


Nam Giang is a semi-mountainous commune of Nam Dan district with a natural area of over 1,193 hectares. This is a locality that is assessed to have a diverse land fund, with many advantages in developing agricultural and industrial production, trade and services. In 2019, the Commune Party Committee issued a specialized Resolution on leadership and direction of building a model new rural commune for the period 2019-2023. Secretary of the Commune Party Committee Dang Hoang Linh said that with high political determination and consensus from the people, the task of building a model new rural commune in the commune has achieved many positive results. In the period 2018-2022, the commune mobilized more than 230 billion VND, of which people contributed 146 billion VND to invest in building socio-economic infrastructure. The commune has currently met the advanced new rural standards and strives to meet the model new rural standards by the end of 2022.

Not only Nam Giang commune but also in Nam Dan district, the movement to build a model new rural area has been widely and strongly spread in many communes and towns. Thereby, in order to realize the goal in Resolution No. 07-NQ/TU (abbreviated as Resolution No. 07) dated June 16, 2017 of the Provincial Party Standing Committee, Nam Dan will become a model new rural district by 2025. On the other hand, Decision No. 17/QD-TTg of the Prime Minister also approved the Project to build Nam Dan district into a model new rural district in the direction of developing culture associated with tourism in the period of 2018-2025.
It can be said that Resolution No. 07 is a special concern of the Provincial Party Standing Committee for Nam Dan - the hometown of President Ho Chi Minh. After the resolution was issued, the Provincial People's Council and the Provincial People's Committee issued many resolutions and decisions on specific mechanisms and policies to support Nam Dan's development. After 5 years of implementing Resolution No. 07, Nam Dan district has invested more than 4,067 billion VND to realize the goals. Thanks to that, Nam Dan has achieved many important achievements in many fields. The average annual growth rate of gross domestic product reached 7.96%; The economic structure shifted in the right direction; The average budget revenue in the period of 2017-2022 increased by 8.98%; the budget revenue in 2021 reached 416 billion VND (exceeding the target by 2025 of 250 billion VND).

Ms. Nguyen Thi Hong Hoa - Secretary of Nam Dan District Party Committee emphasized that cadres, party members and people in the district are very excited, confident, active and voluntarily participate in local movements and activities, especially the movement of joining hands to build advanced new rural areas, model new rural areas and civilized urban areas. Up to now, Kim Lien commune has met the model new rural standards; 5 communes have met the advanced new rural standards; the remaining communes have met 10 or more advanced new rural criteria. The district has developed many new models in production for high income, with 74 OCOP products. Industry and services have been expanded; infrastructure has been invested in and built more and more synchronously and modernly.
With the goal of becoming a national tourism center, Nam Dan has implemented many important solutions to promote tourism - the key field of the district. The district has focused on investing, upgrading, and building infrastructure for tourism, improving traffic connectivity in tourist areas and tourist destinations; building many typical products with local strengths into OCOP products... Mr. Nguyen Van Duong - Head of the district's Department of Culture - Information said, Nam Dan focuses on promoting the value of typical relics such as Kim Lien Special National Relic Site, Phan Boi Chau Special National Relic Site...; forming a number of new types of tourism such as experiential tourism, homestay. Thanks to that, tourism activities have made much progress, welcoming over 2.5 million visitors annually.


Preliminary assessment after 5 years of implementing Resolution No. 07 of the Provincial Party Standing Committee on the direction and tasks for the development of Nam Dan district to 2025, with a vision to 2030, shows that many targets and goals have been achieved and are expected to be achieved. However, there are also many targets and goals that are low and likely to not be achieved. Mr. Nguyen Hong Son - Chairman of Nam Dan District People's Committee said that although the district has made efforts, the budget revenue and average income per capita per year are still low, growth is not fast, not sustainable, and structural change is in the right direction but still slow. The district has not yet built many tourist and entertainment spots; the hotel system has not yet met the accommodation needs of tourists; many key and outstanding models in the construction of advanced new rural areas, model new rural areas, and civilized urban areas have not been built.
Although Nam Dan plays an important role and receives special attention from the Provincial Party Committee, the socio-economic development results of Nam Dan among 21 districts, cities and towns in the province are still modest. This is reflected in the economic scale ranking 11th out of 21 localities, some targets are low, such as per capita income, administrative reform is still low, the budget revenue structure is not sustainable...

To implement the objectives of Resolution No. 07, Chairman of the Provincial People's Committee Nguyen Duc Trung said that Nam Dan needs to continue to thoroughly grasp and fully and deeply understand the position, role and responsibility in implementing Resolution No. 07 to contribute to the development of the province. The Party Committee, Government and People in the district need to continue to promote the spirit of solidarity, perseverance, dynamism, innovation, creativity, and mobilize all resources to achieve the objectives in the Resolution.
Based on actual conditions, Nam Dan aims to become the first district in the province to achieve the model new rural standards in the direction of cultural development associated with tourism by 2025; by 2030, it will become a district with high income, with a culture bearing the unique identity of the beloved Uncle Ho's hometown. To realize these goals, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the district must first complete the planning, the district must seriously, closely and effectively implement the planning. "The district needs to properly implement the orientation and goal of economic restructuring, which is to develop culture associated with tourism, taking tourism as one of the key areas for development. In agriculture, continue to transform the structure to develop in the direction of ecological, organic agriculture, applying high technology and linking with tourism" - the Chairman of the Provincial People's Committee emphasized.

Nam Dan is a land of "geomancy and talent", with a long tradition of revolution and studiousness, the homeland of President Ho Chi Minh and many revolutionary predecessors. With such a particularly important geopolitical position, the development of Nam Dan district is of great significance to the overall development of Nghe An province in particular and the whole country in general. With the goal of building Nam Dan district to become increasingly rich, beautiful and civilized, Secretary of Nam Dan District Party Committee Nguyen Thi Hong Hoa requested Party committees at all levels, authorities, Fatherland Fronts at all levels and mass organizations in the district to continue to promote the advantages and achievements; focus on overcoming difficulties, shortcomings and limitations to more effectively implement the goals and tasks in Resolution No. 07 of the Provincial Party Committee Standing Committee.
