The reason is that in recent years, when the "growth" rate of personal and family cars in Nghe An, especially in Vinh city, has reached a very high level, the inner-city traffic routes have become "suffocating and difficult to breathe"; finding parking spots on the streets has therefore become difficult, becoming a difficult problem, leading to frustration.
On social networks, after watching the clip "Putting up no-parking signs: Many Vinh city residents set their own rules" recording arguments with all kinds of no-parking signs, obstacles that prevent cars from parking in front of houses, business kiosks, trading stores..., many people complained, even expressed anger and frustration. As Facebook account Kim Luu accused: "There was a day when I took my sister to 3/2 street to look at bricks, parked the car on the street, then her mother yelled at me, and unreasonably, from the house to the street, the sidewalk was as wide as a kilometer, did I park right next to their door?" Then, Facebook account Hong Lien responded with no less indignation: “I parked my car in front of the bank on Tran Phu street to have breakfast and was scolded by the security guard to chase me away. Then I asked you to show me where the no stopping and no parking signs were posted, then I will chase you away. If not, you show me the land title for this place, and I will show you the land right outside the street, then I will chase you away. Then I cursed your whole family as uneducated. And I was rude to all three of your families.”

Affirming that the arbitrary installation of no-parking signs or placing obstacles on the roadside to prevent parking by some organizations, households, and individuals is a violation of the law. That is, according to the provisions of Article 37 of the Road Traffic Law, only the provincial People's Committee has the authority to organize traffic on the roads under its management. This includes prohibited roads; one-way roads; places where stopping, parking, or turning around is prohibited; or placing road signs... It is necessary to add that for drivers of cars who need to park on inner-city roads. In urban areas of our country, taking advantage of the frontage for business has brought great contributions to the economy.
