Exactly 60 years ago, the US imperialists sought every way to expand the war of aggression on a national scale. Recognizing the strategic position and importance of the Western Nghe An region, including the land of Phu Quy, in building the North into a solid rear for the cause of liberating the South and unifying the country, on April 19, 1963, the Government issued Decision No. 52-CP on re-dividing the boundaries of Anh Son, Nghia Dan and Quy Chau districts into 7 districts, in which Quy Chau district was divided into 3 new districts, including: Quy Chau, Quy Hop and Que Phong.
When it was first established, Que Phong district had only 6 commune-level administrative units, including: Chau Hung, Chau Long, Chau Thon, Chau Kim, Cam Muon and Thong Thu. In the early days of its establishment, the district did not have infrastructure for the operation of the entire political system; ethnic minorities were facing extreme difficulties in poverty, backwardness, and illiteracy; epidemics, especially malaria, constantly threatened the health and lives of the people. The border strip was also the area of operation of hostile forces that sabotaged the revolutionary cause of the people of Vietnam and Laos on the border.
Under the leadership of the Party Committee, the government, the people of all ethnic groups in Que Phong district united to overcome difficult times, creatively applied the Party's guidelines and policies, and the State's laws and policies to "tighten their belts", join hands to build a new foundation, maintain political stability, domestic and border security. Notably, on April 12, 1966, Uncle Ho sent a letter of praise to the people and cadres of all ethnic groups in Que Phong district for completing the Government's five-year plan for cultural enrichment and illiteracy eradication for the entire population one year ahead of schedule.
During the period of joining the whole country in the resistance war against the American imperialists and ending with victory in the historic general offensive and uprising in the spring of 1975, cadres, party members and people of Que Phong district united and competed to excellently carry out their tasks. Agricultural cooperatives were constantly consolidated from low to high levels; five-ton fields still appeared in the cooperatives of Van Tap (Muong Noc commune), Khoang village (Chau Kim commune), Don village (Thong Thu commune), Chieng village (Tri Le commune)... Thanks to that, the district basically solved the famine, fulfilled its food and foodstuff obligations to the State, and contributed to the whole country's defeat of the American invaders. The whole district mobilized more than 4,000 children to go to defend the Fatherland, participating in fighting on the battlefields, including 171 young people who heroically sacrificed for the independence and freedom of the Fatherland, and 5 mothers were awarded the title of Vietnamese Heroic Mother.
In 1966, the Thong Thu commune militia shot down an American plane and was recognized by the State as a heroic unit of the people's armed forces and awarded the Third Class Military Exploit Medal. In 1973, the district security force crushed the reactionary organization "Stilt House Party", a remnant of the "Bao Ka Party", maintaining domestic and border security.
This is also a vivid demonstration of the determination, ability and strong will to rise up with a belief in certain victory in the revolutionary cause led by our Party of the people of all ethnic groups in Que Phong district.
After nearly 40 years of innovation, with the attention, direction and support of the Central Government, the province and the business community inside and outside the district, the Party Committee and people of Que Phong district have united, persevered, made efforts to overcome difficulties and challenges and achieved important results in many fields. The political system has been constantly consolidated and developed..
The district has 12 communes and 1 town (including 4 border communes) with 107 hamlets and villages; 16,043 households with more than 73,000 people, of which ethnic minorities account for over 90%). The quality of activities of the Fatherland Front and political and social organizations has been gradually improved. Conservative thoughts, waiting, relying on others, fear of difficulties and hardships... among cadres, party members and people have been gradually pushed back. The Party's guidelines and policies are concretized by action programs, projects and specific solutions suitable for each stage and each time.
Especially in the 2020-2025 term, in order to gradually realize the goal of making Que Phong a well-off district in the Northwest region of Nghe An, along with 5 key tasks, the Party Committee and people of Que Phong district unanimously implemented 4 strategic breakthroughs. Continue to identify forest economic development as the district's advantage to prioritize planting raw material forests, create favorable conditions for enterprises to cooperate in planting forests, and form raw material areas to serve processing enterprises. Promote the potential and advantages of scenic spots, historical and cultural relics, call on enterprises to invest in infrastructure, form eco-tourism tours, community tourism associated with preserving and promoting national cultural identity.
Thanks to the solidarity of "Party's will - people's heart" with many creative ways of doing things, taking advantage of the Resolutions and Conclusions of the Central and the province; promoting the advantages and potentials available in the area.,By mid-term, Que Phong had achieved many important results. Party building work was taken care of with 34 grassroots party organizations, 5,448 party members; 100% of villages and hamlets had party cells; many units were recognized by the province as excellent. The district party committee has been recognized by the Standing Committee of Nghe An Provincial Party Committee for many years for excellently completing its tasks. In 2022, Que Phong district was awarded the Second Class Labor Medal by the President.
The local socio-economy has gradually developed, agricultural production has initially had new directions, promoting the strengths of the locality such as: Planting raw material forests, developing livestock and poultry, raising fish in the reservoir. In particular, focusing on developing and improving the economic efficiency of forests through a number of conservation and development models of medicinal plants (yellow flower tea, long, meter and bon bo) with a total area expected to be put into implementation of 1,731.6 hectares. In addition, the district has also quickly grasped the advantages of the digital age, promoting the application of science and technology to build products with the brand of Que Phong such as: Raising pearl oysters, commercial fish on the Hua Na hydroelectric reservoir; propagating mu tun and mac khen trees; planting Quy cinnamon trees; raising Sao Va black pigs; building geographical indications for yellow flower tea in the West of Nghe An...
The outstanding national target programs are the New Rural Construction Program associated with the "Smart Mass Mobilization" models that have been positively responded to by the people. Economic and social infrastructure such as electricity, roads, schools, stations, etc. have been invested in and deployed promptly, many projects have been put into use, making the face of the district increasingly "change". The average number of new rural criteria that meet the standards is maintained at 13.25 criteria/commune, by the end of 2022, the whole district will have 6 more villages that meet the new rural standards.
Investment attraction in the area has shifted in the right direction and is identified as a breakthrough in socio-economic development according to the Resolution of the 22nd District Party Congress. Accordingly, the district has attracted 1 project in the agricultural sector, implementing 7 proposed investment attraction projects in the period of 2021-2025. In particular, despite many difficulties, the Party Committee and people of Que Phong district always try to implement well the social security policy, hunger eradication and poverty reduction. Thanks to that, the material and spiritual life of the people has gradually improved; the average income per capita reached 33.5 million VND; the poverty rate decreased to 40.68%, the near-poor household rate accounted for 28.29%.
National defense and security are strengthened, social order and safety are ensured, and border security is maintained. In 2022, the district recognized the three border communes of Hanh Dich - Nam Giai and Thong Thu as drug-free border communes. Party foreign affairs, government foreign affairs, and people-to-people foreign affairs with localities sharing the border with Laos are maintained and deepened, contributing to building a peaceful border and special friendship between Vietnam and Laos.
In the process of innovation and development, generations of Que Phong people have always been conscious of "filtering the muddy, stirring the clear"; preserving and promoting the values of historical and cultural relics, natural landscapes, customs, practices, cultural activities - festivals imbued with national identity. That effort was promptly recognized, when on the occasion of the 60th anniversary of the district's establishment, the sacred Nine-Chamber Temple - the pride of the Thai people in the Northwest of Nghe An province was recognized by the Ministry of Culture - Sports and Tourism as a national historical and cultural relic. These are potential factors for Que Phong district to develop its strengths in the service industry - spiritual tourism, eco-tourism in the future.
