Welcoming guests with the simplicity and sincerity of a genuine old farmer, Mr. Ho Van Than - Secretary of the Party Cell of Phan village, 78 years old this year, with decades of experience as the head of the village, happily shared: "We just received the good news that the collective cadres and people of Phan village were awarded a Certificate of Merit by the Chairman of the Provincial People's Committee in the construction of advanced new rural areas. In 2022, the people of Phan village will also welcome the Minister of Public Security and the Secretary of the Provincial Party Committee to visit and attend the national great unity festival, what an honor!".
Phan village residential area was merged from old hamlet 8 and old hamlet 9 located in the northeast end of the commune center, with inter-village road running through, convenient traffic. The village has a natural area of 130 hectares, of which agricultural land accounts for 70 hectares, with 258 households and 1,098 people.
As a purely agricultural countryside, the people's lives are mainly agricultural production and small-scale business. However, Phan village has become a typical example in implementing well the campaigns and movements to build new advanced rural areas in the locality and is a bright spot in ensuring rural security. Explaining this, Party Secretary Ho Van Than said that it is solidarity and consensus that create strength. To do so, "the interests of the people must be put first", along with the pioneering and exemplary spirit of cadres and party members.
For example, in order to build an advanced new countryside, in 2022, in addition to taking advantage of external resources, Phan village has promoted its internal resources to invest in building a flag cluster worth 25 million VND; upgrading 1.5km of concrete road with a total value of 1.5 billion VND, of which mobilizing people's strength of 1.2 billion VND with an average contribution of 10 million VND per household; some households contributed up to 30 million VND. Some households have donated land to open roads such as the family of party member Nguyen Trong Luu (90 years old), the family of Mr. Ho Van Vinh... The village's cultural house has also been invested in and built spaciously worth 2.6 billion VND. In addition, to create a clean and beautiful village environment, the village's mass organizations have taken turns taking care of 500m of flower roads, green fences and flower beds, ornamental plants in the cultural house campus; launched and organized the maintenance of Green Sundays regularly.
Phan village is also a pioneer in beautifying the rural landscape, clearing encroachments on roadsides and sidewalks to create ventilation and safety. Mr. Nguyen Trong De - head of Phan village, said: "Previously, due to history, 50% of households in the village built concrete gates sloping onto the road. Thanks to good propaganda work, the people agreed to let the hamlet management board mobilize excavating and leveling machines, now every house has a flat gate, this is truly a great revolution". Another special thing about Phan village is that although it has now developed in a multi-industry direction with services such as plows, harvesters, milling machines, transportation, and shops are strongly developing; types of savings such as wards, associations, and business capital contributions have created conditions for each other to help develop the economy effectively. In the village, there are 2 carpentry groups and 7 masonry groups creating regular jobs for more than 80 workers with an average income of 6 - 9 million VND/month; 90 people have gone to work abroad. There are also some workers participating in industrial zones such as electronics, wood processing... for stable income.
However, people still stick with agriculture and do not abandon their fields. Phan village Party cell has issued resolutions to encourage and motivate people to sow 100% of the area, ensuring the correct seed structure and strictly following the crop calendar. "With the current reality, many young workers in the village go to work far away, and most of them are elderly and children at home, how can we prevent people from abandoning their fields?" - hearing our question, village chief Phan heartily replied: "If we want people not to abandon their fields, the heads of hamlets, villages and mass organizations must set an example first so that the whole village can follow. Look no further than Phan village Party cell Secretary Ho Van Than, former Party cell Secretary, Chairman of the Commune People's Committee, who has a pension, is now old but still cultivates more than 7 sao of rice fields!".
Thanks to the right policies, in 2022, Phan village directed the demarcation of 20 hectares of large-scale fields to produce AC5 and VNR20 varieties, which are naturally favorable for high productivity and yield. Phan villagers are also at the forefront of the winter crop production movement with an area of 9 hectares, mainly consisting of squash, pumpkin, cucumber and various vegetables, earning an income of 5-7 million VND/sao. Cucumbers are creatively grown by Phan villagers without trellises, saving labor, saving costs and making use of the land, so the economic efficiency is much higher; each crop brings in billions of VND. The village also has 10 hectares of farms owned by 21 households, of which 9 households are party members. Mr. Nguyen Trong Thinh - one of the pioneers in farm development said: My family has built a farm model in this deep lake area for 20 years. At first, this area was chosen by the district to build a 50 million VND field, now it is a "large field" to increase the value of agricultural production. When we first started, we developed according to the fish - rice model, then expanded to raise pigs, chickens, ducks, grow cucumbers... the total income from the farm averages about 50 - 60 million VND per year.
Thanks to the practical resolutions of the Party cell, the dynamism, diligence and creativity of the people, the average income per capita of Phan village reaches 59-60 million VND/year. In addition, people also focus on developing the garden economy, during the year they have built a number of model gardens, including 1 household that won third prize in the "Beautiful New Rural Standard Garden" contest at the district level in 2022.
Not only is Phan village a model in new rural construction, it is also a typical example of ensuring security and order. After 10 p.m., when the gong of peace rings at the community cultural house, noisy activities stop, and people do not move around unnecessarily. What is special is that although there are many households and farms, people's property almost does not need to be looked after or preserved. There is no drug addiction, no property theft, and no people violating criminal law in the area.
In addition to building models of “Prevention of domestic violence” and “Safe and friendly villages for women and children”, Phan village also established 8 self-governing groups in charge of residential clusters and a grassroots mediation group with 10 active members. All conflicts and disputes were resolved right from the beginning to preserve village and neighborhood relationships. The inheritance and promotion of the Phan Thon Village Covenant of the old Thong Lang commune, established in the first year of Gia Long (1982), has also contributed significantly to preserving and promoting the traditions and good customs of the community at the grassroots level.
Mr. Nguyen Trong Tam - Deputy Secretary of the Party Committee of Hung Tan commune said: There are many contents in the ancient village covenant that are still valuable today, on that basis, people have inherited and promoted positive aspects, eliminated backward customs in weddings, funerals, longevity celebrations, tomb building, organizing local festivals; practiced thrift, fought against waste, superstition, contributed to building and implementing a civilized lifestyle, cultural families, implementing population policies, family planning and caring for and protecting children; raised awareness of environmental protection to ensure security and order...
The valuable thing is that in the construction of the new advanced rural areas, the people of Phan village pay special attention to preserving and conserving the traditional cultural features of the Vietnamese countryside such as promoting folk songs, Vi Dam or maintaining the organization of the procession at the Phan Thon Temple Festival every year to commemorate the merits of their ancestors. Phan Thon Temple - Hung Tan commune was formed around the end of the 18th century, worshiping the local tutelary god of the village and the gods who have contributed to protecting the country and bringing peace to the people. The temple was built on a feng shui land."The five dragons gather in the east and the water returns/The heroic and righteous spirits protect the southern sky"(mean:Where five dragons in the east gather water/Create spiritual energy to guard the Southern sky).Phan Thon Temple Festival has many traditional rituals, including the water-asking ceremony, the blessing ceremony, the peace ceremony, the procession of the Thanh Hoang... attracting a large number of people and tourists to attend. Thanks to that, Phan Village has maintained its title of Cultural Village; the rate of cultural families increases every year, in 2022 the rate of cultural families reached 96%; the rate of sports families reached 51%.
Talking to us, Chairman of Hung Tan Commune People's Committee - Mr. Nguyen Van Tam said: The reason why Phan village has become a "bright spot" is because the Party Committee, the Management Board and the mass organizations are always united and highly unified; closely, intimately and maintain a close relationship with the people, always serving the people. Thanks to that, it has "people's hearts", policies related to the construction of advanced new rural areas are always enthusiastically responded by the people, from building cultural houses to building rural roads, intra-field roads, and beautifying villages and hamlets...
That was demonstrated when we visited Mr. Ho Xuan Bieu (93 years old, 69 years of Party membership), an exemplary Party member in Phan village. Despite his old age, he still actively participates in Party cell and hamlet activities. He was also honored to represent the cadres and Party members of Phan village to speak when General To Lam - Minister of Public Security and the Central and provincial delegations visited the village.
Talking to us, the veteran party member said: “Phan Village is a countryside rich in revolutionary and cultural traditions. During the resistance war to protect the Fatherland, 342 young people participated in the resistance war, including 24 martyrs who sacrificed for the country; 14 wounded soldiers; 11 sick soldiers, and 2 mothers who were awarded the title of Vietnamese Heroic Mothers. Currently, generations of Phan Village people have inherited and promoted that tradition in building advanced new rural areas. In particular, party members like us, although old and weak, always determine to set an example for the masses, especially the young generation, to join hands to build a prosperous, peaceful and happy homeland.”
