
On February 27, 2023, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 1821-QD/TU to establish the Organizing Committee for the Dialogue Conference between the Standing Committee of the Provincial Party Committee and department-level managers and experts in the Provincial Agencies Bloc in 2023.
With the theme: "Aspiration - Responsibility - Innovation - Development", this is the second time since 2019 that the Standing Committee of the Provincial Party Committee has organized a dialogue with department-level leaders and experts of provincial departments, branches and sectors. The conference was organized to unify the awareness, viewpoints and aspirations of the Party members and convey the will and political determination of the Standing Committee of the Provincial Party Committee to implement and fulfill the highest goals and targets set by the Resolution of the 19th Provincial Party Congress, making Nghe An a fairly developed province in the country by 2030.

In addition, the purpose of the dialogue is to exchange and share in order to find viewpoints to unify awareness and action in implementing administrative reform; at the same time, promote awareness, responsibility, public ethics, and aspirations of cadres and party members, contributing to the successful implementation of the goals and targets of the Resolutions of Party Congresses at all levels, especially the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.
The conference is also an opportunity for the Standing Committee of the Provincial Party Committee to listen to opinions from officials and civil servants directly responsible for advising and giving advice to the province in management and operation work, as well as their thoughts, aspirations, difficulties and obstacles in the process of performing their tasks. Thereby, the provincial leaders can promptly remove "bottlenecks" and "bottlenecks" that cause difficulties for people and businesses, etc. Through the conference, the Standing Committee of the Provincial Party Committee also encourages and honors those with creative thinking and breakthrough vision, innovation "dare to think, dare to do, dare to take responsibility" to build Nghe An to develop.

In practice, the team of department-level managers plays a very important role and position in the state management apparatus. In our country's administrative system, the team of department-level managers and equivalents are the ones who directly convey and organize the implementation of decisions from superiors. In the state apparatus, department-level managers are considered the source of gathering and handling the Party's policies and the State's laws and policies in the sectors and fields under their charge. Department-level and equivalent leaders also play an advisory role to help heads and leaders of departments, branches and sectors implement policies, projects and plans in accordance with the provisions of law.
The Party Committee of the Provincial Agencies Bloc of Nghe An currently manages more than 7,225 cadres, party members, civil servants, and public employees of affiliated grassroots party organizations; of which 442 comrades are heads and deputy heads of 21 departments and branches/a total of 1,076 comrades are heads and deputy heads of provincial departments, branches, and central units located in the area with grassroots party organizations affiliated to the Provincial Agencies Party Committee. This conference will be held in person and online; 875 delegates, of which 764 comrades are department-level managers, will attend in person; more than 5,000 specialists will participate online through 33 connection points across the province.


To prepare for this dialogue conference, the Standing Committee of the Provincial Party Committee assigned the Provincial Agencies Bloc Party Committee - the standing agency to organize the conference to conduct a survey and collect opinions from 2,065 people, including cadres, civil servants, public employees, heads and deputy heads of departments, experts and people. It can be affirmed that this is a profound political activity with wide influence and is also an opportunity for provincial leaders to review and evaluate the results of implementing socio-economic development goals after half of the 19th Provincial Party Congress, term 2020 - 2025, including the contributions of the team of department-level managers and provincial experts.
In recent times, although Nghe An has experienced many difficulties due to the impact of natural disasters and epidemics, especially the Covid-19 pandemic, with strong political determination, timely and close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, together with the efforts of the entire political system, businesses and people, the province's socio-economic situation has achieved remarkable results. In particular, investment attraction has made strong progress. In 2022 alone, the total newly granted and increased investment capital reached more than 45,764.5 billion VND, an increase of 3.74% over the same period in 2021; of which 95 projects were newly granted with a total registered investment capital of more than 28,538 billion VND. In 2022, for the first time, Nghe An entered the top 10 localities attracting the largest FDI in the country with a total newly granted and adjusted capital of 961.3 million USD as of December 31, 2022. In the first 4 months of 2023, 8 new projects were granted, with a total registered investment capital of 4,451.3 billion VND; 7 projects were adjusted.

Budget collection has increased annually. If in 2019 Nghe An's budget revenue reached 16,400 billion VND, in 2020 it was 17,836 billion VND, in 2021 it was 19,993 billion VND, then in 2022 it was 21,805 billion VND, exceeding 45.2% compared to the estimate and increasing by 9.1% compared to 2021 (this is the first year that the state budget revenue exceeded 20,000 billion VND, ranking 17th out of 63 localities nationwide, of which domestic revenue reached 20,474 billion VND, revenue from import and export activities reached 1,331 billion VND), in the first 4 months of 2023, revenue was 5,846 billion VND (reaching 36.9% of the estimate).
Regarding administrative reform, the Provincial Competitiveness Index (PCI) in 2022 reached 66.60 points, ranking 23rd out of 63 provinces and cities nationwide; 3rd in the North Central region, up 7 places compared to 2021 (30/63). Implementing the National Target Program on New Rural Construction, up to now, the total number of communes in Nghe An meeting new rural standards is 309/411 communes, reaching 75.18%; 42 communes meeting advanced new rural standards, accounting for 14.23% of new rural communes; 6 communes meeting model new rural standards. There are 9 district-level units meeting new rural standards including districts and towns: Vinh city, Thai Hoa, Nam Dan, Yen Thanh, Nghi Loc, Hoang Mai, Quynh Luu, Do Luong, Dien Chau.
The fields of culture, health, education, national defense and security have developed steadily; the work of organizing and building the Party, the government, the Fatherland Front and mass organizations has been constantly paid attention to and created a favorable environment for comprehensive development. This result has important contributions from the team of department-level managers and specialists - those who play a key role in implementing and advising the province to deploy solutions for socio-economic development.

However, the current context is also posing many difficulties and challenges in implementing the province's development goals. Meanwhile, the team of department-level managers and specialists is the key to solving the Party and State's policies and implementing the direction and leadership of superiors into practice. With high and uniform qualifications (99.84% of the surveyed people have a university degree or higher), this is also a department with many creative, innovative, daring to think, daring to do, and dynamic in applying science and technology, information technology in the fields of work.
However, for a long time, there has been a situation where legal documents and regulations overlap and lack consistency in many specific issues and fields, which has significantly affected professional activities at provincial departments and offices. This has also caused many leaders and managers at the department level to be afraid of making mistakes; many comrades think that it is better to be assessed as not completing the task than to complete the task with incorrect methods and approaches.

Regarding this content, the Politburo also issued Conclusion No. 14-KL/TW dated September 22, 2021 on the Policy of encouraging and protecting dynamic and creative cadres for the common good. Conclusion No. 14-KL/TW stated:“In the process of performing assigned duties and tasks, based on the urgent requirements and demands of reality, encourage cadres to have creative thinking, breakthrough ways of doing things, remove and resolve bottlenecks and knots in mechanisms and policies, focus on issues that have not been regulated or have been regulated but are not suitable for reality, bring practical value and efficiency, create strong changes, and contribute positively to the common development”… “When cadres carry out a pilot but the results do not meet or only partially meet the set goals or encounter risks or damages, the competent authority must promptly identify the objective and subjective causes, make an impartial assessment to consider and handle appropriately. If the implementation is in accordance with the policy, has a pure motive, and is for the common good, then the responsibility will be considered to be exempted or reduced”.

Currently, the Ministry of Home Affairs is also developing a mechanism to institutionalize the Decree on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to make breakthroughs for the common good. Understanding the difficulties and pressures that department-level managers are facing, while waiting for the Ministry of Home Affairs and related ministries and branches to develop and move towards legalizing regulations on protecting cadres, the Standing Committee of the Provincial Party Committee will also research and develop mechanisms and policies to ensure that this group of key cadres can confidently contribute and dedicate themselves. For those who dare to think, dare to do, dare to be creative, and innovate for the common goal, without self-interest, the Standing Committee of the Provincial Party Committee will have a mechanism to encourage and create all conditions in their work and professional activities.
For issues and professional fields that are still having many concerns and obstacles in implementation due to the overlap of laws, the Standing Committee of the Provincial Party Committee encourages the resolution by organizing group discussions and specialized professional activities for each department and each field. Similar to the hospital conducting a consultation before deciding on a treatment regimen for a patient; departments and divisions should organize group meetings and discussions at the department level to find solutions to resolve the problems. If the problem has not been resolved, then an inter-department discussion will be organized, and at a higher level, a conference at the department level, or an inter-department level... When the collective intelligence and strength are concentrated, the difficulties will soon be resolved, the work will not be delayed, and more importantly, the thinking and psychology of the workers will also be relieved. As for cadres, civil servants and public employees who do not change their thinking to suit the development trend, do not dare to think, dare to do, dare to take responsibility, they should stand aside to give way to people with capacity, responsibility and enthusiasm. This is also the content emphasized by the Politburo, headed by General Secretary Nguyen Phu Trong, in the work of arranging and assigning cadres in recent times.

At this time, Nghe An is also using many solutions to focus on evaluating the results of 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province until 2020. In addition, the entire political system and the people are taking steps to concretize the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, which was approved by the 18th Provincial People's Council at the recent 13th session. The province's goal is to build Nghe An into a fairly developed province in the country by 2030, with a fast and sustainable economic development, imbued with the cultural identity of Nghe An; to be the center of the North Central region in terms of trade, healthcare, education and training, science and technology, industry and high-tech agriculture.
In the economic field, Nghe An aims for an average growth rate of gross regional domestic product (GRDP) in the 2021-2030 period of about 10.5-11%/year. GRDP structure: Industry and construction account for 42-42.5%; service sector accounts for 39-39.5%; agriculture, forestry and fishery accounts for 13.5-14%; and product taxes minus product subsidies account for 4.5-5%.

Average GRDP per capita in 2030 will reach about 7,500 - 8,000 USD. The proportion of processing and manufacturing industry will reach over 24% of the province's GRDP. Labor productivity will increase by an average of 10 - 11%/year. State budget revenue in the area will increase by an average of about 12%/year. Mobilizing investment capital for social development in the period of 2021 - 2030 will reach about 1,650 trillion VND.
To achieve the above important goal, at this Dialogue Conference, the Standing Committee of the Provincial Party Committee focused on two key contents: economic development, administrative reform and the work of building the political system. With the youthfulness, enthusiasm, and self-renewal for the goal of developing the homeland of the leaders and managers at the department level, the Standing Committee of the Provincial Party Committee believes that the conference will create more "support" for Nghe An to make a breakthrough, creating a "Lam River miracle" as the aspiration of the Party Committee, Government and People of the province.
