However, in 2019, when completing the procedures for granting a land use right certificate, he was notified that he had to pay more than 140 million VND in land use fees and registration fees on the grounds that the district's land allocation decision was "invalid". Wishing to have a "land certificate", his family paid the money as notified, but during the process of completing the documents, the authorities required his family to pay more than 28 million VND. He found that unreasonable, because in 1995, his family had fulfilled its financial obligations, had a land use fee receipt and was allocated land by the People's Committee of the district; now, when making a land use right certificate, he had to fulfill the financial obligations once again...

The above incident was reported by Mr. Minh to the Provincial People's Council delegates at the meeting with voters on July 26, 2021 in Dong Hop commune. Immediately after the meeting with voters, comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council personally directed the People's Aspirations Department, the Office of the National Assembly Delegation and the Provincial People's Council to investigate and study the incident reported by voters, the regulations of the Central Government and the province to advise the Standing Committee of the Provincial People's Council to issue a document requesting the People's Committee of Quy Hop district to resolve and respond to the opinions reported by voters.
After 3 months, Mr. Minh's family and a number of households paid the land fee, received a land use fee receipt, and were refunded the additional amount by the People's Committee of Quy Hop district and issued land use right certificates. Mr. Hoang Xuan Minh said: "The voice of our people has touched the hearts of the elected representatives, they truly fulfilled their role of representing the legitimate interests and being the reliable support of the people!"

Regarding the issue of granting land use right certificates, in response to practical requirements, since September 2021, the Standing Committee of Nghe An Provincial People's Council has organized a session to explain this issue. After the session, the Standing Committee of Nghe An Provincial People's Council issued Notice No. 219/TB-HDND.TT dated October 8, 2021 on the situation of granting certificates of land use rights, house ownership rights and other assets attached to land in Nghe An province. Acknowledging that the situation of granting Certificates of land use rights, house ownership rights and assets attached to land in Nghe An province has had some changes, the Standing Committee of the Provincial People's Council also frankly assessed that the implementation results are still slow. Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested: The Provincial People's Committee, relevant departments, branches and localities need to continue to focus highly, closely follow the plan of the Provincial People's Committee for implementation. After the monitoring sessions, on July 14, 2022, at the 4th session, the 18th Provincial People's Council issued Resolution No. 31/NQ-HDND on "Strengthening state management of suspended projects, slow-progress projects and projects using land for the wrong purpose in Nghe An province".
In the coastal town of Cua Lo - where a number of "suspended projects" have just been revoked, Mr. Nguyen Hong Quang - Vice Chairman of the People's Council of Cua Lo town said: Through the supervision of the Provincial People's Council, all levels and sectors have taken more drastic measures in reviewing, checking, and evaluating the construction progress as well as proposing solutions to handle projects that are behind schedule. Up to this point, in the town, there are 2 more projects that the Provincial People's Committee has issued decisions to revoke land and cancel planning, including the 3/2 Farm Workers' Rest House project and a part (36.61ha) of the Van Xuan University of Technology project, bringing the total number of projects that have ceased operations, had their planning canceled, and had their investment certificates revoked in the town to 11 projects.
