In particular, currently, the Internet in general and social networks in particular have been and are being exploited by hostile forces, political opportunists and reactionaries to spread fake news, untrue news, bad and toxic information, wrong and hostile views, opposing the Party, the State, the people and the regime with increasingly sophisticated and vicious plots and tricks, and increasingly strong acts of sabotage in both breadth and depth. Blatant fabrication, cutting of documents, one-sided inferences, or "mixing" the real and the fake with the formula "3 parts real, 7 parts fictional" ... are the tricks and tricks most frequently used by these subjects. These subjects also created social media accounts with names similar to press agencies (Tintuc Viet Nam, Tintuc 24h, Tin Chinh Tri Viet Nam...) or organizations (Nhat ky yeu nuoc, Con duong Viet Nam...) to make viewers mistake them for press agencies or patriotic organizations.

Comrade Pham Ngoc Canh - Deputy Head of the Propaganda Department of Nghe An province said that in addition to common challenges, the province also has to face its own specific characteristics: Nghe An is one of the key areas where hostile and reactionary forces focus on sabotage. These subjects take advantage of political and social events to exaggerate, defame, and lower the prestige of functional agencies, such as: Attracting and implementing a number of important programs and projects of the province; arranging, appointing, and transferring cadres to a number of positions; workers in a number of factories and enterprises going on strike, going on strike... to distort, create public opinion, and incite conflicting views on social networks. The situation of establishing associations and groups on social networks is complicated; in particular, the speaking and posting of false and unverified information by a number of cadres and party members has affected the ideology and public opinion of the people in the area.
We can review the incidents of taking advantage of social networks to cause disorder in Nghe An province in recent years, such as the incidents of taking advantage of freedom of belief, attracting and inciting people to oppose the government that occurred in Nghi Phuong commune (Nghi Loc), in 2013, in Quynh Luu and Dien Chau districts (2017, 2018); expanding the WHA Industrial Park in Nghi Loc district (2022); implementing the Vinh Hang Ecological Cemetery Project in Hung Tay commune, Hung Nguyen district (2020-2022)... In these incidents, extremists and reactionaries have taken full advantage of the livestream (live reporting) features of Facebook and Zalo to post images right at "hot spots" where there are "conflicts" between the government and the people to incite. Before each incident, they planned it thoroughly, many people recorded it to livestream on social networking sites, and filmed images of opposition to law enforcement officers and posted them online to incite. Overseas news sites took these images, edited them, fabricated them, and falsely accused the Nghe An government of violating human rights and suppressing dissenters.

On the very next working day, the town's leaders invited the 2 officials to discuss the incident in detail, clarifying the personal responsibility of each comrade who had not completed the payment procedures (related to the financial procedure requirements); At the same time, analyze so that these cadres are clearly aware of the responsibility of speaking of cadres and party members in cyberspace.
Currently, besides the vast majority of cadres and party members who, when retired, return to ordinary life, still promote exemplary pioneering spirit, steadfast ideological stance, and are still full of enthusiasm for the community, through social networks, it can be seen that there are some individual cases of "incumbent officials are silent, but talkative in the evening", and it is not rare to see cases of statements, comments, and information sharing on social networks that lack standards and political awareness compared to when they were in office; and the situation of "constantly listening to enemy radio" about bad and toxic information with content focusing on personnel work, or our country's foreign policy; the work of preventing and combating corruption, negativity... that extremists and reactionaries deliberately fabricate, baselessly speculate, and then make into videos to broadcast on Youtube channels and Facebook Fanpages is not rare. It is worth mentioning that many people, after listening, do not refute or fight, but instead bring it up for discussion and information, but when asked where the source is, they only answer "it says so online!".
Discussing this phenomenon, comrade Nguyen Ho Canh (former leader of many levels and sectors in Nghe An province), currently Secretary of the Trung Hop Party Cell, Hung Dung Ward (Vinh City), expressed his opinion: Retired Party members basically use social networks to communicate with relatives and find out information about public opinion. The advantage is that people can access information quickly, multi-dimensionally and can express their opinions and aspirations about those events.
However, he said that in reality, some shortcomings have been revealed when there are still retired cadres and party members who receive virtual and incomplete information, but because of their desire for fame, personal hatred, and ill will towards a certain side in the event, they comment and share, thus unintentionally "adding fuel to the fire" and causing the event to explode. The cause of this phenomenon is due to individual awareness, consciousness, and incomplete and individual information perception. Some people after retirement do not agree with the evaluation and treatment of the regime and the old agency, do not like the cadres who replace them at the agency, and there are even cases of dissatisfaction with the Party's policies and guidelines... Along with that, the education and management of party members in some agencies is not good, the organization of party activities and management in the party cells of the blocks and hamlets is not good; The secretaries of the Party committees of the blocks and hamlets are not yet at the level to manage the retired cadres and party members residing in the area, which are the main reasons leading to the above phenomenon.
According to the leader of the Propaganda Department of Nghe An Provincial Party Committee, there are still some cadres and party members who have not strictly complied, have made arbitrary statements and shared articles that are contrary to the Party's guidelines and policies, the State's policies and laws, which have been exploited by bad people to distort and sabotage the regime, causing outrage in public opinion.
Seeing what is right but not defending it, seeing what is wrong but not condemning, criticizing, or fighting against it among cadres, party members, civil servants, and public employees, both in office and retired; even following suit; statements and actions on social networks that lack standards need to be thoroughly identified to prevent and gradually push back.
