

On October 11, 2022, the People's Committee of Cua Lo town issued Document No. 1598/UBND-DT in response to Nghe An Newspaper regarding the two articles "The fate of two "workers' motel projects"?" and "Need to consider and revoke the 3/2 Farm Workers' Motel project"; with the following content:
“The People's Committee of Cua Lo town thanks Nghe An Newspaper for its attention and support in handling projects that are behind schedule and not under construction in Cua Lo town, including the Farm Guesthouse project combined with restaurant services invested by Nghe An Coffee - Rubber One Member Co., Ltd. and the Farm Guesthouse project for workers 3/2 in Nghi Thu ward invested by 3/2 Agricultural Industry Joint Stock Company. To clarify further, the People's Committee of Cua Lo town would like to provide some additional information on the process of urging investors of the two above-mentioned projects after the Provincial People's Committee gave the following instructions:
On March 18, 2022, the People's Committee of Nghe An province issued Official Dispatch No. 1793/UBND-CN on handling projects with slow progress in Nghe An province, including the two projects mentioned above. For the Farmhouse project combined with restaurant services invested by Nghe An Coffee - Rubber One Member Co., Ltd., the Provincial People's Committee allowed the extension of the land use period for another 24 months, from March 15, 2022 (ie until March 15, 2024).

Immediately after receiving Official Dispatch No. 1793/UBND-CN of the Provincial People's Committee, the Town People's Committee issued Official Dispatch No. 374/UBND-DT dated March 24, 2022 on "requesting the project owner to urgently complete relevant documents and procedures before starting construction of construction items; complete the project and put it into operation to ensure the adjusted and extended schedule. Periodically report monthly, quarterly and annually on the project implementation status as prescribed in Point a, Clause 2, Article 71 of the Investment Law, send to the Department of Planning and Investment and the People's Committee of Cua Lo Town to monitor the progress. If the extended time expires and the project has not been completed and put into operation, the People's Committee of Cua Lo Town will report to the Provincial People's Committee to revoke the project in accordance with regulations". However, up to now, the investor has not yet taken any action to start construction of the project. The Town People's Committee will continue to urge the investor as well as report to the Provincial People's Committee, relevant departments and branches on the project implementation status for handling according to regulations.
Regarding the 3/2 Farm Workers' Rest House project invested by 3/2 Agricultural Industry Joint Stock Company, the opinion of Nghe An Provincial People's Committee in Official Dispatch No. 1793/UBND-CN is as follows: "In case by the end of July 1, 2022, 3/2 Agricultural Industry Joint Stock Company does not complete the procedures for land allocation and land lease according to regulations, the Department of Construction shall advise the Provincial People's Committee to cancel Decision No. 1553/QD.UB dated July 3, 1995 of the Provincial People's Committee on surveying and selecting the location for planning and legal documents related to the project". However, up to now, 3/2 Agricultural Industry Joint Stock Company has not yet completed the procedures for land allocation and land lease according to regulations.
On October 3, 2022, the Department of Planning and Investment issued Document No. 3880/SKHDT-DN to the Department of Construction regarding the handling of the Workers' Resthouse project in Nghi Thu ward, Cua Lo town regarding the request for handling and reporting to the Provincial People's Committee according to the direction in Official Dispatch No. 1793/UBND-CN because the 3/2 Agricultural Industry Joint Stock Company did not complete the land procedures for land allocation and lease. On October 7, 2022, the People's Committee of Cua Lo town also issued Official Dispatch No. 1574/UBND-DT requesting the Department of Construction to consider and advise the Provincial People's Committee to cancel Decision No. 1553/QD.UB dated July 3, 1995 of the Provincial People's Committee on the survey and selection of planning locations and legal documents related to the 3/2 Farm Workers' Resthouse project in Nghi Thu ward, Cua Lo town.
The People's Committee of Cua Lo town informs Nghe An Newspaper to grasp the information and continue to accompany the town in handling projects that are behind schedule and not under construction in Cua Lo town.


The Farm Guesthouse project combined with restaurant services invested by Nghe An Coffee - Rubber One Member Co., Ltd. (reflected in the article "The fate of two "workers' guesthouse projects"?") is one of 53 projects behind schedule that the Provincial People's Committee directed to inspect in 2021. On January 28, 2022, the Department of Natural Resources and Environment (the unit assigned by the Provincial People's Committee to preside over the inspection) issued Report No. 738/STNMT-DD reporting the inspection results to the Provincial People's Committee. Here, Nghe An Coffee - Rubber One Member Co., Ltd. presented: “From 1995 to 1999, the company completed the survey to select the construction site, to establish a feasible investment project, prepare technical design documents, and estimate the construction of a rest house for staff and workers, which were appraised and approved by the Department of Construction and the Provincial People's Committee. In 1999, the company completed the investment in the construction of the Tay Hieu Farm workers' rest house and put it into use in accordance with the design documents and planning approved by the Provincial People's Committee. However, by 2015, the workers' rest house had deteriorated and was not operating effectively. Therefore, in early 2016, the company re-applied for a certificate of land use rights and was granted a certificate of land use rights by the Provincial People's Committee. In addition, the company prepared a design drawing for the Tay Hieu Farm 1 rest house and was appraised and approved by the Department of Construction. approved in early 2019. After the design documents for the Tay Hieu Farm Guesthouse were approved and the Department of Construction issued Construction Permit No. 20 GP/SXD on March 7, 2019, the company hired a construction unit to carry out the construction steps of the project. However, according to the regulations of the People's Committee of Cua Lo town, construction must stop during the tourist season (from April 30 to October 1 every year), so the company had to stop implementing the project. From early 2020 until now, the Covid-19 epidemic situation has been complicated, so the implementation of the construction has not been carried out yet."
At the same time, there is a request: "To contribute to supporting and solving difficulties for businesses, Nghe An Coffee - Rubber One Member Co., Ltd. would like to report on the implementation of the Farm motel combined with restaurant services in Nghi Thu ward, Cua Lo town and respectfully request the Provincial People's Committee, relevant departments and localities to consider and extend the investment and construction progress of the above project until December 31, 2023".

The project of Nghe An Coffee - Rubber One Member Co., Ltd. was then considered by the Provincial People's Committee, extended for 24 months from March 15, 2022 (in Official Dispatch No. 1793/UBND-CN) as the People's Committee of Cua Lo town responded to Nghe An Newspaper above. However, after 7 months, the current status of the project is still a row of old level 4 houses with peeling and cracked walls, two collapsed and fallen tiled roofs; some walls and old house foundations were demolished, overgrown with bushes and became a garbage dumping area, polluting the environment and losing the urban beauty. This situation has made officials and people in the area upset and have negative opinions, affecting the urban beautification work of Cua Lo town.
