Nghe An is the province with the largest area and the 4th largest population in the country, living in 460 communes, wards and towns, belonging to 21 districts, cities and towns. That characteristic creates differences in regions and socio-economic conditions in the development process of the province, further demonstrating the very important role of the team of cadres and civil servants at the commune level. Correctly assessing the role and importance of grassroots cadres, the province has proposed many policies to improve the quality of grassroots cadres; at the same time, strengthening meetings and dialogues between provincial and district leaders with the team of commune-level cadres to grasp the internal situation of each base and the needs, desires, as well as difficulties to solve, creating consensus in implementing political tasks.
One of the highlight activities was on May 26, 2018, the Standing Committee of the Provincial Party Committee organized a meeting with the heads of Party committees and authorities of communes, wards and towns to listen to their thoughts and aspirations; discuss the especially important roles and tasks of the heads of Party committees and authorities of localities in socio-economic development, ensuring national defense and security, Party building and many other issues arising from grassroots practices, contributing to the successful implementation of the goals, tasks and solutions for the development of the province.
Up to now, after 5 years of looking back, the echoes and influence of the meeting program have clearly demonstrated its effectiveness in practice. In particular, with the efforts of the entire political system from the province to the grassroots level, the team of cadres and civil servants at the commune level in the whole province, especially the heads of the Party Committees and authorities at the commune level, have made extremely important contributions to the achievements of socio-economic development, ensuring national defense, security, and Party building work of the province.
The province's economic growth rate is quite high every year; the scale of the economy is constantly expanding, reaching 175,740 billion VND by the end of 2022, ranking 10th in the country. State budget revenue exceeded 20,000 billion VND for the first time, reaching 21,805 billion VND in 2022. Total export turnover in 2022 reached 2.54 billion USD, far exceeding the target of the Resolution of the 19th Provincial Party Congress (reaching 1.765 billion USD by 2025). Investment attraction has many positive changes, increasing in both quantity, scale and quality of projects. In 2022, the total newly granted and increased investment capital of projects reached 45,764.5 billion VND. In the first 7 months of this year, Nghe An has newly granted 69 projects with a total registered investment capital of VND 21,839.4 billion; adjusted 92 projects, of which the total investment capital was adjusted for 27 projects (an increase of VND 2,712.4 billion). The total newly granted and increased capital is VND 24,551.8 billion. Compared to the same period in 2022, the number of newly granted projects increased by 4.55%, the total newly registered capital increased by 1.33 times. Nghe An is in the group of 10 localities attracting the largest FDI in the country in 2022, reaching 961.3 million USD and from the beginning of 2023 to now, Nghe An has attracted more than 890 million USD, ranking 8th out of 63 nationwide. Culture - society has many bright spots, clearly shaping itself as the center of education and training, finance - banking, and healthcare in the North Central region. Social security work is carried out promptly. Society is in consensus and peaceful; the spirit of solidarity among the people, solidarity between religious and non-religious people, mountainous and plain areas is promoted and widely spread.
In particular, in the province's very difficult conditions, the vast mountainous area accounts for over 80% of the province's area; the starting point in rural areas is low, but Nghe An's implementation of the National Target Program on New Rural Construction is considered effective, with new and creative approaches. Up to now, the whole province has 309/411 communes meeting new rural standards, accounting for 75.18%; 53 communes meeting advanced new rural standards, equivalent to 17.15%; 6 communes meeting model new rural standards, equivalent to 11.32%; The average number of criteria achieved by communes is 16.98 criteria/commune. There are 197 villages/hamlets meeting new rural standards; there are 7 district-level units completing the task/meeting new rural standards (2 towns: Thai Hoa, Hoang Mai, together with Vinh city and 4 districts: Nam Dan, Yen Thanh, Nghi Loc, Quynh Luu); The two districts of Do Luong and Dien Chau have completed the dossier to submit to the Central Government for voting to recognize the standard. At the same time, our province is in the top 5 localities that best implement the One Commune One Product (OCOP) Program nationwide, with 403 OCOP products ranked 3 stars or higher.
The commune level is the last administrative unit in the four levels of the administrative management system, the lowest level according to the management hierarchy, but the lowest does not mean the least important. We see that the commune cadre team is the one who plays the decisive role in realizing the leadership and management of the Party and State in all aspects of socio-economic life at the grassroots level; plays the decisive role in thoroughly grasping and organizing the implementation of all decisions of the superior Party Committee, the Party Committee at the same level and all policies, plans, and directions of the superior government, as well as all programs and plans of the commune government. Commune cadres are also the most important bridge between the Party, the State and the people; at the same time, play the decisive role in building and promoting the revolutionary movement of the masses at the grassroots level.
However, the general picture of the team of cadres and civil servants at the commune level in our province still has concerns and worries; in some places, the qualifications of the team of cadres at the commune level are still low, not meeting the requirements; there are still a number of cadres and party members at the commune level who have degraded politically, violated moral qualities, lifestyle, bureaucracy, corruption, and some have even been prosecuted.
Meanwhile, the requirements and tasks set forth in the new context and new situation for the provincial political system are increasingly high, especially at the commune level. The year 2023 marks very important milestones for the development of Nghe An, as this is the pivotal year for implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025. The province has also submitted to the Prime Minister for consideration and approval of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, with new development orientations.
Based on the summary of 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks for the development of Nghe An province until 2020, General Secretary Nguyen Phu Trong signed and issued Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on the construction and development of Nghe An province until 2030, with a vision to 2045. In particular, the goal by 2030 is that Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; and will be the center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture. By 2045, Nghe An will be a province with rapid, sustainable, comprehensive, civilized and modern development, imbued with the cultural identity of Vietnam and Nghe An; one of the driving forces for development in the North Central region.
It can be said that Nghe An is at a time of "Heaven's time, favorable terrain and harmony of people" to develop quickly, strongly, breakthrough and more sustainably. If we do not take advantage to overcome, we will miss the opportunity to develop. With such a context and time, it is very necessary to have solidarity, unity, consensus and high determination among cadres, party members and people; including the team of cadres and civil servants at the commune level, especially the heads of the Party Committees and authorities of 460 communes, wards and towns, to create strong changes for the province's economy and society.
Practice has proven that in order for the political system to be strong, society to be stable, and grassroots movements to be effective, it requires grassroots cadres to be true “leaders”, capable of organizing, implementing, attracting, and initiating; capable of monitoring, inspecting, and replicating movements, good deeds, and typical, advanced individuals; and knowing how to make the most of internal material and spiritual resources at the grassroots level. The effectiveness of the State apparatus at the grassroots level also depends primarily on the capacity of this cadre team.
Therefore, right after the success of the Dialogue Conference with department-level leaders and experts in the Provincial Agencies Bloc held on May 11, 2023, the Standing Committee of the Provincial Party Committee continued to organize a meeting and dialogue program with 1,022 Party secretaries, chairmen of People's Councils and People's Committees of 460 communes, wards and towns, representing 9,382 cadres and civil servants working at the commune level in the whole province, with the theme: "Solidarity - Democracy - Creativity - Development".
It can be seen that, compared to the first organization in 2018 which was a meeting, this year the program has expanded its content, not only meeting, but also dialogue. The Standing Committee of the Provincial Party Committee really hopes that through the program, it will both show the recognition of the provincial leaders for the efforts of the grassroots leaders; at the same time, create a forum to update the Party's viewpoints, policies and guidelines in leadership, direction and administration; as well as share, discuss and exchange between the provincial leaders and the heads of the grassroots Party Committees and authorities.
This is also an opportunity for commune-level cadres to exchange, discuss, research, and learn from each other's experiences; better understand policies, working methods, leadership, and direction; promote the role and strength of the grassroots; strengthen solidarity and consensus; build trust, political will, and determination to successfully implement the Resolution of the Party Congresses at all levels from the grassroots to the province and Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
Therefore, within the framework of the program, the Standing Committee of the Provincial Party Committee will spend a session inviting the leaders of the Central Propaganda Department to provide more information on the current situation, domestic and international politics, and the leaders of the Central Internal Affairs Department to thoroughly grasp the content of the book "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong. This will be followed by a dialogue program with all delegates chaired and directed by the Standing Committee of the Provincial Party Committee, focusing on topics on party building; economic, cultural and social development; ensuring national defense and security; and grasping the thoughts, aspirations and situations of the people.
It can be affirmed that for the development of the province to be successful, the important factor is to create high consensus and strong changes from the grassroots level; which depends a lot on the decisive factor which is the team of cadres, especially the leaders of the Party Committees and authorities at the grassroots level. The Standing Committee of the Provincial Party Committee believes that, with these innovations in the form and method of organization, the Program of meetings and dialogues with the heads of Party Committees and authorities at the commune level will be successful and bring high efficiency; contribute to enhancing the leadership role of the Party Committees in building and consolidating the political system at the grassroots level, creating a combined strength to foster the great national unity bloc; unifying viewpoints, goals and actions in the political system. At the same time, raising awareness, political capacity and sense of responsibility for key cadres at the grassroots level; creating high determination in the entire political system, contributing to the successful implementation of the province's development goals./.
