The content is as follows: "Determining the issue of clearing kiosks in the park area on the east side of Binh Minh Street is an important task, it is necessary to focus on directing the implementation "at lightning speed", clearing synchronously, simultaneously, quickly, without exception (completed in October 2022); the issue of renovating technical infrastructure items on the west side of Binh Minh Street from 2023 to 2025 associated with organizing business activities on the west side of Binh Minh Street is a "vital" and long-term issue, eliminating seasonality, aiming for 4-season tourism. From there, provide a roadmap for implementing the contents and tasks each year appropriately and effectively".

In addition, to ensure business activities serving tourists, the kiosks consume a huge amount of goods, from seafood, vegetables, drinks, etc., creating jobs and income for thousands of workers in the area. Then, exchanging and clearing all the works and kiosks in the park east of Binh Minh Street with the goal of Cua Lo becoming a modern – green – clean – beautiful coastal city is completely in line with the development trend of society, has been cherished for five years, now is the time to implement. But if we only focus on the clearance work without paying attention to organizing business activities on the west side of Binh Minh Street, it will affect the jobs and income of thousands of direct and indirect workers; thereby, negatively affecting the service to tourists.
“Therefore, the work of clearing the East side of Binh Minh Street in conjunction with organizing business activities on the West side of Binh Minh Street is identified by the Standing Committee of the City Party Committee as a “vital” issue, to be focused on successfully implementing. There will be difficulties, so in the Conclusion Notice, along with identifying this as a “vital” issue, it also directed that the clearance must be “synchronous, simultaneous, quick, without exceptions”. That is the essence!”.
