More determined and stronger in implementing Project 06

Recognizing the importance of implementing Project 06, Party committees and authorities at all levels in Nghe An have issued many documents directing its implementation in the province. In particular, the Provincial Party Committee Standing Committee issued Directive No. 23-CT/TU dated May 27, 2023 on strengthening the Party's leadership to promote the implementation of Project 06/CP in the province in 2023 and the following years. Thereby, the combined strength of the entire political system from the province to the grassroots level has been mobilized, with the core role of the local police force, actively participating in the implementation, creating clear changes in the awareness, consciousness, and responsibility of cadres, party members, and people.

Currently, some public services in Project 06 have been implemented, creating many favorable conditions and shortening the time for people and businesses in the province such as: Registration of permanent residence, temporary residence, temporary absence, and residence; issuance and re-issuance, amendment and supplementation of passports; registration and issuance of license plates for motorbikes and mopeds; issuance and exchange of driving licenses online; collection of fines for administrative violations in the field of road traffic, etc.

Nghe An has also basically completed the cleaning of population data with specialized data with 1,505,917 cases. Social security accounts were granted to 100,172 poor and near-poor households that met the conditions. In addition, 15,239 accounts were opened and paid through accounts for people with revolutionary contributions with an amount of VND 8,443 billion. In addition, the province's digital platforms and shared software are deployed on cloud computing platforms to ensure efficient operation and information security.

In July 2023, the rate of receiving online records in the whole province reached an average of over 51%. Essential public services received through the Public Service Portal reached a high level of 62,950/80,935 records, reaching nearly 78%. In particular, some fields reached from 95% to 100% such as the group of residence fields, collection of administrative fines, registration of motorbike and scooter license plates, passport issuance, procedures for making seals in the Public Security sector; electricity field; graduation exam registration... The group of Justice fields reached 90% with procedures for birth, death, and marriage registration.

Despite many positive results, the implementation of Project 06 and digital transformation in the province still has many limitations. With a province with the largest area in the country, a large population, low income, and limited budget, investment resources for the application and development of information technology in Nghe An still have many difficulties.

On the other hand, people's ability to access information and apply information technology is still limited, so the number of people and businesses submitting documents for online administrative procedures is not high. The rate of small and medium enterprises implementing digital transformation in general, activities using digital platforms, electronic contracts, electronic tax payments, and e-commerce platforms is still limited.

Therefore, Nghe An determined that it is necessary to maximize the role of the Provincial Public Administration Service Center, the One-Stop-Shop Departments at all levels, the Project 06 Propaganda Teams, the Community Digital Technology Teams, and public postal service providers in guiding and supporting people to improve their digital skills and perform online public services, changing the habit of using paper records to using electronic records, gradually forming digital citizens and a digital society. Focus on directing the improvement of the efficiency of exploiting and using the province's online public services, ensuring that by 2023 the rate of online processing records will be over 80%.

From the practice of implementing online public services in recent times, it can be seen that the habit of being afraid of change is one of the biggest barriers. The heads of Party committees, authorities, heads of agencies, units, localities, and cadres, civil servants, public employees, and workers need to be exemplary, take the lead, be decisive, be creative, and use their own online public services. In addition, it is necessary to promote communication and promote the role of the Community Digital Technology Team to "go to every alley, knock on every door", instructing each person and household on digital technology application skills.

In the coming time, the province will continue to effectively operate the Nghe An Province Smart City Operation Center (IOC) along with continuing to implement the Pilot Project on building Smart City in Nghe An Province for the period 2020-2025, with a vision to 2030. On the other hand, the province will promote the development of digital infrastructure, especially in mountainous districts, remote areas. Building digital data ensures concentration, connection, and interconnection through putting into operation the province's shared digital data warehouse, interconnecting sectors and localities; promoting and supporting businesses and localities to develop the digital economy, gradually building a digital society.
