Strengthening control of freight vehicle load on roads

On May 5, 2014, Deputy Prime Minister Nguyen Xuan Phuc, Chairman of the National Traffic Safety Committee, signed Official Dispatch No. 05/CD-UBATGTQG on strengthening control of the load of freight vehicles on roads.

The dispatch stated that after more than a month of implementing vehicle load control nationwide, under the strong direction of the Government and the Prime Minister, the strong participation of ministries, branches, localities, and the support of the majority of people and the business community, the work of controlling vehicle load has gradually become more organized, contributing to protecting infrastructure and reducing traffic accidents, creating a healthy transport business environment, fighting negativity and harassment; the number of vehicles violating load regulations has decreased compared to before. However, the situation of load violations is still complicated; some places have loosened control so that overloaded vehicles can still circulate on the road, avoiding load inspection stations on national highways, running into local roads, affecting the structure of bridges and roads, causing disorder and traffic safety, causing public outrage.

Previously, in Resolution No. 29/NQ-CP dated May 2, 2014, the Government requested ministries, branches and localities to continue to step up patrolling, controlling and strictly handling cases of overloading in road freight transport.

To continue implementing the direction of the Government and the Prime Minister, the Official Dispatch requests the Ministry of Transport to continue reviewing and perfecting the system of legal documents related to the business of transporting goods by car, inspecting the quality of technical safety and environmental protection of motor vehicles to prevent the situation of vehicles carrying goods exceeding the permitted load.

At the same time, urgently add the investment item of building a fixed vehicle load inspection station to the project of upgrading and expanding National Highway 1, Ho Chi Minh Road through the Central Highlands and other investment and upgrading projects of national highways nationwide; research and innovate, upgrade the vehicle load inspection equipment system to ensure continuous operation in all weather conditions.

Implement synchronous and timely solutions to strengthen connectivity, improve capacity and efficiency of railway, sea, inland waterway and air transport modes to reduce pressure on road transport; establish an equal and healthy transport business environment, with a reasonable market share structure among transport modes.

The Ministry of Transport shall preside over and coordinate with the Ministry of Public Security and the People's Committees of provinces and centrally-run cities to strengthen the direction and management of vehicle load control activities nationwide. Monthly, synthesize and report to the Prime Minister and the Chairman of the National Traffic Safety Committee on the implementation of vehicle load control.

The Deputy Prime Minister requested the Ministry of Public Security to direct its subordinate units and local police to prioritize the arrangement of forces to coordinate with the Transport Inspectorate to ensure continuous operation 24 hours a day and 7 days a week at Vehicle Weight Inspection Stations; increase patrol forces and control vehicle weight on the entire road network in the area.

The Ministry of Information and Communications directs news agencies and newspapers to step up propaganda work on regulations on vehicle weight; on the serious impact of overloaded vehicles on traffic infrastructure and traffic safety; commend good examples, mobilize people and businesses to voluntarily comply with regulations on vehicle weight; criticize and participate in the fight against violations, harassment and negative behavior of those performing official duties in vehicle weight control.

The Chairman of the People's Committee and the Head of the Traffic Safety Committee of the provinces and centrally-run cities shall direct the Police and Transport Inspectorate to inspect and handle violations of vehicle weight according to their functions and tasks; maintain the operation of mobile vehicle weight inspection stations 24 hours a day and 7 days a week; control vehicle weight on the entire road network in the area using vehicle weighing equipment or checking cargo invoices, transportation contracts, bills of lading, etc.; have plans to protect security and order in the areas of vehicle weight inspection stations;...

Along with that, the Deputy Prime Minister assigned the National Traffic Safety Committee to coordinate with professional associations to step up propaganda and training for transport businesses and cargo owners on legal regulations on vehicle load and loading of goods onto cars; mobilize businesses, vehicle owners and drivers to resolutely fight against negative and harassing behaviors, promptly provide information on violations by law enforcement officers to the hotlines of the National Traffic Safety Committee, the Ministry of Transport, the Ministry of Public Security or the mass media./.
