The Fatherland Front at all levels in Nghe An has really made a strong and radical change in its activities without being subjective, willful, or hasty. All of this has been carried out with a systematic and fundamental roadmap using a new way of thinking, proposing solutions suitable to reality. The specific results in a number of areas as mentioned above show that the content and method of operation of the Front system in Nghe An has changed from an "administrative" state to an "action" state; worthy of being a "bridge" between the People and the Party and the Government.
Facing the changes has never been easy, especially with a Front system in a province with the largest area in the country, spanning over 21 districts, cities, towns; 460 communes, wards, and towns; 3,804 residential areas like Nghe An. In the whole province, just counting the team of Front work committee leaders in villages and hamlets, there are 3,804 people, while the number of Front cadres at the commune level is 1,380, at the district level is 120 people. However, from the concerns and thoughts about the work, the leadership team and Front cadres at all levels in Nghe An, especially the head of the Provincial Fatherland Front Committee, have "passed on" the aspiration and enthusiasm for change to the entire system through specific actions.
Member of the Provincial Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province Vo Thi Minh Sinh shared: We change starting from the "old" lesson but doing it carefully, which is to organize conferences, seminars, and discussions to "listen": Listen to the existing problems and limitations in the work of the Front; listen to the voices of the Front Working Committee; listen to the voices of ethnic minorities; listen to the reflection of public opinion... Then gather all the existing problems, limitations, weaknesses, shortcomings and analyze and evaluate them in each field; frankly admit and publicly disclose the existing problems and limitations to find solutions.
The most outstanding feature of the Fatherland Front of Nghe An province is its initial success in "building the image of the Front cadres in the hearts of the people" from form to content, from the inside out through many solutions. In particular, the Provincial Fatherland Front launched a contest to propose solutions to innovate the content and methods of operation of the Fatherland Front at all levels in the province; at the same time, through this, it also aims to convey the message, commitment, and determination to innovate of the Fatherland Front system at all levels in the province. The result is that it has attracted a large number of participants with over 2,400 ideas and solutions to compete and award prizes at the district level on the occasion of the 130th anniversary of Uncle Ho's birthday (May 19, 2020) and 220 ideas and solutions were selected to compete at the provincial level, on the occasion of the 90th anniversary of the tradition of the Vietnam Fatherland Front (November 18, 2020).
Perhaps, Nghe An is also the first locality in the country to organize a consultation, select and unify the yellow uniform on the background of the Front's insignia; build the Nghe An Front logo as a harmonious combination of the lotus symbol (Nghe An logo), inside is the Vietnam Front logo; organize the Provincial Front's slogan presentation contest and unanimously choose the 8 golden words: "Courage, proficiency, unity, innovation" as the slogan for action.
Not only changing in form with the nature of "flag colors and uniforms", the Fatherland Front of Nghe An province also focuses on changing from the depth inside each cadre by inviting good experts to speak to all cadres of the Front at all levels to determine the position and role of the Front and Front cadres in the political system; orienting, on-site rescue and "igniting" activities, changing the mindset, from a state of "inferiority" to "confidence" for a part of the team.
At the provincial level, the Vietnam Fatherland Front is also one of the pioneering units in organizing annual inspections and assessments of cadres and civil servants from the level of Head of Department, Chief of Office and below, in conjunction with the work of evaluating and classifying emulation and rewards, with the motto: "Weak in which aspect, examine that aspect, need to examine that aspect". This is also the foundation for training, arranging and assigning, and using cadres to ensure science and efficiency on the basis of the Job Position Project built according to the motto "3 clear": "Clear people - Clear work - Clear responsibility" associated with completed products. Thanks to that, although the provincial Vietnam Fatherland Front Committee has been reduced from 5 focal points to 4, streamlining the payroll by 10%, the effectiveness and efficiency of operations have been improved through changes in working methods, especially focusing on digital transformation in operations.
Identifying digital transformation as one of the important tasks in innovating the content and methods of operation of the Front, the Party Delegation and the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province coordinated to advise the Standing Committee of the Provincial Party Committee to issue Resolution No. 04 on "Strengthening the leadership of the Party to improve the quality and effectiveness of the activities of the Fatherland Front and socio-political organizations in the period of 2021-2025 and the following years", emphasizing: Digital transformation, application of information technology in the activities of the Fatherland Front and socio-political organizations is an urgent and important content, striving to basically complete the digital transformation program by the end of 2025.
Because there is no precedent, with the motto of "testing the waters first", implementing and learning from experience, the Fatherland Front at all levels in Nghe An province has concluded and focused on implementing the digital transformation program focusing on 8 main solutions: Completing the online video conferencing system; electronic information portal/page system; online reporting system; electronic digital signature system; management system reflecting interactions between people and the Front and government; digitizing data in all areas of the Front's work; training, coaching and technology transfer; supporting information technology suitable to the needs of the Front's activities.
Currently, the online video conferencing system has covered from the Provincial Fatherland Front Committee to 21 districts, cities, towns and 420/460 communes, wards and towns. From its operation until the end of May 2022, the Nghe An Provincial Fatherland Front has organized more than 86 online conferences, including Central conferences and provincial conferences with more than 43,000 delegates attending the conference, an average of 500 delegates/conference. For some important conferences, with the consent of the Central, the Nghe An Provincial Fatherland Front has connected the system, creating conditions for many delegates to attend, especially grassroots delegates, with more than 19,000 people attending the conference. Vice Chairman of the Ky Son District Fatherland Front Committee Ho Dinh Que said: “It is nearly 300km from Vinh City, so each time we go to the province for a meeting, it takes a lot of time and effort. Since the application of the online meeting system, it has helped grassroots Front officials to be more convenient in their work.”
Along with that, since July 2020, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province has upgraded the Electronic Information Portal of the Vietnam Fatherland Front Committee of Nghe An province to the Electronic Information Page of the Vietnam Fatherland Front Committee of Nghe An province operating on the Website system with the domain name: http://mattrannghean.org.vn). This page allows linking and sharing information on the system of social networking sites, thereby contributing to increasing the effectiveness of information and propaganda, creating an interactive environment with people and adding information channels for the Front to grasp the situation of the people and orient public opinion.
The Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province has actively guided localities to strengthen the establishment of social networking sites to promote the activities of the Front. Particularly, the provincial Fatherland Front has established the account "Voice of the Front" and Fanpage: "Nghe An Front" on Facebook; established 14 Zalo groups to exchange information for work, towards implementing the project "Paperless Conference". In particular, the Fanpage: "Nghe An Front" operates very actively and effectively with nearly 76,000 followers and regular interactions, this is a very effective propaganda channel in capturing information and orienting public opinion that the Nghe An Provincial Fatherland Front has been implementing for a long time in the context of the current digital technology boom.
In addition, 100% of the Fatherland Fronts of districts, cities, towns and many communes, wards and towns have set up pages on social networks: Zalo, Facebook to serve the work of guiding and implementing the activities of the Front. Some localities have many creative ways of applying information technology to serve propaganda work, such as: The Fatherland Front of Thanh Chuong district set up a Youtube channel to propagate the Party's policies and guidelines, the State's laws, the activities of the Front and new models, good and effective practices, etc.
The Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province also prioritizes the deployment and operation of the document management software system (I-Office) from the provincial to district levels; coordinates and requests the Government Cipher Committee to support 140 free digital signature devices for 100% of the leaders of the Vietnam Fatherland Front Committee of the province, the Chairman and Vice Chairman of the Vietnam Fatherland Front Committee at the district level to deploy and organize the implementation of tasks in the digital space environment. Chairman of the Vietnam Fatherland Front Committee of Do Luong district, Vuong Thi Quy, said: Since using the I-Office system and digital signatures, documents are processed anytime, anywhere, without having to be present at the agency, so there are more spaces to go to the grassroots level; at the same time, saving costs on photocopying and printing documents.
The Vietnam Fatherland Front Committee of Nghe An province is also a pioneer in building a management system reflecting the interaction between the people and the Front and the government, initially implemented in 4 localities: Vinh city, Hoang Mai town and Nghi Loc and Con Cuong districts, and is implementing steps to digitize data on the Front's activities, expected to be established and synchronized from the commune to the provincial level by the end of 2022; this will bring many benefits and conveniences; overcoming the long-standing manual process of the commune synthesizing reports to the district, the district synthesizing reports to the province, the province synthesizing reports to the Central Government, which is both time-consuming and prone to errors.
It can be said that, with the motto "Front of Action", right after the Congress, the Vietnam Fatherland Front of the province has deployed many activities "oriented towards the grassroots, reaching the people's hearts"; choosing difficult and complicated places and tasks as the central and key content to deploy actions, thereby overcoming administrative "diseases", promoting the role and position, improving the effectiveness of gathering and mobilizing the masses, better responding to the current strong development requirements./.
