Correcting public service ethics, improving investment environment - Part 3: Recommendations and solutions to improve the quality of public service performance

Representatives of investors, leaders of departments, branches, localities and enterprises in the province presented recommendations and solutions to improve the effectiveness of public service performance of cadres, civil servants and public employees; contributing to promoting administrative reform and improving the investment attraction environment.

The situation of officials and civil servants abusing their positions to seek personal and group benefits is a fairly common disease in our state apparatus. We have talked a lot about petty corruption and negativity for a long time but have not found a solution to completely prevent it. Recently, there have been many violations of public service ethics but the form of handling violations is still light.

The issue of improving the ethical responsibility of cadres and party members is receiving special attention from society. The recent 5th Central Conference of the 13th tenure discussed the need to improve the leadership and fighting capacity of Party organizations and party members. In particular, the Conference emphasized the need to create a stronger and more substantial change in improving the leadership and fighting capacity of grassroots party organizations and the quality of cadres and party members, contributing to building our Party and the political system in our country to be truly clean and strong from the root, from the grassroots; building a team of Party Committee members, especially Party Committee Secretaries, with sufficient capacity and prestige to lead grassroots party organizations to effectively carry out political tasks; improving the quality of Party member development work and the quality of Party members, meeting the requirements of the new situation.

For the Party organization and Party members in the Party Bloc, it is necessary to promote the political core role of the Party organization, promote the political core role of Party members, the political core role of the position holder, the leader, the political core must be "bright". First of all, it is "bright" in terms of thinking that must be innovative and creative; secondly, it is the sense of responsibility to follow that thinking to the end and go along with that is the work of inspection and supervision.

To contribute to limiting violations by Party organizations and Party members as in the recent past, regarding the responsibility of Party organizations in the Provincial Party Committee of Agencies and the entire Provincial Party Committee in general, we must pay attention to the work of checking for signs of violations, and must consider the Party's inspection and supervision tasks as regular and continuous work. Checking from small signs of violations, if not prevented, will lead to major violations, which must be handled by law and Party discipline. Party organizations at all levels and each Party member must place themselves and consider the Party's inspection and supervision tasks as regular and continuous work and must be carried out seriously, without gaps, we can overcome and limit violations by Party organizations and Party members. There are still cadres, civil servants, and public employees who harass and cause trouble for the people. In my opinion, the State needs to handle seriously, the right people, the right crimes.

In the coming time, the Party Committee of the Bloc will issue a plan to inspect and supervise the implementation of Resolution 05 on administrative reform of the Provincial Party Executive Committee; associated with the implementation of the Resolution of the Party Committee of the Bloc for the 2020-2025 term of grassroots party organizations. At the same time, the Party Committee will issue a document requesting Party organizations and party members to conduct self-inspection in conjunction with the topic of studying and following Ho Chi Minh's ideology, morality and style of "self-examination and self-correction" of Party organizations, cadres and party members; associated with the annual assessment and classification of the quality of civil servants and public employees with the quality of party members.

It must be affirmed that the work of administrative reform inspection, discipline inspection, and administrative discipline has made an important contribution to rectifying discipline and administrative discipline of cadres, civil servants, and public employees of agencies, units, and localities in the province. The inspection work has been put into order, through this inspection work, aiming to create a strong change in the working style and manners of cadres, civil servants, and public employees, especially in the observance of working hours, and the office culture has clearly changed.

Recently, there have been some cases of officials and civil servants violating public ethics. In my opinion, first of all, agencies and units must rectify this situation within their agencies and units. Units need to proactively and deeply inspect the performance of professional duties of officials and civil servants, especially those working in "sensitive" positions related to people, businesses and investors. It is necessary to listen to external information and public opinion to promptly have solutions to rectify officials and civil servants in the performance of their duties. There must be surprise inspections and periodic inspections within the agencies and units. Along with that, coordinate with inspection teams to reform administration, inspect discipline and administrative discipline to raise the sense of responsibility of officials and civil servants in the performance of public duties.

The development of the public apparatus is very important in society, and those in the public apparatus who work closest to the people are at the commune level, so this team is required to practice good public ethics. In fact, after standardization, recruitment, training and fostering, the team of cadres and civil servants at the commune level has been much improved, basically meeting the needs of the job. However, due to the negative aspects of the market economy, the ideological awareness of a small group of people who follow material needs, in the process of performing their duties, still violate the law, cause difficulties, lack sympathy, create unauthorized jobs, especially in sensitive areas, positions related to people and businesses are more easily exploited to cause harassment, difficulties, petty corruption and delay administrative reform, cause difficulties, prolong time, reduce development and especially reduce the trust of businesses and people in the public apparatus.

Administrative reform is a key task of the province and locality. For Thanh Chuong, we focus on speeding up the processing of administrative procedures to do that. The district promotes the use of information technology and currently all document processing systems are implemented on the network environment. The entire district and commune levels implement digital signatures. The Chairman of the District People's Committee assigned the Department of Culture and Information to report on the results of using digital signatures. Every 3 months, we will organize rewards for units that have implemented well to encourage and motivate.

In addition, strengthen the implementation of online public services, especially at levels 3 and 4. Along with that, it is necessary to rectify public ethics, change from people, from thinking, ideology to action, especially young cadres; for veteran cadres, it is necessary to set an example, especially the example of the leader, the leader sets a good example. The district leaders always urge their colleagues to practice good public ethics, do their best, complete the work, not just finish the time, do it with the highest spirit to meet the requirements and thus, each cadre and civil servant must identify their tasks and roles in the common development of the homeland and the country.

The general view is that when detecting violations in the performance of duties and responsibilities, public ethics, then we will give comments and reminders to correct and amend. For cases that have been given comments and discussions but are not promptly and effectively resolved, we will strictly handle them. Recently, we have closely coordinated the direction between the town and the grassroots in evaluating the performance of public duties of some cadres and civil servants at the grassroots level, which has been evaluated objectively, transparently and publicly by our colleagues.

Therefore, some comrades did not fulfill their public duties, the Disciplinary Council of the town and the base proposed, we advised the decision to dismiss them. From a few cases, we acted seriously like that, so it had a spreading effect on other cases of civil servants, creating a working spirit of cadres and civil servants to be more responsible, more enthusiastic, more timely, and with better quality and efficiency of work.

In recent years, Nghe An's administrative reform has achieved more positive results than many years ago, contributing to promoting the socio-economic development of the province. However, from another perspective, the province's administrative reform still has many "flaws": In addition to some unsynchronized mechanisms and policies, administrative procedures in many fields are still confusing and complicated, making many investors discouraged (through the DDCI survey in recent years, many complaints have been heard).

That is not to mention the poor streamlining of the apparatus, the situation of "brokers", being considerate and even ignoring individuals who cause trouble and extort money from businesses (the recent arrest of several department-level officials has proven this, and public opinion has reflected it); the one-stop mechanism still has many problems, civil servants are still not proficient in their jobs, if not annoying; the application of IT is not yet smooth, there is a lack of good experts, ... this affects the processing of online records, making businesses lack trust. Many businesses complain about "unofficial costs" that damage their image in the eyes of investors. This may be due to the lack of supervision by leaders of departments and branches, and the lack of appropriate penalties for this behavior.

In my opinion, the province needs to tighten discipline and the law, such as the recent arrest of several department and sector officials, to create a deterrent effect on officials. It is necessary to limit and handle the situation of "brokers" in handling administrative procedures, which is one of the reasons holding back administrative reform. It is also necessary to rectify the "running" for positions, while limited capacity and lack of experience will cause many consequences (many other provinces and cities are obvious and painful lessons).

As a child far from home, I am very excited about the changes and development of my hometown. In particular, in the past 2 years, Nghe An has had many positive changes, attracting a number of strong international enterprises to come and learn about and invest in production and business. With the rapid development of investment attraction in Nghe An province, many large projects with high demand for labor have been and are preparing to come into operation such as: Luxshare ICT, Goertek, Juteng, Hoaloi, Sangwoo, Matsuoka, IMS, ...

It is forecasted that in the coming time, enterprises in Nghe An will have an explosion in labor competition because many enterprises are entering production and business activities, leading to labor shortages. This proves that the investment environment is good, a positive signal in the province's investment attraction.

It must be affirmed that the leaders of Nghe An province have made great efforts and determination to create favorable conditions for investors and businesses. However, in order for Nghe An to be an attractive destination for investors, it is necessary to have the support of authorities at all levels, especially the staff of departments and branches who need to truly accompany, share and support businesses in handling administrative procedures. To avoid the situation of “the province is open, the department is tight…”, the leaders of the province have made great efforts and determination to quickly make decisions, but when it comes to departments and localities for implementation, it is necessary to shorten the time.

MiAn Group has received many invitations to attract investment from many localities in the country. I realized that Nghe An children have a great need for jobs and often have to leave their hometowns and go to work abroad to find jobs, so I decided to expand the scale of investment by building garment factories in Nghe An. For myself and many businessmen who leave their hometowns to invest in their hometowns, we do not only operate for profit but also for responsibility to our homeland. The desire to get rich is not only for individuals but also the responsibility of each businessperson to the community, contributing to the development of their homeland.

Our company's investment in expanding production in Nghe An has been facilitated by the government and relevant agencies of the province and localities. Up to now, we have had 3 factories in operation in the province, creating jobs for nearly 20,000 workers. We will continue to invest, expand production, as well as mobilize friends and other supporting businesses to invest in operations in Nghe An.

Since September 2020, our company has started surveying in 4 provinces and cities across the country but then decided to choose VSIP Nghe An Industrial Park as the investment location for the project of Everwin Precision Hong Kong Company Limited with a total investment of 200 million USD, in VSIP Nghe An Urban and Service Industrial Park, with an area of ​​over 43.2 hectares. The factory has a designed capacity of 270 million products/year, with output products being metal casings, components and parts; cable assembly; plastic parts for smart devices and new energy vehicles. When the project comes into operation, it is expected to attract 15,000 workers (including 14,000 domestic workers and 1,000 foreign workers). The Everwin Precision Technology Factory Project (Vietnam) is 100% invested by Everwin Precision HongKong Company Limited. Up to now, the Project has been approved by the Management Board of the Southeast Economic Zone for detailed construction planning at a scale of 1/500 in Decision No. 328/QD-KKT dated December 13, 2021. It is expected to be put into operation in December 2023. Thereby, contributing to promoting the socio-economic development of Nghe An province, while attracting other businesses to invest in the province.

We see that Nghe An province has strengths in high population density, tax incentives, provincial strategies and policies, and appropriate planning. In particular, investors are very impressed by the enthusiastic and responsible attitude of the provincial leaders. Provincial leaders always accompany, listen and promptly resolve problems and difficulties for investors whenever problems arise. This is also the reason why many foreign investors choose Nghe An as a destination to develop and expand production and business.

For the company, throughout the process from the signing of the memorandum of understanding to the issuance of the Investment Registration Certificate, the investor has been given the best conditions, enthusiastic and professional support by the leaders of Nghe An province, the Management Board of the Southeast Economic Zone, and VSIP Company Limited. Departments, branches, and localities in the province have closely coordinated to improve the quality of investment project appraisal and create all favorable conditions for investors to implement projects in the province. At the agencies we visited, we always resolved the requests and work of enterprises and investors in accordance with regulations and procedures. We did not cause difficulties or prolong the processing time of the agencies and organizations. We always helped enterprises, organizations, and investors complete their documents and procedures.

I believe that Nghe An has the full capacity to continue to attract high-quality investors. But the important thing is that the province needs to continue to promote administrative reform, perfect the legal system and mechanisms and policies in line with the requirements of international economic integration; continue to simplify administrative records and procedures; shorten the time to process records and procedures; in which, there are many procedures that can be shortened, creating favorable conditions in terms of procedures, mechanisms, and time incentives for investors; increase the receipt of records via postal services; create a competitive and open investment and business environment, remove difficulties and obstacles in policies. Thereby creating the most favorable conditions for the operations of enterprises and investors.
