of schedule.
Inspection work,The audits were conducted using a risk management approach, focusing on areas with a high potential for revenue loss, such as e-commerce, digital platform businesses, related-party transactions, transfer pricing, real estate, resources, minerals, and value-added tax refunds.
In addition, the Tax Department is strengthening coordination with departments, agencies, and local authorities to closely manage revenue sources and ensure the fair and transparent implementation of tax policies. Land, mineral resources, e-commerce, and business activities continue to be identified as areas requiring enhanced supervision.
Efforts to recover outstanding tax debts have also been intensified, linked to addressing transfer pricing, invoice trading, tax evasion, and tax fraud. This is considered a crucial solution to both increase budget revenue and create a fair and transparent business environment for enterprises.
Alongside its revenue collection nhiệm vụ, the Nghe An Provincial Tax Department continues to promote administrative reform and digital transformation, aiming to build a modern, professional tax agency that prioritizes taxpayers.
Currently, 100% of administrative procedures related to taxation are provided online in their entirety and integrated into the National Public Service Portal. The eTax Mobile application continues to be upgraded and enhanced with many useful features, while the automated personal income tax refund system has been implemented, contributing to shortening processing time, reducing compliance costs, and enhancing transparency.
Taxpayer outreach and support efforts have also been significantly reformed. Hundreds of training conferences and dialogues have been organized; digital platforms such as Facebook, TikTok, Zalo MiniApp, and the "Virtual Tax Assistant" chatbot have been utilized to bring tax policies closer to citizens, businesses, and households. The province's achievements in recent times, such as boosting public investment, launching many large projects, a strong increase in the industrial production index, and relatively high export turnover, are positive signs for the budget.
In the final months of the year, Nghe An Tax Department is determined to continue closely monitoring economic developments, proactively analyzing and forecasting revenue sources by locality, sector, and tax type to promptly implement appropriate management solutions. Digital transformation, big data, and artificial intelligence will continue to be strengthened in tax management. Tools for collecting and analyzing taxpayer data are expected to enhance risk identification capabilities, serving inspection, combating tax evasion, and preventing tax fraud.
In addition, the Tax Department continues to coordinate with relevant departments, agencies, and local authorities to effectively manage revenue from land, mineral resources, e-commerce, business activities, etc.
