Strengthening activities to prevent, combat and suppress crimes related to prostitution
(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Plan 210/KH-UBND dated March 30, 2022 on implementing prostitution prevention and control in Nghe An province.
The plan states three goals:
- Strengthen consensus, determination and strong changes in awareness and action of the whole society, authorities at all levels, departments, branches, organizations and people in the work of preventing and stopping social evils.prostitutionin the province

- Strengthen the fight against crimes of harboring, brokering, and organizing prostitution; thoroughly resolve complicated points of prostitution in public areas and in business services with security and order conditions, not allowing the formation of new prostitution spots, preventing and stopping prostitution among students. Strengthen communication to prevent prostitution on mass media, diversify forms of communication, focusing on direct communication, especially in key communes, wards, and towns with complicated prostitution problems, and high-risk subjects.
- Minimize the harmful effects of prostitution, support vocational training and create jobs for prostitutes; ensure equal access to social services for prostitutes, and create opportunities for them to integrate sustainably into the community.
The Provincial People's Committee also issued 5 requirements for prostitution prevention work in the province in 2022:
- 100% of cities and towns develop plans and organize activities to prevent and combat prostitution; integrate prostitution prevention and combat activities withsocio-economic development programs, social security and assistance programs, drug prevention programs, HIV/AIDS prevention programs.
- At least 80% of communes, wards and towns (collectively referred to as commune level) organize at least one form of propaganda on prostitution prevention and control and maintain it regularly; at least 80% of workers at service establishments prone to prostitution; 70% of workers in industrial zones; 80% of students at high schools, universities and vocational training institutions are propagandized, disseminated legal policies, provided with information and knowledge on prostitution prevention and control.
- 100% of denunciations, reports and complaints about violations of the law on prostitution prevention and control are received, verified, classified and handled promptly; promptly handle crimes related to prostitution according to the provisions of law, especially in key areas; organize inspections of at least 40% of service establishments that are prone to prostitution in the area.
- Deploy a pilot model on prostitution prevention, support harm reduction interventions, prevent and combat gender-based violence, ensure the rights of workers in service establishments prone to prostitution, provide community integration support services for sex workers; at least 50% of sex workers in need and eligible have access to and use social support services and community integration.
- Maintain 323/460 healthy communes, wards and towns without prostitution; transform the level of 137 communes, wards and towns with complicated prostitution.
To implement these goals and tasks, the Provincial People's Committee requests relevant agencies to: Review, evaluate and propose to ministries and branches to amend and supplement legal documents and policies on prostitution prevention and control; especially issues related to the development of harm reduction intervention activities, prostitution prevention and control, and support for rehabilitated prostitutes to integrate into the community in accordance with the actual situation in Nghe An province.

- Research and propose policies to prevent and protect minors from prostitution; ensure early detection and strict handling of violations of children's rights in the field of prostitution prevention and control, and criminal activities related to prostitution; develop a legal framework for implementing harm reduction interventions, preventing and combating gender-based violence against sex workers to integrate into the community.
- Strengthen prevention propaganda to the whole society, focusing on mountainous areas and localities with many migrants to limit the number of new people participating in prostitution. Innovate the methods and content of communication work in a lively direction to attract young people, through the application of information and communication technology, via the Internet and social networks; direct communication forms in the community, with high interaction in industrial parks, schools, etc.
- Organize investigations, surveys, reviews, assessments, and forecasts on the needs of prostitutes with financial difficulties, unemployed youth, workers in service businesses that are prone to prostitution, and local socio-economic development, social security, and social protection programs to target these groups. Develop integrated activities for women seeking employment in vocational training, job search, loan support, and poverty reduction programs to provide them with opportunities to choose suitable jobs.

Strengthen activities to prevent and combat crimes related to prostitution, destroy prostitution-related venues and rings in key areas; patrol and control at venues that have been destroyed, not allowing them to re-operate.
