



The issuance of the Resolution is only the first step. The issue is to concretize the policies and guidelines set by the Politburo through mechanisms, policies, programs and projects for effective implementation. In Resolution No. 39-NQ/TW, the Politburo assigned the Government Party Committee to lead and direct the issuance of the Action Program for implementation; develop a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly for promulgation. The National Assembly Party Delegation led the review and promulgation of a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in the Resolution of the Politburo.

The Politburo also assigned the Nghe An Provincial Party Committee to urgently develop an Action Program to implement the new Resolution of the Politburo, identify specific tasks and solutions, closely linked with the implementation of Resolution No. 26-NQ/TW, dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045; proactively issue guiding documents, mechanisms and policies to successfully implement the Resolution; highly promote the leadership role of Party committees and organizations at all levels, the participation of the entire political system, creating high consensus in society to soon bring the Resolution into life.
The Politburo also assigned the Party committees, Party executive committees, Party delegations, and Party committees directly under the Central Committee to regularly pay attention to, coordinate, inspect, and help Nghe An Provincial Party Committee promptly remove difficulties and obstacles in the process of organizing the implementation of the Resolution and create favorable conditions for Nghe An province to develop. Provincial and municipal Party committees nationwide, especially those in the North Central and Central Coast regions, need to actively build and strengthen the relationship of association and cooperation with Nghe An province to promote mutual development. The Central Economic Commission shall preside over and coordinate with relevant agencies to regularly monitor, supervise, inspect, and urge the implementation of the Resolution; coordinate with Nghe An Provincial Party Committee to periodically review, summarize, and report to the Politburo and the Secretariat on the results of the Resolution's implementation.

From the experience of 10 years of implementing Resolution No. 26-NQ/TW, it can be seen that the Politburo has clearly directed the responsibility of implementing Resolution No. 39-NQ/TW of the National Assembly, the Government, ministries, branches, Nghe An province and other provinces and cities in a complete and profound manner. Experts have also repeatedly recommended that in order to achieve the development goals of Nghe An in the coming time according to Resolution No. 39-NQ/TW, it is necessary to recognize and clarify the essence of the national and North Central region responsibilities that Nghe An undertakes, which are the responsibility of both the Central and local governments, and are specifically assigned. The Central Government creates institutional conditions (development models), mechanisms, policies (support, incentives) and concentrated resources to help Nghe An overcome the difficulty that the province cannot solve on its own. The implementation of that responsibility creates an opportunity for Nghe An to "progress" in both institutions and socio-economic structure. This is also the viewpoint that former Minister of Trade Truong Dinh Tuyen - Head of the Provincial Socio-Economic Advisory Group in the process of giving comments to the province highlighted. He said that the important thing is to have effective coordination between the Central and local levels in organizing implementation, especially overcoming challenges arising in the process of implementing the new Resolution on Nghe An.
The Central Government needs to support initial resources or a mechanism to attract resources that are attractive enough for Nghe An to create the necessary minimum conditions, especially infrastructure conditions such as: international airport, deep-water seaport, connecting traffic, urban infrastructure for the modern breakthrough, quickly escaping the "low development threshold"; at the same time, Nghe An needs to be given some more autonomy, especially policies and tools related to improving the investment and business environment. These are not only tools related to taxes and land, but also more autonomy mechanisms on salaries, organizational apparatus and personnel, which are the factors that essentially determine the improvement of the investment and business environment. Economic expert Tran Dinh Thien commented: "For Nghe An to rise to the right level, it needs a whole system of innovative mechanisms and policies, not mainly in the spirit of "special mechanisms", but "model mechanisms that go ahead" in terms of market mechanisms and modern governance institutions".
Regarding the vision of urban development, Dr. Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association emphasized that it is a driving force for the province's development, therefore, Nghe An needs to pay special attention to the role of promoting the development of the expanded Vinh urban area and the urban areas of Hoang Mai, Thai Hoa, Do Luong, and Con Cuong.
In another aspect, former Minister of Information and Communications Le Doan Hop said that the development of the province needs to focus on key points; at the same time, he emphasized three more development conditions: the need to continue to unite more fiercely; effectively exploit resources at local, central and international levels; especially the need to exploit the intelligence and resources of Nghe An people at home and abroad more effectively.

The above viewpoint is also shared by Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office. He believes that it is necessary to effectively promote resources, especially remittance resources of "Nghe Kieu". Meanwhile, Chairman of the Central Council for Theory and Criticism of Literature and Arts Nguyen The Ky suggested strengthening the connection and interconnectivity in the development planning between economy and culture to further promote the historical and cultural traditions of Nghe An, arousing the aspiration for comprehensive, faster and stronger development.
According to Professor, Dr. Nguyen Xuan Thang - Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics: "Nghe An needs to build a new, longer-term development vision; reorganize the development space and perfect the new development plan; clearly define the goals, roadmap and methods, key tasks, and breakthroughs in development through each milestone of 10 years, 20 years and 30 years, in the context of many fluctuations in the world and the country continuing to change. That vision must be determined in the direction of promoting common efforts, creating new motivation for Nghe An to break through to become the driving force, the leading locomotive, and the spread of the North Central region, in line with the aspiration to develop a prosperous, powerful and happy country".


Along with the relatively positive socio-economic development indicators after nearly 3 years of implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025; The Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been submitted to the Prime Minister. Once approved, it will create an important legal corridor for the province's development; in particular, the Politburo issued a Resolution on "building and developing Nghe An province to 2030, with a vision to 2045", creating great impetus for the development of Nghe An in the new development cycle.
In many forums, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation shared: This is a time of "heavenly time, favorable terrain and harmony", a "golden" time for rapid, strong, breakthrough and more sustainable development. If we do not take advantage to move forward quickly, do not surpass ourselves, Nghe An will miss the opportunity to develop. With such a context and time, with such strong determination to change, it is very necessary to have solidarity, unity and consensus among cadres, party members and people.

So how will Nghe An reach its destination? To seize that opportunity, Nghe An has correctly positioned the province's position and role in the development of the region and the country, re-identified the province's advantages as well as disadvantages; determined to make breakthroughs in institutions, infrastructure, and human resources, with the spirit of "taking the lead, waking up first", "breakthrough development", "breakthrough, acceleration".
Specifically, Nghe An pursues "3 development perspectives" throughout: Rapid development, breakthrough (acceleration) but not at any cost; Focus on developing the East to lead and pull the West to develop, taking the East as the driving force, the West in a sustainable direction; Leading and directing with focus, key points, proactively, resolutely, maximizing the strength of the People.


At the same time, the province focuses on preparing "5 readiness". First of all, it is ready for development space including 2 growth driving areas: Vinh city expansion and Southeast Economic Zone expansion. Accordingly, Vinh city expansion including the entire Cua Lo town and 4 communes of Nghi Loc district will become a coastal urban area, with development space towards the sea, with a total natural area of 166.24 km2.2The population is 575,718 people, 36 commune-level administrative units including 27 wards and 9 communes. The Southeast Economic Zone currently has an area of 20,776 hectares and will be expanded to 80,000 hectares, including 70,000 hectares of land and 10,000 hectares of sea surface (of which the industrial park area is about 15,000 hectares) and renamed Nghe An Economic Zone.
In the development strategy, Nghe An identifies 4 economic corridors: Eastern coastal economic corridor; Ho Chi Minh road economic corridor, National Highway 7 economic corridor, National Highway 48A economic corridor and 6 urban centers: Vinh city expansion, Hoang Mai city (developed in association with Quynh Luu), Thai Hoa city (developed in association with Nghia Dan), Dien Chau town, Do Luong town; Con Cuong ecological urban area. In addition to promoting intra-provincial connectivity, it is necessary to strengthen regional connectivity along the Nam Thanh - Bac Nghe, Nam Nghe - Bac Ha axis and connect with Laos through border gates; make the core center to impact the development of the whole region.

Second, Nghe An is ready for essential infrastructure, first of all, industrial park infrastructure. The province currently has a total of 11 industrial parks, of which 5 are located in the Southeast Economic Zone, enjoying the highest investment incentives; 5 industrial parks have infrastructure investors, including: VSIP Nghe An Industrial, Urban and Service Park, with an area of nearly 1,500 hectares (1,475 hectares), phase 1 is 750 hectares; WHA Industrial Park, with an area of nearly 3,200 hectares, phase 1 is 498 hectares; Hoang Mai I Industrial Park, with an area of 285 hectares; Hoang Mai II Industrial Park, with an area of nearly 350 hectares (343.69 hectares); Dong Hoi Industrial Park (1,436 hectares). At the end of 2023, VSIP Nghe An II Project (Tho Loc) will start construction, invested by VSIP Group, with a land use scale of 500 hectares.

Next is the connecting traffic infrastructure including roads with the North-South expressway project in the East section through Nghe An, expected to open the Mai Son - Dien Chau route in September 2023; Dien Chau - Bai Vot in 2024; focusing on the construction of the Nghi Son - Cua Lo coastal road, total length of 65km, expected to be completed in 2024; in addition, focusing on completing the horizontal axis system such as: 72m Vinh - Hung Nguyen road; N5 Do Luong - Tan Ky route... The province has also been actively lobbying the Central Government to soon deploy the Vientiane - Pac Xan - Lak Sao - Nam On - Thanh Thuy - Hanoi expressway, which has been signed by the two governments of Vietnam - Laos, this is the most favorable route, easily connecting with the North-South expressway in the East in Hung Tay commune, Hung Nguyen district and deploying the Hanoi - Vinh high-speed railway in the first phase of the 2021 - 2030 period.
Regarding seaport infrastructure, Nghe An's existing seaport system includes Cua Lo port, with a loading and unloading capacity of 13 million tons/year, receiving 10,000-ton ships; Vissai port phase 1 receives 70,000-ton ships (phase 2 is planned to become an international general port receiving 100,000-ton ships); DKC petroleum port receives ships from 10,000 - 49,000 tons. The province is focusing on implementing procedures to start construction of Cua Lo International deep-water port by the end of 2023 with the capacity to receive cargo ships with a tonnage of up to 100,000 tons, general ships, containers with a tonnage of 50,000 tons... This is identified as a key infrastructure project, removing bottlenecks in freight transport.

At the same time, the Provincial Party Committee Standing Committee has agreed on the investment plan, construction location of the terminal, runway No. 2 at Vinh International Airport meeting level 4E standards, with an expected capacity of about 8 million passengers/year by 2030; vision to 2050 of about 14 million passengers/year; meeting the opening of a number of international routes (such as Korea, Japan, China, Hong Kong, Taiwan, Thailand, Singapore, etc.). On the other hand, Nghe An is also ready for social service infrastructure through encouraging investment in developing electricity and wind power; developing a number of hospitals into special-class, end-line hospitals; attracting urban areas, large supermarkets, 3-5 star hotels, golf courses to be ready to meet the consumption, tourism, and entertainment needs of visitors and partners.
Thirdly, Nghe An is ready in terms of human resources by restructuring its affiliated universities and colleges in the direction of merging three schools: Nghe An Economics, Nghe An Pedagogical College, Nghe An College of Culture and Arts into Nghe An University; improving the quality of Vinh University into a prestigious training center in the region and the world; calling for and attracting a number of prestigious universities to open branches in Nghe An; focusing on improving students' foreign language, information technology, ethics, and skills; investing in building Nghe An into a science and technology center in the North Central region, focusing on the application and transfer of scientific and technological achievements and high technology.

In particular, Nghe An is committed to strongly improving administrative procedure reform. The content of this fourth readiness has been thoroughly implemented by the province. Along with infrastructure investment, the province has been determined to create more substantial changes in serving people and businesses. The Provincial Party Committee Standing Committee has established a Provincial Steering Committee on administrative reform headed by the Provincial Party Committee Secretary, with the participation of members of the Provincial Party Committee Standing Committee, aiming to create strong changes and transformations in the province's administrative reform, especially administrative procedure reform, shortening the time to carry out investment procedures, building awareness, responsibility, and public ethics of the staff and civil servants when handling procedures for businesses with the shift from "explaining, explaining" to "solving, resolving", the motto: "Fast - correct - effective", in the spirit of "support - listening - understanding - friendly - enthusiastic"; The Provincial Party Standing Committee and the Provincial Steering Committee on administrative reform have also agreed to implement strong solutions to replace officials who violate or are slow in performing their duties and public ethics, from leaders to specialists.
And fifthly, Nghe An has sent out a strong message about its readiness to accompany businesses, organizations and individuals for the development of the province.
The aspiration to develop Nghe An has always been nurtured through many periods, but perhaps never before has that aspiration become as strong and compelling as it is now. New opportunities, new fortunes, local determination, new impetus from Resolution 39 of the Politburo, are expected to resonate into great strength for Nghe An to soon realize the "Lam River aspiration", "step really hard, go really far", as General Secretary Nguyen Phu Trong advised./.


After 3 years of implementing Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo, a number of sectors and fields such as Education and Training, Health have formed regional center elements; at the same time, the results are very clear: the expansion of the city's administrative boundaries has been implemented; the province has also issued a resource mechanism for the city; at the same time, supporting the city in preparing to complete the loan capital for the Project "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province". After the Politburo issued a new resolution on Nghe An, Vinh city requested the province to continue to pay attention to leading and directing the implementation of the Project to expand administrative boundaries associated with the master plan for the expanded Vinh city; The province should pay more attention to providing the city with stronger mechanisms so that the city has more resources to develop into a regional center of the North Central region.

Hoang Mai town is identified as a key development area in Northern Nghe An. However, the town has only partially solved the traffic infrastructure such as: North-South expressway, coastal road, route 48D and industrial park infrastructure with the formation of Hoang Mai Industrial Park I and soon Hoang Mai Industrial Park II.
Therefore, to develop Hoang Mai town, it is important to solve the infrastructure problem in the North of the province, especially calling for investment in a deep-water integrated seaport, Dong Hoi Industrial Park and electricity infrastructure. These are issues that investors are very interested in through contact; at the same time, ensuring the process of "pivoting" development from building materials as before to attracting and developing supporting industries and high-tech industries.

I appreciate the support of Nghe An provincial leaders during VSIP's investment in the province, especially always considering the difficulties of enterprises as their own difficulties, thereby focusing on directing and resolving them. VSIP is committed to investing in Nghe An province, contributing to the development of the province; thereby hoping that the provincial leaders will continue to support and support enterprises in the process of expanding the construction of VSIP Nghe An II, contributing their small part to the development of the province. Previously, it was very difficult to attract enterprises to invest in Nghe An, but now Nghe An has entered the top 10 FDI attraction in the country. I hope that with this momentum, it will certainly continue to promote stronger development.
