Nghe An has a rich culture, history and revolutionary tradition; a tradition of studiousness, intelligence, diligence and hard work; plus a natural location with forests, seas, convenient traffic connections, abundant human resources... To transform these advantages into development resources, the province has issued key programs and projects, focused on allocating resources, and had drastic implementation mechanisms and policies, aiming to create breakthroughs and new development spaces.
These historic August autumn days, traveling up and down the roads in Nghe An countryside, everywhere is filled with flags celebrating National Day September 2. Bustling in sight are large-scale fields, farm models, and family farms in the new rural districts of Nam Dan, Yen Thanh, Nghi Loc...; high-tech agricultural projects in Thai Hoa, Nghia Dan towns...; Nam Cam, VSIP, WHA, Hoang Mai Industrial Parks... with constructions and factories close together.
Going towards the sea, near the Cua Hoi bridge stretching out strongly on the Lam River connecting the two banks of Nghe An - Ha Tinh, is the 3.5km long cable car system connecting the mainland with Ngu Island belonging to the Cua Hoi entertainment area project (Cua Lo town) which is gradually being completed, promising to create a new tourist highlight to attract visitors to Nghe An. Economic models, projects, and industrial parks have been changing the face of regions, creating more jobs and improving the lives of people in localities; contributing significantly to shifting the economic - social structure in the right direction, increasing budget revenue and creating a premise to attract many other projects to invest in the province.
Promoting the tradition of the revolutionary homeland, fostering the spirit of overcoming difficulties and moving forward, in recent times, the Party Committee, government, army and people of Nghe An have strived to achieve important achievements, making practical contributions to the overall results of the whole country. In 2021, the total product in the area (GRDP) increased by 6.2%; the state budget revenue reached nearly 19,000 billion VND, an increase of 35% of the plan; exports reached 2.43 billion USD, an increase of 60.77% compared to 2020 (the target set by the Resolution of the 19th Provincial Party Congress by 2025 is 1.765 billion USD). In the first 6 months of 2022, the gross regional domestic product (GRDP) increased by 8.44% (ranked 2nd in the North Central region, ranked 18th out of 63 provinces and centrally-run cities), of which the service sector increased by 9.22%, welcoming nearly 5 million tourists; budget revenue reached approximately 11,000 billion VND. According to statistics from the Vietnam Register, the number of private cars purchased and registered by Nghe An people in the first 6 months of 2022 was 7,497, ranking 5th nationwide.
In attracting investment in general and attracting foreign direct investment in particular, Nghe An has also made breakthrough efforts to escape the "lowland" of FDI attraction. According to the Foreign Investment Agency (Ministry of Planning and Investment), Nghe An ranked 9th out of 10 localities attracting the highest foreign direct investment (FDI) in the country in the first 6 months of 2022. Since the beginning of the year, the province has attracted 580 million USD in foreign direct investment (FDI), the highest level ever...
Nghe An is also assessed by the Central Government as one of the typical provinces in the country with proactive and creative methods and approaches in building new rural areas.
There have also been many positive changes in the fields of education, culture, sports, and information and communication. The work of hunger eradication, poverty reduction, job creation, support, and removal of difficulties for workers and employers affected by the COVID-19 pandemic, and ensuring social security and welfare have been effectively implemented. National defense and security have been ensured; national sovereignty, territorial borders and borders continue to be maintained; foreign affairs have seen many improvements. Party building and consolidation of the political system have been focused on, especially focusing on innovating working methods and directing the resolution of sensitive issues. In particular, the spirit of solidarity and unity within the Party, consensus and trust of cadres, party members, and people have been clearly promoted.
Witnessing these changes, during his recent visit and work in Nghe An, Prime Minister Pham Minh Chinh commented: "Through many working trips and inspections in many localities, the Prime Minister realized that Nghe An's changes are huge, especially in the appearance of the countryside, and people's lives have been improved both spiritually and materially."
According to Prime Minister Pham Minh Chinh's assessment: Nghe An has many favorable conditions that not every locality has, which are great resources for the province to develop. The important thing is that the province must find a way to turn those advantages into resources for development. The Prime Minister said, "In the condition of limited resources and little time, we should choose breakthrough, long-term, fundamental, and step-by-step work. Thereby, we can create new motivation, new impulse, new development space, on the basis of inheriting the results achieved in the past, the potential and advantages of the province".
In order to promote and effectively exploit potentials and strengths, create breakthroughs in socio-economic development, security and defense in the coming time, the Prime Minister has directed Nghe An province to clearly define goals and viewpoints and proactively focus on implementing a number of key contents and tasks such as: Thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, Resolution No. 36/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; Fully and deeply understand the position, role and rare advantages of Nghe An in the North Central region and the whole country; Implementing 3 strategic breakthroughs, in the breakthrough of transport infrastructure, there are projects to expand Vinh International Airport, Cua Lo Deep-water Port, the expressway connecting Cua Lo town - Vinh city to Nam Dan district - the hometown of President Ho Chi Minh, soon connecting these transport works with other infrastructure systems for Nghe An to develop; Focusing on building a master plan for Nghe An province for the period 2021 - 2030, with a vision to 2050, fundamentally and systematically, with strategic breakthrough solutions, clearing development bottlenecks with innovative thinking, strategic vision, promoting potentials, advantages and resolving difficulties and shortcomings; Developing the economy - society closely linked with ensuring national defense - security, political stability, social order and safety; ensuring social security, a prosperous, happy and peaceful life for the people...
To facilitate Nghe An's development, the Prime Minister has also agreed to assign the People's Committee of Nghe An province as the competent state agency, mobilizing capital from many sources to implement the Vinh airport renovation and upgrade project, the Cua Lo deep-water port project, and the expressway project connecting Cua Lo with Nam Dan district. And recently, the Ministry of Transport has also approved the project to renovate and upgrade National Highway 7, section Km0 - Km36, and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, with a total investment of more than 1,300 billion VND, expected to be completed in 2024, which will help facilitate the connection and trade between regions of Nghe An and neighboring Laos. According to the Prime Minister's assessment, "These are key projects, together with the North - South expressway and the coastal route under implementation, which will create new momentum and development space for Nghe An".
Speaking at the working session with the Prime Minister (July 24, 2022), Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council said: The province's viewpoint is to focus on leadership and direction with focus and key points to create a breakthrough. Shown in 2 points, that is, right from the stage of building the Action Program and Plan to implement the Resolution of the 13th Party Congress and the Resolution of the 19th Provincial Party Congress, the province has determined this viewpoint. Therefore, the province only builds 21 key programs and projects, along with focusing on allocating sufficient resources, with mechanisms and policies for implementation.
