Associate Professor, Dr. Nguyen Hong Son:The issuance of Resolution No. 39 by the Politburo on building, developing the socio-economy and ensuring national defense and security of Nghe An province until 2030, with a vision to 2045, is of great significance. This is demonstrated through the following four points:
The first:The issuance of Resolution No. 39 by the Politburo affirms the Party and State's viewpoint on the role, position and importance of Nghe An province to the region and the whole country. At the same time, in my opinion, it is the continued realization of President Ho Chi Minh's advice on the development orientation of Nghe An province. In December 1961, when he returned to his hometown for the second time, in his speech to the cadres and people of Nghe An, Uncle Ho said in general: Our province is a large province in the North, with an important position in terms of economy, politics, culture and national defense; it is a province with great potential, large land, a large population, rich resources, and a people with a heroic and resilient revolutionary tradition; the people and cadres must strive and be determined to build our province into one of the best provinces in the North. By doing so, our province will make a worthy contribution to the cause of building socialism in the North, and will be a solid foundation for achieving peace and national reunification.

Thus, Uncle Ho gave an assessment of the position, role and importance of Nghe An province to the region and the whole country. He also gave a development orientation for the province during the period when our country was carrying out two strategic tasks, which were to build socialism in the North and fight to liberate the South and unify the country.
Resolution No. 39 sets the goal of building Nghe An into a fairly developed province of the country and a center of the region. It can be said that through Resolution No. 39 we see the development characteristics of Nghe An, see Nghe An in the region and see Nghe An in the whole country.
Monday:Resolution No. 39 was issued as a very important political basis for continuing to research, develop and supplement specific policy mechanisms to maximize potentials and advantages to attract resources from all economic sectors for the development of the province. In particular, developing Vinh city to become the economic and cultural center of the region.
Tuesday:The issuance of Resolution No. 39 by the Politburo is an important political basis for the development planning of the province in line with the development planning of the region and the whole country. That helps to unify the new development space for the province, maximize the potential advantages, and attract all resources for development. We all know that if there is a good plan, there will be good projects; if there are good projects, there will be good investors, especially strategic investors.
Wednesday:Resolution No. 39 demonstrates the special attention of the Party and State to the province, is the unity of perception and action, of viewpoints, goals, visions, targets, tasks, and solutions for the development of the province in the coming time; helps to arouse the aspiration for rapid, sustainable, civilized, and modern development; promotes the highest level of self-reliance, self-reliance, heroic revolutionary tradition, diligence, and hard work of the people of Nghe An; promotes cultural traditions, especially Nghe An culture, into a driving force and endogenous resource for development.

First new point,Based on the summary of 10 years of implementing Resolution No. 26, the Politburo has proposed a new development perspective, new goals, new visions and specific development indicators for the province until 2030, with a vision to 2045. The goals are consistent with the development orientation of the region as stated in Resolution No. 26 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions until 2030, with a vision to 2045; consistent with the development orientation of the whole country as stated in the Resolution of the 13th National Party Congress. Thus, if the development of Nghe An province is consistent with the development of the region, consistent with the development of the province and the whole country, it will create a resonance and development momentum in the new period. Nghe An's development plays an important role for the region and the whole country. At the same time, the development of the region also creates favorable conditions for the development of Nghe An province.
Second new point,Resolution No. 39 requires a firm orientation towards rapid and sustainable development based more on the effective use of resources, science and technology, and innovation. Specifically, developing high-tech industry and agriculture, and developing value-added services. By doing this, Nghe An's development will keep pace with the general development trend of the country, the region, and the world. Especially, improving the effectiveness of development linkages between South Thanh Hoa - North Nghe An, South Nghe An - North Ha Tinh, promoting linkages between Nghe An province and Laos and ASEAN countries; promoting other linkage activities with countries around the world.
Next new pointIt can be emphasized that Resolution No. 39 clearly defines the development drivers of Nghe An province. It is worth noting that the infrastructure for the Western development region must meet the requirements of being able to withstand harsh weather, natural disasters, storms and floods and being able to respond effectively to climate change. In particular, building digital infrastructure to serve digital transformation, building a digital economy and digital society.
Second Breakthroughis administrative reform, improving the investment and business environment; striving to upgrade indexes such as PCI, PAPI, PAR Index, creating the most favorable environment to attract investors from all economic sectors for development, especially strategic investors.
Third Breakthroughis to build Nghe An culture and people, so that culture becomes a special driving force, an endogenous resource for development.
Fourth Breakthroughis to develop more based on technology, on innovation.
Fifth BreakthroughResolution No. 39 requires Nghe An not only to develop comprehensively, but also to develop with focus and key points. This means that Nghe An cannot only focus on investing in developed areas while ignoring other less developed areas. The Western region has many difficulties, but at the same time it is also an area with a lot of potential, so it needs to know how to promote it. If the development is skewed, problems related to society and the ecological environment will arise. That is why the Politburo has set out the requirement for comprehensive development, taking people as the center. Because people are a limited resource.

Regarding the need for Nghe An to develop comprehensively but with a focus, key points, is shown in Resolution No. 39, which sets out the direction for rapid and breakthrough development in the East to promote sustainable development in the West. That is to develop Vinh city into the economic and cultural center of the region. Economic development must be associated with cultural and social development, associated with ensuring the ecological environment, especially the forest, sea and island environment, and effectively adapting to climate change. Economic development must be associated with ensuring national defense and security. And in particular, it is necessary to focus on building the Party and building the political system.

PV: Dear Deputy Head of the Central Economic Commission, in Resolution No. 39, the Politburo has outlined 9 tasks and solutions to concretize and realize in life. In your opinion, which tasks and solutions are the most important?
Associate Professor, Dr. Nguyen Hong Son:In my opinion, the most important solution is “Unifying awareness, renewing thinking, arousing the desire for comprehensive, faster and stronger development; promoting traditions and culture imbued with Nghe An’s identity to become the driving force and endogenous resources for development”. There are many Politburo Resolutions for localities, but only the resolution on Nghe An has such a task and solution.
Uncle Ho once said: "If culture exists, the country exists" or "Culture lights the way for the nation to go". If culture is sustainable, our development will not be one-sided, not leaning to one side, not falling to another. Culture is the sum of many different fields that are difficult to point out or name specifically. Culture is the sum of things but very important, and Nghe An has a wonderful Nghe An culture. Of course, culture also has its negative side, but if we know how to promote positive factors, it will help to achieve other fields.

Culture is the foundation and when we have a cultural foundation, we can respond to social changes without being sidetracked. For example, in a difficult period, when the province's development is still low, the desire for development is very strong, especially Nghe An, which is located between Thanh Hoa and Ha Tinh provinces. This is not a comparison and should not be compared. Ha Tinh and Thanh Hoa have the advantage of developing basic industries, and developing basic industries has strong impacts on the environment. If the culture is strong, it is completely possible to develop basic industries, but still ensure sustainability. Nghe An is a latecomer province. Being late is not bad, being late has its own advantages. That is, it can learn from the experiences of others, and keep up with the next development.
Nghe An must develop quickly, but sustainably. And sometimes we must put sustainability first, because once the ecological environment is lost, it is very difficult to restore. Like trust, once lost, it is very difficult to regain. If Nghe An is hasty in calling for unqualified investors, it will easily fall into the situation of destroying the environment and creating social problems. Therefore, the cultural factor with the identity of Nghe An will create the foundation for the comprehensive development of the province in the future.


PV: In the coming time, the Politburo and Nghe An province will implement Resolution No. 39. According to you, what is the most core issue in implementing the Resolution?
Associate Professor, Dr. Nguyen Hong Son:Ultimately, all resolutions, guidelines, and policies aim to improve the material and spiritual life of the people. And Resolution No. 39 sets out the direction for the development of Nghe An province in the next period. We can go slowly but we must never go in the wrong direction. If we go in the wrong direction, no matter how fast we go, we will go slowly.
First of all,In order for Resolution No. 39 to truly come into life, turn into material wealth, and improve people's lives, it is necessary to propagate and thoroughly understand the Resolution so that not only leaders at all levels but also each citizen and each enterprise must understand it. This is extremely important to create unity in perception, unity in the role, position, and importance of Nghe An province. All Nghe An people must understand "why Nghe An needs a Central Resolution". And not only Nghe An, but also the provinces in the region must understand and imbibe that. Central and local ministries, branches must also be imbued with the Resolution.
Only when there is unity in perception can actions be correct, determined and coordinated, thereby attracting resources for development. Therefore, the first essential thing that Nghe An province needs to do immediately is to propagate and thoroughly understand Resolution No. 39. The fact that Nghe An Newspaper is deploying a series of reports and articles on Resolution 39 is partly to achieve that.

Second thing,In the spirit of Resolution No. 39, there needs to be a strong effort and engagement from the collective leadership, the entire political system, the entire army and the entire people to implement the Resolution; there must be specific action plans and programs, with very specific roadmaps, steps and resources to implement the Resolution.
Nghe An province is currently taking very solid steps. Resolution No. 39 is the political basis, then there will be a Government action program; the next step is a local action program; the next step is to review Resolution No. 36 of the National Assembly Standing Committee on the special mechanism for Nghe An province to see what is lacking, what we still want, to propose, recommend, and supplement to have a legal framework for development. The Resolution is the political basis, the special policy mechanism, the legal basis. If the province implements these factors well, it will realize Resolution No. 39 into life.
