


Tam Quang is the first border commune of Tuong Duong district and Nghe An province to reach the NTM finish line at the end of 2017. Currently, the commune is on the roadmap to build advanced NTM. It is easy to see that nowadays, in addition to the concrete roads extending to the hamlets and villages, and spacious houses, many economic models are being implemented.

For example, Bai So village, Tam Quang commune is the first point of the district and the province in building new rural areas from villages and hamlets. According to Mr. Nguyen Huu Truong - Head of Bai So village, up to now, the new rural criteria of Bai So village have been increasingly improved such as housing criteria, poor households... Notably, many economic models with high income from 100 - 300 million VND/year are increasingly being deployed and replicated by people, such as: the farming and livestock model of Mr. Tong Van Chien's family; the model of renovating mixed gardens to grow fruit trees of Mr. Le Dang Dan; the model of raising cows in confinement of Mr. Nguyen Huu Due's family - 1 of 45 households raising cows in confinement in Bai So village...
Mr. Tong Van Chien - a household growing 400 dragon fruit trees and raising dozens of wild pigs and cows in Bai So village happily said: "From the main traffic routes into the villages, to every crossroad and alley, everything has been concreted, not only helping people travel conveniently, but also making it easier for people to sell their fruit trees and livestock... all thanks to the new rural program".

According to Ms. Kha Thi Hien - Chairman of Tam Quang Commune People's Committee, the most important thing is that people have gradually shifted from self-sufficient agricultural production to commodity production, with many effective farming and breeding models such as growing dragon fruit, raising cows, wild boars, etc. The average income of people in Tam Quang commune has increased significantly, currently reaching 48.1 million VND/person/year; the poverty rate is only 9.6%.
Meanwhile, in Luu Kien commune, people are striving to reach the NTM finish line in the near future. Mr. Vang Kien Cuong - Chairman of the Commune People's Committee said: Since understanding the criteria that need to be achieved in building NTM, people have made great efforts. Regarding the environment, livestock and poultry were previously mainly kept under stilt houses, but now, households in the village have been separated from the residential area; people have also been aware of collecting and classifying garbage according to regulations... It is worth mentioning that, along with policies to support plants and breeds, and building production models, people have really been aware of economic development. Many models have shown effectiveness such as: the model of raising buffaloes and cows in Luu Thong village; the VAC model in Khe Kien village; the model of growing bananas for leaves; the model of protecting and developing aquatic resources (fresh fish)...


The fact that Tuong Duong is among the few 30a districts in the country with communes meeting NTM standards early clearly reflects the determination of the entire political system, the joint efforts and consensus of the people here. It is worth mentioning that, with funding sources and support sources, the district has focused on investing in building infrastructure and housing for poor households... In addition, the district has integrated programs and projects to support people in changing their jobs; supporting machinery, plants, and breeds; supporting people in accessing more information to orient sustainable economic development, being trained and guided on production methods, and building effective economic development models. Since then, the average income per capita has reached an estimated 36.02 million VND/year; reducing the poverty rate from 34.03% to 29.51%.

Mr. Nguyen Huu Hien - Vice Chairman of Tuong Duong District People's Committee said: With the goal of soon becoming the leading district in building new rural areas in the mountainous area, Tuong Duong district continues to propagate the change of awareness and determination to escape poverty of officials and people, with the viewpoint of "escape poverty from awareness"; from there, focus on economic development, increase income, improve the material and spiritual life of the people.
On the basis of building mechanisms and policies to attract businesses into the agricultural sector, especially businesses consuming and processing agricultural products, the district promotes the implementation of the "One Commune One Product" (OCOP) Program to affirm the position of local typical products.

In addition, Tuong Duong district also determined that planning for new rural construction for the commune is extremely important, to determine the roadmap, determine investment resources; most importantly, clearly define the tasks of all levels and sectors; which criteria and projects the district will do; which criteria and projects the commune will do; which criteria and jobs the people will do; which jobs the State and the people will do together.
In particular, with the motto "Easy criteria to do first, difficult criteria to do later", in the process of implementing new rural construction at the grassroots level, the district directs not to pursue achievements at all costs; it is necessary to clearly define which criteria are built so that people can truly enjoy the results of those criteria...
