The Resolution of the 19th Nghe An Provincial Party Congress, term 2020 - 2025, has identified 3 key economic zones, including developing Hoang Mai region in association with the South Thanh Hoa - North Nghe An region: Developing Hoang Mai and Dong Hoi industrial parks with manufacturing and processing industries, electronics industry and industries, supporting services for large projects in the Southeast Economic Zone and Nghi Son Economic Zone. Attracting investment in Hoang Mai I, Hoang Mai II Industrial Park, Dong Hoi Industrial Park. Continuing to prioritize investment resources to develop infrastructure in Hoang Mai town. Resolution No. 08/2022/NQ-HDND, dated July 14, 2022, stipulates a number of specific mechanisms and policies to support the socio-economic development of Hoang Mai town in the period 2022 - 2025.
With the attention of superiors and the efforts of the Party Committee, the government, the entire political system and all classes of people, the town's socio-economy is increasingly developing, national defense and security are stable, and people's lives are improving day by day. After 10 years of establishment, Hoang Mai Town has gradually become a key economic zone, a growth pole in the North of the province, meeting the expectations of the Central and the province when the town was established.
Hoang Mai town came into operation, starting from a low point in building new rural areas, 5 commune-level administrative units have 2 poor communes, 01 mountainous commune, in 2013, the average only achieved 6 criteria/commune. Poor economic and social infrastructure; limited quality of staff and civil servants; economic structure mainly based on agricultural production.
With the support of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front, departments, branches, and sectors of the province, along with the great efforts and determination of the Party Committee, Government, and People of the town, after 7 years of implementing the New Rural Development Program, the total mobilized resources for construction were 1,635.765 billion VND, of which the People contributed 516.267 billion VND, accounting for 31.56%. By the end of 2020, 5/5 communes were recognized as meeting new rural standards, and the town was recognized by the Government as having completed the task of building new rural areas, 2 years ahead of the set target. Currently, the town is continuing to direct the communes to improve the quality of new rural criteria according to the ward's criteria; striving to build 2 more communes into wards by the end of 2025.
The town's economic growth rate is increasing rapidly, reaching an average of over 14%/year, in 2022 the town's economic growth rate is 14.51%, gradually affirming itself as one of the three growth poles of the province. The economic structure is shifting in the right direction. The economic scale according to production value (comparable price) in 2022 will reach 21,699 billion VND, an increase of 3.5 times compared to 2014, being the locality with the highest increase in production value scale, while continuing to maintain its position in the group of 3 district-level units with the largest production value scale in the whole province.
From 2014 to now, the town has 48 projects approved for investment, with a total registered capital of over 19 trillion VND. Many projects have been put into stable operation, creating revenue for the State budget and solving jobs and income for the people such as: Hoa Sen Steel, Vinatex Garment, Dong-A Embroidery Garment, Hai Chau II Confectionery, Muong Thanh Hotel and Service Complex, Hoang Mai Market, ... In particular, the peak was in 2022 when the town attracted large FDI investment projects, starting the project: Ju Teng Electronic Product and Auto Parts Manufacturing Factory with a phase 1 investment of 200 million USD; Export footwear processing project of Hoa Loi Group - Taiwan, with a total investment of 65 million USD and a number of satellite projects in Hoang Mai Industrial Park I, ...
The average added value per capita increased rapidly, from 31.75 million (2014) to 74.9 million VND/person/year (2022), an increase of 43.15 million VND = 2.36 times. Compared to the average of the province of 51.43 million = 1.46 times. The poverty rate decreased from 7.44% (2014) to 0.92% (2021), by the end of 2022, the poverty rate was 2.09% according to the new criteria (down 0.8%, exceeding the plan).
Implementing social security work well, regularly caring for the poor and people in difficult circumstances. Over the past 10 years, the town has mobilized over 31.6 billion VND for the "Fund for the Poor" and "Tet for the Poor". In particular, from 2019 to present, the town has organized a large campaign, mobilizing 11.185 billion VND to repair and renovate 453 houses for poor, near-poor households, and disadvantaged policy families in the area.
Education and Training have clearly changed, the quality of the general and the quality of the key points have been constantly improved. In particular, in recent years: In the 2018-2019 school year, the quality of the province's excellent students in grade 9 ranked 3rd out of 21 districts, cities and towns; In the 2019-2020 school year, the high school graduation rate of the town reached 99.8% (Hoang Mai High School achieved 100%, with 27 students achieving 27 points or more); in the 2021-2022 school year, the provincial excellent students of Hoang Mai High School ranked first in the province. The scale of education has been expanded, establishing 1 public high school, private kindergartens, and foreign language centers.
Cultural, information and sports institutions have been invested in and upgraded. The Con Temple Festival has been recognized as a National Intangible Cultural Heritage; the Scientific Workshop on Preserving and Promoting the Cultural Values of the Con Temple and Developing Hoang Mai Tourism has been successfully organized. High-performance sports have achieved many results. In 2019, the town won the First Prize twice in the overall competition, and the town's Youth and Children's Team won the championship at the Song Lam Nghe An gifted class football tournament.
The town was established in a low starting point, with weak and insufficient urban infrastructure, no constructions in the administrative center, no traffic routes connecting East and West, connecting Dong Hoi and Western Nghe An; water supply and drainage systems, electricity, lighting, etc. have not been invested in. After 10 years of establishment, resources have been mobilized to invest in building urban infrastructure, promptly completing and putting into use a number of essential infrastructure works, changing the appearance and face of the urban area to be spacious and connected with neighboring areas. To date, 51/63 type III urban standards have been completed according to Resolution 26/NQ-CP, striving to complete type III urban standards by the end of 2025.
Always pay attention to and take care of training and improving the qualifications of cadres and civil servants. Up to now, the qualifications of cadres and civil servants in the town: 99% have university degrees or higher, 95% have intermediate degrees or higher in politics; Commune level: 91.5% have university degrees or higher, 90.1% have intermediate degrees in politics;
With the dynamism and timeliness of the government, it has coordinated well in advising, directing and implementing administrative reform and digital transformation. On August 20, 2021, the Party Committee of the town issued Resolution No. 03-NQ/Thu, on strengthening the Party's leadership over administrative reform in the period of 2021 - 2025 and the following years associated with digital transformation. Currently, efforts are being made to meet the goal of being in the top 3 district-level localities with the highest PAR index of the province by 2025. Being the leading unit in deploying the system of reflecting online interactions between people and the government through the application "Hoang Mai I love" to help the government grasp and promptly resolve difficulties, recommendations and feedback from people and businesses.
Focus on innovating the Party's leadership methods and improving the quality of grassroots Party organizations. Establishing 4 non-state Party cells under the City Party Committee. Directing the establishment of the Quynh Lap Fisheries Association Party Cell with 15 Party members who are fishermen who regularly fish offshore. Issuing a project to subsidize Party members who are awarded the 50-year Party badge or older and are not entitled to regular State benefits for the period 2021 - 2025 and the following years. The People's Council focused on monitoring and resolving voters' recommendations. The direction, management and operation of the Town People's Committee and the grassroots have changed positively, becoming more drastic, focused, specific and effective. The Fatherland Front and socio-political organizations launched many emulation movements and campaigns, especially building civilized and safe self-governing groups in residential areas with "6 no's, 3 yes's"; building flag and flower streets that are bright, green, clean and beautiful.
From an area considered to be complicated in terms of security and order, with many dangerous crimes, but in recent years, the Town Police have always strived to perform well the assigned tasks, solved many major cases, and been the Victory Unit for 9 years, proving the strength of the Town Police.
National defense is always ensured, strictly maintaining combat readiness regimes. Successfully organized the Hoang Mai town defense area exercise in 2017, highly appreciated by the province, ranked as excellent.
