The Party Committee, government and people of Nghe An province implemented the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress in conditions that were much more difficult than expected. Following the direction of the Central Committee and the practical situation, the Provincial Party Committee and Party committees at all levels led the political system together with the people to unite to overcome difficulties, proactively and creatively implement comprehensive tasks in all fields, while focusing on implementing major tasks, key programs and projects, striving with high determination to well implement the goals and tasks of the term.

The average growth rate of gross regional domestic product (GRDP) in the province is about 8.3 - 8.5%, higher than the period 2016 - 2020. The scale of GRDP is 1.7 times higher, the average GRDP per capita is 1.67 times higher than in 2020. The economic structure has shifted strongly towards rapidly increasing the proportion of industry and services. State budget revenue has reached the set target, 1.7 times higher, development investment expenditure is 1.43 times higher than the previous term. Public investment is managed, allocated and used with focus and key points; basically overcoming the situation of scattered and prolonged investment.

- Agriculture, forestry and fishery have developed stably and improved quality and efficiency; the new rural construction program has achieved many important achievements. The average growth rate of added value in the 2021 - 2025 period is estimated at 4.55%. The new rural construction program has achieved many important results. Before the merger and reorganization of administrative units into 2 levels, the whole province had 279/362 (77.07%) communes meeting the new rural standards (an increase of 50 communes compared to 2020), of which 135 communes met the advanced new rural standards, 25 communes met the model new rural standards, and 11 district-level units completed the task of building new rural areas.

- Industry and construction develop strongly. The average growth rate of added value in the period of 2021 - 2025 is estimated at 11.85%; of which, industry is estimated at 14.78%, construction is estimated at 8.26%. Processing and manufacturing industry accounts for the majority and is increasing. Small-scale handicraft production and occupations continue to develop. The infrastructure system is increasingly synchronous; infrastructure of economic zones, industrial parks, and industrial clusters develops rapidly.

- Services develop rapidly, diversify and maintain a high proportion in the province's economic structure. The average growth rate of added value of the service industry in the period of 2021 - 2025 is estimated at 7.7%/year. Export turnover in 2025 is estimated at 4.5 billion USD, 2.98 times higher than in 2020. Financial and banking services develop rapidly with a wide network, full of all types, leading the North Central region in terms of total mobilization and outstanding credit. The tourism industry recovers strongly after the Covid-19 pandemic; the average growth rate of tourists in the period of 2022 - 2025 is estimated at 27.1%/year, the total number of tourists in 2025 is estimated at 9.6 million, an increase of more than 6.0 million compared to 2020.

- The marine economy is shifting in the right direction and developing quite comprehensively, gradually becoming the driving force for the province's economic development. Coastal localities contribute about 27.55% of the total GRDP; the average added value per capita in the sea and coastal areas is 1.27 times higher than the average of the whole province.

- Mobilizing investment resources has achieved outstanding results, contributing positively to economic growth and restructuring. Total social investment capital in the 2021 - 2025 period is estimated at about 500,000 billion VND, 1.7 times higher than in the 2016 - 2020 period. Investment in the non-state sector has increased rapidly in terms of scale, quantity and quality of projects, of which foreign direct investment (FDI) reached over 4.8 billion USD, 4.5 times higher than the accumulated capital from 2020 and before; attracting many of the world's leading technology corporations to invest in production and business.

- Key economic zones develop quite rapidly, contributing greatly to the development of the whole province; the Western region continues to have new steps of sustainable development.

- Planning work has achieved many important results, the urban system continues to develop in a civilized and modern direction.

A comprehensive digital transformation roadmap has been gradually implemented, aiming to build a digital government, develop a digital economy and digital society.

- The system of cultural institutions continues to be invested in, upgraded and effectively promoted. The work of preserving and promoting tangible and intangible cultural values ​​has achieved many important results. Grassroots cultural activities have made new qualitative developments. The goal of eliminating temporary and dilapidated houses for the poor in the whole province has been basically completed in 2025. II- LIMITATIONS, EXISTENCE

- The economy has grown well but has not yet achieved the set target; GRDP per capita is still low compared to the region and the whole country. Productivity, quality, efficiency and competitiveness of the economy are not high; the proportion of industrial products and services with high added value is still low; high-tech agriculture is slow to be expanded; the development of the marine economy and tourism is not commensurate with its potential and advantages.

- The socio-economic infrastructure system is incomplete and lacks synchronization, especially transport infrastructure, urban technical infrastructure, logistics infrastructure and services, and digital infrastructure. Some strategic infrastructure projects (deep-water seaports, airports) and essential works have not achieved their set targets.

- Most of the province's enterprises are small in scale, with limited management and technology application skills, weak competitiveness and integration; there is a lack of connection and cooperation between provincial enterprises and enterprises from other provinces and foreign direct investment (FDI) enterprises.

- There are still violations of the law in mineral activities and land management. Environmental pollution in some places has not been effectively controlled.

- Cultural and sports institutions are not synchronized in many places. Cultural services have not developed commensurate with their potential. Management of some cultural activities is still inadequate.

- Science and technology have not really become the driving force for economic development and other sectors of the province. The application of science and technology and innovation in agencies, units and enterprises is still weak. The science and technology market is slow to develop.

- School planning and conditions of facilities and teaching staff, especially in rural and mountainous areas, have not met the requirements of comprehensive educational innovation and development. Although university and vocational training activities have been innovated, they have not kept up with development requirements. Human resources, especially highly qualified human resources and human resources with vocational qualifications and skills, have not met the requirements of the labor market in terms of both quantity and quality.

- Primary health care for the people is still limited, the quality of medical examination and treatment at some medical facilities does not meet the requirements. - Administrative reform, although having positive changes, still does not meet requirements; indicators reflecting administrative reform, business investment environment, and provincial competitiveness are not sustainable.

- The application of information technology and digital transformation in leadership, direction, state management and public service provision has not kept up with requirements.

III- GENERAL ASSESSMENT

In the 2020 - 2025 term, in the context of many difficulties and challenges, with the attention of the Central Committee, the Party Committee, the Government and the People of Nghe An have united and strived to achieve many important and comprehensive results with many outstanding highlights. Most of the main targets have met and exceeded the Resolution's targets. The economy has grown quite well; investment attraction and export have achieved outstanding results; infrastructure has been invested in a step-by-step synchronous manner in a modern direction. Key economic zones have made clear progress. The appearance of urban and rural areas has been renewed in a civilized and modern direction. Culture and society have made much progress; social security has been ensured, the material and spiritual life of the people has been constantly improved. National defense and security have been maintained; foreign affairs and development linkages have been expanded. The political system has been consolidated, leadership capacity, management effectiveness and operational quality have been improved; administrative reform has had clear changes.

However, Nghe An still faces many difficulties and challenges: economic restructuring is slow; growth quality is not high; budget revenue is not sustainable; high-tech agriculture, marine economy, tourism development is not commensurate with potential; some key projects are still slow to implement. The quality of human resources has not met requirements; the poverty rate is still high, especially in remote areas. Environmental protection and resource management still have limitations and shortcomings; social order and safety still have potential complications. Party building, management and administrative reform in some places are still lacking in synchronization and are not very effective.
