Along with Khanh Thanh, in My Thanh commune, the Party Secretary of the commune also retired early, sacrificing for the common benefit of the cadre work to arrange positions for 2 Youth Union officials: Commune Youth Union Secretary and Deputy Commune Youth Union Secretary. According to comrade Nguyen Trong Anh - Head of the Organizing Committee of Thanh Chuong District Party Committee, rotating over-age Youth Union cadres used to be a difficult task in previous terms. However, since the grassroots Party Congress for the 2020-2025 term, Thanh Chuong has basically arranged work for over-age grassroots Youth Union cadres. “The characteristics of the Youth Union cadres are bound by age regulations, so in terms of recruitment and job placement for this group, the district proactively builds a specific roadmap from the initial recruitment stage to training and development with a long-term vision. Thanh Chuong's approach is to have careful preparation from the "input" stage of each Youth Union cadre at the commune level, taking into account the age of some positions in that locality, so that when the locality has vacant positions due to retirement of cadres, there will be positions to transfer suitable Youth Union cadres. Thanks to that, in localities where the Youth Union secretaries are over the age limit, the Party Committee pays attention to arranging suitable jobs" - Head of the Organizing Committee of Thanh Chuong District Party Committee shared his experience.

The Youth Union team is trained, practiced and matured from practice, and is considered a source of quality for the Party and government cadres at all levels. Solving the "output" for the Union cadres who are over the age of majority is decisive for the effective implementation of the policy of rejuvenating the Youth Union cadres, improving the quality of activities of the Youth Union organizations. Identifying the commune-level Youth Union cadres as an important force, the successor team for commune-level cadres and civil servants. However, the age of the Youth Union is limited, so the arrangement of work for grassroots-level Youth Union cadres when they are over the age of majority has received the attention and direction of the Party Committees at all levels in Anh Son.
Accordingly, the Standing Committee of Anh Son District Party Committee assigned the Organizing Committee of the District Party Committee to develop a roadmap plan in line with the situation of each locality as well as the capacity of each Youth Union cadre. With that approach, the commune-level Youth Union cadres who have reached the retirement age have been arranged and rotated by the Standing Committee of the District Party Committee to positions such as Vice Chairman of the People's Council, People's Committee, some comrades have been transferred to work in mass organizations, commune civil servants, etc.

Referring to long-term solutions for the work of Youth Union cadres in general, and the work of rotating and arranging jobs for over-aged Youth Union cadres in particular, Comrade Secretary of the Provincial Youth Union Le Van Luong shared: In addition to the attention and support of Party committees and authorities at all levels, each Youth Union cadre himself needs to affirm his own capacity through action programs and tasks assigned by the organization. Only when he receives recognition and high appreciation from Party committees, authorities and people, will the arrangement and transfer of positions after the maturity of the Youth Union be truly smooth. Entering the current period with many profound changes in society, each Youth Union cadre must have the aspiration, determination to rise up, be aware of improving capacity, political courage and promote exemplary, pioneering, exemplary, worthy of being a generation of "both red" and "both professional", truly an elite choice, meeting new requirements and tasks.

At the same time, the Youth Union chapters at all levels must proactively advise and propose to the Party Committees at the same level on the work of Youth Union cadres, especially advising on planning, input, output, regimes and policies for Youth Union cadres and paying attention to arranging other suitable work when Youth Union cadres reach their working age. There must be long-term projects and plans, creating a solid source of Youth Union cadres, and having plans for political training and development for Youth Union cadres every year and by term. In particular, it is necessary to be proactive and active in discovering new factors with development prospects to train a team of future Youth Union cadres who are young, healthy, capable and enthusiastic, meeting the needs of rejuvenating and standardizing the Youth Union cadre team.
In the context of the new situation when the needs of union members and young people are increasingly changing, the fourth industrial revolution has been strongly affecting all aspects of social life, showing that it is necessary to soon add new contents to the Youth Union Cadre Regulations in accordance with the actual situation. In addition, because Youth Union cadres are specific in age and in many different fields, there needs to be an open direction, with connection between Youth Union cadres in different fields and levels, to facilitate the work of Youth Union cadres.

Referring to the "open direction" in the work of Youth Union cadres, at the online conference with the Central Youth Union Secretariat before the 18th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2022 - 2027, Comrade Nguyen Van Thong, Standing Deputy Secretary of the Provincial Party Committee, also had some important exchanges and shares. According to him, the personnel work has closely followed each position and structure in each locality and field to ensure standards, conditions and build a team of Youth Union cadres with capacity, courage, trained and cultivated through practice.
Regarding the work of Youth Union cadres, Mr. Nguyen Van Thong, Standing Deputy Secretary of the Provincial Party Committee, emphasized the fact that the Youth Union Congresses at all levels will take place after the Party Congresses at all levels. At this time, two problems will arise, which are the arrangement of participation in the Party Committee and the arrangement of rotation of cadres. Because when the Party Congress takes place, the Party Committee members will have been fully structured, and at the same time, the positions in the political system will be completed. If the Youth Union cadres are over the age of the Party Congress and want to be rotated, it will be very difficult. Meanwhile, the age of the Youth Union is limited. Therefore, there needs to be a more "open" and flexible approach to this work with synchronous solutions from the Central to the local level.

The arrangement of Youth Union staff is of most concern to the Standing Committee and the Provincial Party Committee, especially before the Party Congresses and Youth Union Congresses at all levels. Specifically, in Circular No. 03 dated October 1, 2021 of the Nghe An Provincial Party Committee Standing Committee on the Youth Union Congresses at all levels and the 18th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province, term 2022-2027, it is clearly stated: It is necessary to lead the preparation of personnel work for the leadership agencies at all levels of the Youth Union; focus on directing the recruitment, planning, training, arrangement and mobilization of staff to prepare one step ahead for the personnel of the Youth Union Congresses at all levels; review and pay attention to the arrangement of full-time Youth Union staff who have reached adulthood. The Standing Committee of the Party Committee at the same level shall coordinate with the higher-level Youth Union to lead the selection and introduction of personnel to participate in the Executive Committee, Standing Committee and key cadres of the Youth Union at all levels for the new term, ensuring conditions, standards, capacity, prestige, with reasonable quantity and structure, in accordance with principles and procedures according to the regulations of the Party, the State and the Charter of the Ho Chi Minh Communist Youth Union.
