


On a summer morning, the ancient Tria temple gate opened wide to welcome the children of Hung Loc and visitors from near and far to burn incense and visit. After the incense offering, we were introduced to the red flag with a yellow star and the artifacts kept at the temple by Mr. Hoang Van Nhu, the keeper of the Tria temple. The old keeper's voice was quiet, trembling with emotion and pride: "On May 1, 1930, Tria temple, Coi market was the starting point of the 30-31 demonstration. Comrade Hoang Trong Tri commanded 1,200 people from Loc Da and neighboring areas to march down to Ben Thuy to demonstrate. On the night of October 26, 1930, a large rally took place at Tria temple, which was later mentioned by Comrade Nguyen Ai Quoc in his letter to the Communist International on February 19, 1931"...


On the street named after revolutionary Hoang Trong Tri, we were led by Mr. Hoang Thai Huu, Secretary of Mau Don hamlet Party Cell, to the monument stele, to visit and introduce the artifacts still preserved at the Hoang family temple - a national historical and cultural relic. On the monument stele, which has been stained by time, the inscriptions carved in stone are still clear: "At the Hoang family temple, from March to June 1930, it was the working headquarters of the Central Region Party Committee, Vinh - Ben Thuy Provincial Party Committee. During the Nghe Tinh Soviet period, many high-ranking Party leaders came here to work and were protected and cared for by the people".
Places such as: Tria Temple, the temple and tomb of King Tran Quy Khoang, Ngu Loc Temple, Mau Don Temple, Mau Lam Temple, Lang Thach Temple, Lang Chay Temple, Hoang Family Temple, Uong Family Temple, etc. are all steeped in revolutionary tradition, are red addresses for traditional education, fostering pride in the homeland of Loc Da, Duc Thinh in the past, and Hung Loc today.

Through two great wars of national salvation, the people of Hung Loc have made many contributions in terms of manpower and resources, contributing to the glorious victory of the country. Currently, the whole commune has 188 martyrs who sacrificed for the cause of national liberation and reunification, 497 wounded and sick soldiers, 21 families with meritorious services to the country, 19 veteran revolutionary cadres, 5 people awarded Certificates of Merit by the Government, 9 Vietnamese Heroic Mothers, 1 Labor Hero.
The revolutionary tradition has become a source of internal strength and pride for many generations of Hung Loc people. On this occasion, we were able to visit Mr. Ha Van Tai, a 94-year-old veteran party member and 75-year-old Party member, together with Hung Loc commune officials. Led out of the room by his son, he sat and talked with us with a broken voice. Although he had to rest in the middle to regain his strength, when talking about the tradition of Hung Loc, the land he considered his second homeland, his voice suddenly became enthusiastic and excited, his eyes shining with pride. Therefore, the conversation lasted many times longer than expected...




Mr. Vo Hoi, who has been involved in government and mass organizations in Hung Loc commune for over 55 years, is deeply attached to this land, witnessing the changes of his hometown every day, but as he shared: "Sometimes I am still surprised by the picture of the new, civilized, modern, friendly and potential development countryside of Hung Loc." Every house and alley has changed rapidly, 100% of households have solid houses, surrounding walls, and covered with trees. In residential areas, along the roads from the main axis to hamlets and villages, the landscape is beautiful, clean, and environmental sanitation is always guaranteed.

In the period of 2015-2022, the commune has built and put into use over 70 projects with a total cost of nearly 600 billion VND. In addition, the hamlets have also mobilized support from benefactors to upgrade cultural and sports facilities with an amount of over 5 billion VND. Typically, Tien Loc hamlet has mobilized nearly 2.3 billion VND to complete the infrastructure, meeting the criteria of advanced new rural areas, civilized alleys, bright - green - clean - beautiful.
Mr. Pham Xuan Hoi - Secretary of Tien Loc hamlet Party Cell said: "The hamlet's cultural house with a hall of nearly 300 seats, fully equipped with amenities such as: backdrop, air conditioner, projector; covered sports field, 3 volleyball courts; 1 mini soccer field; equipped with 200 public trash cans. In particular, 100 Bauhinia trees, 100 bougainvillea pots, LED lights, solar-powered lighting clusters; 300m of mural fence... creating a cool, green, friendly space; clean and beautiful landscape for people to live, play and entertain".

One of the "backbone" criteria of the advanced new rural program is that people's income is given special attention. Accordingly, the locality has focused on directing the conversion of traditional crop and livestock production models to specialty crops and livestock with high quality and productivity and outstanding economic value. In particular, attention has been paid to the development of trade and services. Thanks to that, up to now, the proportion of trade and services accounts for 57.6%, Industry - Construction accounts for 38%, Agriculture accounts for 3.8%. The average growth rate is 8.7%/year; Average income per capita by 2022 is 55 million VND/year.

Not only focusing on economic development, Hung Loc also pays special attention to socio-cultural development and taking care of children's education. With local resources and the joint efforts of the people in the spirit of socialization, investment projects for education are focused and highly effective. Up to now, 100% of schools have met national standards at all levels, green - clean - beautiful - safe standards. With the full and quality completion of all criteria, Hung Loc commune was recognized by the Provincial People's Committee as meeting the standards of an advanced New Rural commune in 2022.

These days, in addition to the joy and excitement of the atmosphere celebrating the 70th anniversary of the commune's establishment and receiving the commune meeting the advanced new rural standards, each Hung Loc resident is bustling with stories about the transition from village to city, commune to ward. It is not only a change in appearance but also the thoughts and actions of each resident here towards building a new life. Mr. Vuong Bang, a resident of Mau Don hamlet, excitedly said: "The journey from commune to ward is a great step forward for the locality, opening up new opportunities for Hung Loc to develop comprehensively, improving the material and spiritual life of the people. Urbanization requires people to move in parallel, to equip themselves with a civilized and modern lifestyle and behavior."

According to Decision 2572 of Nghe An Provincial People's Committee approving the "Outline for the Project to expand the administrative boundaries and urban space of Vinh city", 4 wards of Vinh city will be established on the basis of the original natural area and population size of 4 communes: Hung Dong, Hung Loc, Nghi Phu, Nghi Duc.
Mr. Hoang Ngoc Can, Secretary of the Party Committee of Hung Loc commune, said: “Taking that opportunity, the Hung Loc commune government has focused on investing in infrastructure, promoting economic restructuring towards gradually increasing the proportion of trade, services, industry, construction, gradually reducing the proportion of agriculture; accelerating the urbanization process and attracting investment. At the same time, synchronously implementing many solutions such as: Building and arranging a team of cadres and civil servants with professional qualifications, capacity and ethics in a streamlined and professional manner to meet the requirements of tasks in the new situation; promoting planning work to ensure science, modernity and long-term; developing urban economy with in-depth and interconnected industries, trade and services; mobilizing all resources and capital of the state, enterprises and people to invest in developing urban infrastructure and social welfare works”.

On the path of development from village to city, Hung Loc is gradually completing a synchronous urban infrastructure, creating favorable conditions for shifting agricultural labor to work in the industrial, trade and service sectors; cultural, educational, medical, environmental institutions, etc. are also invested to meet the requirements of building a civilized urban lifestyle. Becoming a ward is not only a change in appearance but also affects the thoughts and actions of each citizen, towards building a new and better life.
