
We would like to mention that the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council assigned the Party Committee of the Provincial People's Committee to develop and submit to the Provincial Party Standing Committee for consideration and promulgation of a specialized Resolution on handling suspended projects, projects behind schedule, and projects using land for the wrong purpose in the province.

The above direction of the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council Thai Thanh Quy, was given on the afternoon of May 20, 2022, at the working session between the Provincial People's Council's Thematic Supervision Board and the Provincial People's Committee "On suspended projects, slow-progress projects and projects using land for the wrong purpose in Nghe An province".

As Nghe An Electronic Newspaper conveyed in the article "Will submit to the Standing Committee of the Provincial Party Committee for consideration and issuance of a specialized Resolution on handling suspended projects and projects with slow progress", at this working session, after listening to the specialized monitoring report and discussion of the participants, Chairman of the Provincial People's Committee Nguyen Duc Trung gave his opinion. The Chairman of the Provincial People's Committee was concerned about the current situation of suspended projects, slow-progress projects and projects using land for the wrong purpose in the area. Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that this situation is an obstacle to the socio-economic development of the province, from which, some solutions will be proposed. In particular, the Chairman of the Provincial People's Committee said that the Party Committee of the Provincial People's Committee will submit to the Standing Committee of the Provincial Party Committee for consideration and issuance of a specialized Resolution on handling suspended projects, slow-progress projects and projects using land for the wrong purpose in Nghe An province.
The solutions proposed by the Chairman of the Provincial People's Committee received high consensus from the participants, especially from the host - Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council Thai Thanh Quy. The head of the Provincial Party Committee and the Provincial People's Council then emphasized that, after the supervision of the Provincial People's Council, it is necessary to enhance the political determination of the entire provincial political system. Therefore, the Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council agreed to assign the Party Committee of the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee to issue a specialized Resolution on handling suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province.

To handle the situation of suspended projects, projects behind schedule, and projects using land for the wrong purpose, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council requested to supplement and basically complete the system of documents on attracting and controlling investment projects and handling suspended projects, projects behind schedule, and projects using land for the wrong purpose in Nghe An province in a strict manner, in accordance with legal regulations and with a long "lifespan" to solve long-standing problems, maximizing the province's authority as permitted by law.
At the same time, the directive needs to conduct a thorough review and classification of the remaining slow-progressing projects, thereby clearly indicating the objective and subjective causes; if the investor is enthusiastic but the project is delayed due to objective reasons, the province must accompany and help the investor to remove difficulties to soon implement the project; as for projects that have land and the prescribed procedures have been resolved by the government but the investor intentionally does not implement them, they must be revoked.
Recognizing the direction of the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council as "something that needs to be done immediately", it is impossible not to mention a few points about the current situation of suspended projects, projects behind schedule, and projects using land for the wrong purpose in the province.

In recent years, Nghe An Newspaper has mentioned this situation in many articles. Those are the violations in the project to build a complex of hotels, supermarkets, pharmaceuticals - medical equipment and housing of Minh Khang Company Limited. The "surprising" delay of the investor of Dong Dau Urban Area Project. The frustration of people in the area implementing the Nghe An Oil and Gas Urban Area Project. The state of abandonment for many years of more than 41 hectares of land in the Van Xuan University of Technology Project, Cua Lo town, an urban area with extremely limited land funds... Or most recently, there are articles about the implementation of the project to preserve and develop orange gardens in Nghi An commune - a project with a large scale of land use in Vinh city but has been abandoned for many years in the concern of not only local officials and people because of the lack of transparency of related information.
Affirming that the problem of suspended projects, projects behind schedule, and projects using land for the wrong purposes in the province, not only at this time but also for many years, has reached an alarming level.
The report on the results of the thematic supervision of suspended projects, projects behind schedule and projects using land for the wrong purposes in the province by the Thematic Supervision Delegation of the Provincial People's Council also pointed out "alarming" figures. That is, 86/168 extended projects have expired but have not been completed (localities with many projects that have expired but have not been completed: Vinh City 48/83 projects; Hoang Mai Town 19/24 projects; Dien Chau District 6/7 projects). The rate of projects behind schedule by locality: Vinh City 40%; towns 22%; districts 38%. Of which, Vinh City has about 200 projects behind schedule/total area of more than 600 hectares (Vinh City People's Committee has proposed the Provincial People's Committee to inspect 158 projects behind schedule in the locality). Cua Lo town has 35 projects behind schedule (the Provincial People's Committee has decided to terminate operations, cancel planning, revoke procedures and land allocated and leased for 9 projects)...

Not only that, the on-site supervision of the Provincial People's Council's Thematic Supervision Team (in April 2022) at a number of "typical" projects also provided information about existing problems that should be questioned: Why?. For example, the Nghe An Oil and Gas Urban Area Project (Vinh Tan Ward, Vinh City) with an area of nearly 154 hectares, on the southern bank of the Vinh River, was approved by the Provincial People's Committee for a detailed construction plan at a scale of 1/500 in November 2010. In 2016, the Provincial People's Committee extended the project to July 30, 2018 to complete, but to date, it is still an empty lot.
This is a project of commercial service area, office for lease, high-rise apartment building in Hung Dung ward (Vinh city), with a profitable location (adjacent to Lenin Avenue), approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 and granted a Land Use Rights Certificate since 2010. However, this project has passed 3 inspections (in 2013, 2016 and 2021). As a result, the project has only implemented a part of the area, and on an area of more than 4,056 m2of 1 project with 1 investor, now has "bloated" to 3 projects with 3 different investors!.

Or the Office Project and Product Introduction Center (along Xo Viet - Nghe Tinh Avenue, Nghi Phu Commune, Vinh City), was approved by the Provincial People's Committee for detailed construction planning 1/500 since 2008. This project has been inspected 3 times, extended 3 times (1st time in 2019; 2nd time in 2020, 3rd time extended to January 18, 2022, however, on the land area implementing the project, there are only a few rows of concrete piles...
Following the discussion session at the National Assembly hall on June 2, 2022, there were many opinions about the waste of land resources due to suspended planning and suspended projects. National Assembly deputies all affirmed that the situation of suspended planning and suspended projects not only wastes social resources, especially land resources, but also affects people's lives and reduces people's trust; proposing that the National Assembly needs to have a Resolution to handle suspended planning and suspended projects ("Planning Law: Deputies propose that the National Assembly issue a Resolution to handle suspended planning" - National Assembly Television on June 2, 2022).
Thereby, there are some memorable coincidences with the working session between the Provincial People's Council's Thematic Supervision Board and the Provincial People's Committee on May 20, 2022. The coincidence is that they both recognize the shortcomings and consequences of the situation of suspended planning and suspended projects. And the coincidence is that the proposal to issue a thematic resolution on handling suspended planning by the National Assembly deputies is also close to the opinion of the Chairman of the Provincial People's Committee Nguyen Duc Trung, and the direction of the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council Thai Thanh Quy: "Agree to assign the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee to issue a thematic resolution on handling suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province".

The Provincial Party Secretary, Head of the Provincial National Assembly Delegation, and Chairman of the Provincial People's Council said that "it is necessary to enhance the political determination of the entire provincial political system". And the thematic resolution on handling suspended projects, slow-progress projects, and projects using land for the wrong purpose after being reviewed and issued by the Provincial Party Standing Committee, demonstrates the political determination of the entire provincial political system.
It can be understood that this thematic resolution will be the guideline for all actions, so that the relevant levels and departments of the province will be able to clear all blockages, ending the existence of projects that were once dressed in a beautiful coat of "contributing to promoting the socio-economic development of the province" but are actually hindering and hindering development, affecting people's lives, and reducing people's trust. Therefore, this is something that needs to be done immediately!
