


Vinh city is currently constructing many roads. However, due to the slow progress in the construction of resettlement areas, the land has not been handed over for construction. For example: Ly Thuong Kiet Street has been under construction for many years, and 29 households out of 79 households affected by the project that are subject to resettlement have not yet moved to new housing because the resettlement area has not been completed; Nguyen Sy Sach Street extension connecting to Lam River road, according to the plan must be completed in 2020, but due to the slow construction of the resettlement area, 35 households in Hung Hoa commune have not been able to hand over the land to the construction unit.
It is worth noting that when the entire political system joined the campaign, households agreed to relocate to build projects. However, subsequent solutions such as compensation, site clearance, and resettlement area construction were slow, while fluctuations in real estate market prices increased, making many households "uneasy". Mr. Hoang Nghia Thuc in Hung Hoa commune (Vinh city) said: "After being propagated and mobilized by authorities at all levels, I and the affected households agreed to hand over the site to implement the project, serving socio-economic development. However, for many years now, the resettlement area has not been completed, so we are stuck".

Compensation for land clearance is related to the rights and livelihoods of the people. According to the principle of compensation for land when the State recovers land, it must ensure that people whose land is recovered have housing and living conditions equal to or better than their old place of residence. This viewpoint is consistent with the interests and aspirations of the majority of people, especially households whose land is recovered. In reality, during the implementation process, the support and resettlement of some households whose land is recovered is not satisfactory, leading to a situation where people do not agree, disputes, complaints and denunciations arise.
In Nghi Van commune (Nghi Loc district), in 2002, 9 households in the affected area had to be relocated to implement the Lim dam construction project to irrigate 100 hectares of agricultural land. However, since then, only 1 household has been granted a land use right certificate in 2009 and the remaining 8 households have not been granted a land use right certificate since moving to their new residence; the main reason is that the land area where the 8 households relocated belongs to agricultural land. According to comrade Doan Van Dung - Chairman of Nghi Van commune People's Committee, this is a "historical" problem. The commune and district have had many dialogues with the people, and at the same time, the district has written a request for the province's opinion on handling the issue, ensuring the rights of the people, avoiding a prolonged situation.

Nghi Loc district has many investment projects, which means that the land clearance work has been large and continuous for many years. In the past 4 years, the district has had to clear over 6,000 hectares of land for many important projects, such as: WHA Industrial Zone 1 Nghe An Industrial Park Project; Vinh - Cua Lo Road Project; Zone A Expansion Project, Nam Cam Industrial Park; North - South Expressway; Coastal Road, N5 Road Phase 1 and 2... With synchronous and drastic policies, including mass mobilization work, most people are willing to give up land to serve the development process. However, in reality, there are still bottlenecks and backlogs, causing people in affected areas to repeatedly petition the authorities and related units to completely resolve previous "promises".
Acknowledging this reality, Comrade Ho Nam - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Nghi Loc District Fatherland Front Committee analyzed the reason: Because each project has many applicable policies, from land prices, tree prices, house prices to materials, equipment and depreciation...; although there is a strict formula, it is difficult to ensure 100% compliance and just a little "expensive" is enough for people to not agree. Therefore, in implementing mass mobilization work, Nghi Loc district always promptly updates difficulties and problems to report to superiors for resolution.
In reality, the process of mass mobilization and dialogue between levels, enterprises and people often has specific terms, contents and promises to "finalize" the implementation plan. If the negotiation contents and promises are not based on reality and are not within the framework of policies and laws, they cannot be implemented, leading to "blockage" in site clearance work. That situation is like "beating the drum and dropping the drumsticks". Here, it is necessary to refer to the teachings of President Ho Chi Minh when talking about the sense of responsibility, saying goes hand in hand with doing: "If you promise, you must do, if you do, you must definitely get it" (at the 3rd National Congress of Agricultural Emulation Fighters - May 23, 1958).


Nghe An is a province with a large area and population, ethnic minority and mountainous areas account for 83% of the province's natural area. The population of ethnic minority and mountainous areas is over 1.2 million people (accounting for 36% of the province's population); over 13% of the population follows legal religions. Mass mobilization work in the new period requires constant innovation, grasping the changes and impacts of the market economy, grasping the thoughts of all classes of people to advise and propose to the Party Committee and government to review, supplement, and build mechanisms and policies suitable to the new situation.
In Anh Son district, mass mobilization work is thoroughly implemented at all levels and sectors, associated with raising the responsibility of leaders, enhancing dialogue, listening to people's opinions, promptly resolving concerns, difficulties and problems. According to comrade Hoang Quyen - Chairman of Anh Son District People's Committee, the most important thing when implementing movements is to set goals that are suitable to reality. In the process of propaganda and mobilization, it is necessary to "tell" people about the benefits, suitable to the people's strength and in accordance with policies and laws so that people can agree and respond highly. If the Party Committee and government set goals that are beyond the people's capacity, mass mobilization work will be difficult to succeed.

The two-sided nature of mass mobilization work is like a "shuttle" in a weaving loom. If cadres and civil servants are afraid of making mistakes, work half-heartedly, are afraid of conflicts, and administrativeization, and cadres carrying out mass mobilization work do not have a firm grasp of the problem and do not speak convincingly enough, it will be difficult to achieve high efficiency. At the same time, cadres at all levels must listen to the people's legitimate opinions and recommendations, compare them with mechanisms and policies, and clearly analyze the reality to advise the Party Committee, the government, and organizations to find the most appropriate solutions to the problems. Accordingly, the emulation movement "Skilled mass mobilization" in state agencies always focuses on building and concretizing the Party and State's policies and guidelines in accordance with the local socio-economic development conditions.
Comrade Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc expressed his views when talking about mass mobilization work in the new situation: "Reality shows that the Resolutions and regulations of the Central Committee, from what party members are not allowed to do, setting an example for cadres, strengthening mass mobilization work, promoting the role of people's supervision... are all "examined" by the people in cadres. Mass mobilization in all fields is more meaningful when the role of people "examining" correctly is promoted, to contribute to building a clean and strong state administrative apparatus, serving the people. We are promoting digital transformation, policies and laws are increasingly transparent, requiring the pioneering role of cadres and party members in all fields, creating a ripple effect among the masses".

According to the assessment of the Steering Committee of the emulation movement "Skilled Mass Mobilization" in Nghe An province, the implementation process, the propaganda work of the emulation movement, the building of models, typical examples of "Skilled Mass Mobilization" at the grassroots level are sometimes not timely, not regular. Some Party committees, authorities, agencies and units have not fully promoted their roles and responsibilities, have not been proactive in leading and directing the building of the "Skilled Mass Mobilization" model, some places are still formal; the results of building and expanding the "Skilled Mass Mobilization" model in the economic field are still limited, not breakthrough, building the model in religious areas is still difficult...
To improve the effectiveness of mass mobilization work, comrade Nguyen Manh Khoi - Deputy Head of the Standing Committee of the Provincial Party Committee's Mass Mobilization Committee said: "To do mass mobilization work well, we must rely on the people, stick with the people; make the people clearly see that they are both the object of mass mobilization and the subject of power. The interests of the people are an important requirement, which must be taken care of and ensured in a harmonious manner. Only then can we arouse the strength of the entire people. That requires mass mobilization work to be suitable to the requirements and tasks at each time and in each different condition to achieve high efficiency. It is inevitable that mass mobilization work must always closely follow the Party's guidelines and policies, the State's policies and laws to concretize them into practical situations. Mass mobilization work must go first, go together and come after in the implementation of socio-economic development programs and projects".

Talking about the process of directing the implementation of mass mobilization work and the emulation movement "Skilled Mass Mobilization", Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee emphasized: The implementation of mass mobilization work must be carried out harmoniously and in two directions. It is necessary to listen to people's feedback, absorb opinions from the grassroots, all levels and sectors, especially initiatives in "Skilled Mass Mobilization" work so that people can see their rights associated with the responsibility of solidarity in implementing policies and socio-economic development goals. On that basis, all levels, sectors, localities and units must innovate propaganda and mobilization work; strengthen coordination, deploy and integrate "Skilled Mass Mobilization" models in conjunction with the good performance of other tasks to focus on solving new and difficult tasks arising in practice. Along with that, pay attention to inspection and supervision work at the grassroots level in conjunction with evaluation, summary, commendation and effective replication of "Skilled Mass Mobilization" work in all fields.
