


Talking about the reality after the third implementation of land consolidation and plantation plot exchange, Mr. Tran Van Loi - Head of the Front Committee of Tan Thinh hamlet, Binh Son commune (Anh Son district) exclaimed: "I have lived more than half of my life, never thinking that the fields here could change so much like this. It is truly a revolution, and its success is thanks to the pioneering party members and cadres who carried out the implementation, gave up land, gave up favorable conditions to the people, from which the people happily listened and followed...".
To make it convenient for households to agree to consolidate and exchange land into one plot and one field, Binh Son commune officials have agreed to give up land to the people, sacrificing their own family interests. Pointing to the fields still fresh with new soil in Long Tien village, Mr. Hoang Duc Thuan - Vice Chairman of Binh Son commune People's Committee happily said: "To have fields dozens of times larger than before, many officials and party members have agreed to give up land to the people, creating favorable conditions for people to convert their fields into one area without being disadvantaged."


And, the Vice Chairman of the People's Committee of Binh Son commune listed for us the cadres and party members who accepted to suffer losses to complete the "big task" of the commune, which was to convert land. That was Mr. Nguyen Van Hoan - Chairman of the Veterans Association of the commune, who gave up a large plot of land in a fertile, favorable area and received a smaller, farther, and worse plot of land. Therefore, the total agricultural land area of comrade Hoan in Dong Em area before the conversion was 1,000m2After the land consolidation, the rice field area of comrade Hoan in this area is only 700m2.2. The cadres and party members are pioneers, exemplary, and sacrifice so that the people do not suffer losses, so the conversion of fields in Long Tien village is very much in agreement with the people. Then, the Chairman of the Commune People's Committee, Duong Cong Ngoc, and Vice Chairman of the Commune People's Committee, Hoang Duc Thuan, also gave up all of their family's fields to help people easily consolidate and exchange plots...
The "proactive" in land consolidation in Tan Thinh village, Binh Son commune also depends on the high consensus of the Party cells in the implementation. After the People's Council of Anh Son district issued a specialized resolution on land conversion and the People's Committee of the district issued a project on continuing land consolidation, the local Party committees at the grassroots level have implemented it with many resolutions and plans. The Party Committee of Binh Son commune also issued Resolution No. 10/NQ-DU on "Continuing to exchange plantations and accumulate land in Binh Son commune in the period of 2021 - 2025". Implementing the resolution of the Party Committee of the commune, the Party cell of Tan Thinh village held a meeting with 15 Party members and unanimously issued the specialized Resolution No. 3 of the Party cell. "In which, the Party cell agreed that before implementing to each household, Party members must clearly understand the policy and methods and must do it first, convert first so that people can follow" - Head of the Front Committee of Tan Thinh village Tran Van Loi added.

The high consensus from each cadre, party member to the party cell has helped the land consolidation work in Tan Thinh as well as Binh Son commune quickly achieve the set goals. Specifically, before the third conversion in 2021, Tan Thinh village had 1,053 agricultural land plots with a total area of 93.13 hectares. Of which, 595 plots of rice land with 40.50 hectares; 458 plots of colored land with 52.63 hectares. "There were plots before the conversion that were only 46.8m2, the largest plot is only 3,500m2. However, after less than 2 years of conversion, from more than 1,000 rice fields of Tan Thinh, it has been consolidated into 264 plots. And the smallest plot after conversion has an area 10 times larger than the smallest plot before conversion, reaching 450 m2, the largest plot is up to nearly 5,000m2" - Mr. Hoang Duc Thuan said.
Demonstrating the role of a party member in helping the land conversion work quickly achieve its goals, Mr. Nguyen Ba, a party member of Ru Bac hamlet, Son Thanh commune (Yen Thanh district) also gave good land to people in the conversion. Mr. Ba said that at the time of implementing the Provincial Party Committee's directive on land consolidation in 2012, the party cells from the commune to the hamlet unanimously affirmed the very important role of "party members going first, the village following". Mr. Nguyen Ba said: "My family has 3 members who were divided land according to Decree 64. We were ready to receive distant, bad land to give good land to the people. Therefore, even after the whole hamlet drew lots to receive the land, but upholding the spirit of a party member who says what he does, I exchanged the land with another family according to their wishes...".

Mr. Nguyen Dam Cau - Secretary of the Ru Bac hamlet Party Cell still remembers clearly the days when the whole hamlet carried out the land conversion according to Directive No. 08 of 2012 of the Provincial Party Committee Standing Committee: The whole hamlet had 11 hectares of agricultural land, the difficulty was that most of the fields were terraced fields, so the problem was how to create high consensus among the people. With the drastic and exemplary participation of many party members, including Mr. Nguyen Ba, who were willing to give up their land to the people, the conversion took place quickly and smoothly. Up to now, after more than 10 years of land conversion, farmers in Ru Bac hamlet have seen the real effectiveness of a major policy. Thanks to that, the fields have been re-planned to be more beautiful, larger, convenient for land preparation, care, harvesting... rice productivity has been increased. Previously, spring rice only reached 2.5 - 3 quintals/sao, now it has increased to 3.3 quintals/sao.

To carry out the industrialization and modernization of agriculture and rural areas in the province, more than 20 years ago, on April 5, 2001, the Standing Committee of Nghe An Provincial Party Committee issued Directive No. 02-CT/TU on mobilizing farmers to convert land. Implementing Directive No. 02-CT/TU, by the end of 2004, all commune-level units capable of converting land in the province had organized the implementation. However, land conversion in many localities at this stage still had some shortcomings and limitations. These limitations have greatly affected the management work, the application of scientific and technical advances in production, intensive investment, economic efficiency in agricultural production and have not met the requirements of new rural construction.
After the Provincial Party Standing Committee continued to issue Directive No. 08-CT/TU dated May 8, 2012 on promoting the mobilization of farmers to consolidate land plots and encourage land accumulation to develop large-scale production in agriculture, over the past 10 years, the work of land consolidation in localities has been associated with re-planning of fields and conversion of crop and livestock structures. The production land of each household is arranged in adjacent areas and plots, gradually forming many large fields with high economic efficiency. Land consolidation is carried out in both crop areas, alluvial areas, industrial crop areas and some mountainous communes. The public land fund is planned centrally, arranged in reasonable locations, convenient for management and use.

Along with the implementation of land consolidation in the field, the internal infrastructure from the traffic system to irrigation canals... has been built and synchronized, promoting organizations, households and individuals to pay attention to investing in cultivation: the number of machines serving agricultural production has increased rapidly over the years, initially liberating human labor in heavy stages, ensuring the right season, saving time and production costs, shortening seasonal production time for people.
Deputy Director of the Department of Agriculture and Rural Development - Ms. Vo Thi Nhung said: After land consolidation, the agricultural sector has re-planned fields and converted the structure of crops and livestock... Up to now, the review and adjustment of the development planning of main crops and livestock in accordance with the advantages of each locality has been basically completed to develop an implementation plan. Thanks to that, despite facing many difficulties and challenges due to the impact of epidemics, climate change, economic recession..., Nghe An's agricultural production has achieved many important results in all areas.
On the basis of land accumulation, constantly improving the level and efficiency of cultivation and recently implementing new rural construction has created rural economy development in many localities. Through the OCOP program, localities have selected and built commodity products, key products for their localities.

According to the leader of the Department of Natural Resources and Environment, land consolidation and plot exchange are also conditions for re-examining agricultural land funds, bringing the management and monitoring of land fluctuations into order and strictness; re-planning public land into concentrated areas for easy management and effective use according to the provisions of the 2013 Land Law, and at the same time contributing to improving the effectiveness of state management of land.
It can be affirmed that the movement of farmers to consolidate land plots and encourage land accumulation is a major policy of Nghe An; the synchronous implementation from top to bottom, unified direction and leadership of grassroots Party organizations, exemplary Party members and cadres have contributed to the successful implementation of the Resolution of the 7th Central Committee (10th tenure) on agriculture, farmers and rural areas; and has been supported by cadres, Party members and people. Party committees, authorities and organizations from the province to the grassroots have focused on leading, directing, urging, guiding and promptly and closely inspecting the implementation of land consolidation to create major changes, positively changing the face of the countryside and agricultural production of the province.
