
The Hoang Mai Cement Urban Area Project invested by Vicem Hoang Mai Cement Joint Stock Company was granted a 24-month extension by the Provincial People's Committee, starting from March 30, 2022. Up to now, more than 4 months have passed but the investor is still struggling with site clearance work...


The Hoang Mai Cement Urban Area Project invested by Vicem Hoang Mai Cement Joint Stock Company was approved by the Provincial People's Committee for detailed planning at a scale of 1/500 in Decision No. 4005/QD.UBND-DT dated October 17, 2012; and the detailed planning at a scale of 1/500 was adjusted in Decision No. 1780/QD.UBND.XD dated April 28, 2014.
The land area for the project has a total area of over 24.2 hectares, in a prime location in Quynh Vinh commune, Hoang Mai town. According to the plan, the project will have 2 commercial service areas with 6 floors (4,358.4m2); High-rise residential area combined with commercial services (9,225.27m2); Workers' housing area (23,049.25m2); Villa residential area (99 lots; 23,977.75m2); Adjacent residential area (773 lots; 114,775.68m2). Public works area (primary school, 2-storey kindergarten, total area 16,948.75m2). 1-storey cultural house (5,580.3m2); 3 green areas - sports and physical training with a total area of 23,364.03m2; In addition, the project also has a 5-storey project management area for line 2 of Hoang Mai Cement Factory, with an area of 5,055.52m2.2.
With the location, scale of land use area, and functional subdivisions as above, Hoang Mai Cement Urban Area is a large project, when completed, it will contribute to the development of urban space for Hoang Mai town. However, exactly 10 years since the date the Provincial People's Committee issued Decision No. 4005/QD.UBND-DT approving the detailed planning at a scale of 1/500, the land implementing the Hoang Mai Cement Urban Area project is still an agricultural production area for rice cultivation.

On March 1, 2022, the Department of Construction issued Report No. 667/SXD-BC reporting to the Provincial People's Committee on the results of inspection and handling of slow-progressing projects in the field of housing development in the province in 2021. Accordingly, the Hoang Mai Cement Urban Area project is still carrying out site clearance compensation; has not been allocated land or leased land by the State; the project has not been implemented according to the approved plan... Regarding the project's progress, at the time of inspection, it has been nearly 8 years behind schedule. The reason for the delay is due to slow site clearance; the investor has not proactively carried out the next procedures for the cleared land area; the responsibility for the project's delay lies entirely with the investor.
According to the Department of Construction: “Although the project is behind schedule according to the first planning approval decision. However, at the time of inspection, the investor had already carried out compensation for site clearance and land acquisition of 135,323.2m2on a total area of 242,184.7m2(reaching a rate of 97.1%); the amount paid is 61,159,103,000 VND. The project has not been allocated land, and has not incurred financial obligations regarding land use fees; The project has not been extended any time, the investor has submitted an application for an extension, committed to implementing the project with a financial report for the first 6 months of 2021, therefore, the Inspection Team recommends the Provincial People's Committee: Allow adjustment of the project completion schedule by 24 months from the date the Provincial People's Committee issues the decision to adjust the project completion schedule...".
On April 20, 2022, the Provincial People's Committee issued Official Dispatch No. 2790/UBND-CN on handling delayed projects in the field of housing development in Nghe An province. Here, based on the proposal of the Department of Construction, the Provincial People's Committee allowed the Hoang Mai Cement Urban Area project to be extended for completion. The extension period is 24 months, starting from March 30, 2022. The Provincial People's Committee requested: "Vicem Hoang Mai Cement Joint Stock Company to focus resources, urgently complete procedures on construction investment and construction implementation to complete the project in accordance with regulations and the time allowed by the Provincial People's Committee to be extended".



Along with the extension of the progress of the Hoang Mai Cement Urban Area project, in Official Dispatch No. 2790/UBND-CN, the Provincial People's Committee assigned the People's Committee of Hoang Mai town: "Focus on coordinating with the investor to complete the remaining site clearance area of the project; monitor and urge the progress of project implementation, periodically report the implementation results quarterly to the Provincial People's Committee, the Departments of Planning and Investment, Natural Resources and Environment, Construction...".
Carrying out the tasks assigned by the Provincial People's Committee, on August 3, the People's Committee of Hoang Mai town issued Official Dispatch No. 4475/UBND-TNMT on coordinating the implementation of site clearance and accelerating the progress of the Hoang Mai Cement Urban Area project to Vicem Hoang Mai Cement Joint Stock Company and the People's Committee of Quynh Vinh commune. Information here shows that, up to now, the site clearance work of the Hoang Mai Cement Urban Area project has been basically carried out. Specifically, 9 site clearance phases have been approved for 429/429 households and individuals with 629/629 plots. The area that the Town People's Committee has recovered is 244,137.6m2 /244,137.6 m22With the total approved amount: 60,147,991,000 VND, 58,617,560,000 VND has been paid, the remaining amount is: 1,530,431,000 VND of 13 households (The Compensation, Support and Resettlement Council invited households to receive money 3 times). Currently, there are only a few problems related to 14 households that have approved the compensation plan (phase 2) but have not received the money as mentioned above (due to some recommendations on area, population, assets on the land, Hoang Mai Town People's Committee will direct the Compensation and Support Council and Resettlement Council to dialogue and invite to receive the money for the last time. If the households do not receive the money, the money will be transferred to the State Treasury of Hoang Mai Town according to regulations). The land area adjacent to the urban area boundary with National Highway 48D and between the urban area and the road connecting National Highway 1A to Hoang Mai station has been allowed by the Provincial People's Committee to establish a cadastral map and compensation for land acquisition to implement the technical infrastructure outside the urban area fence in the Conclusion Notice No. 118/TB.UBND-XD dated March 17, 2014 of the Provincial People's Committee (this part is outside the planning scope of the Project).

Therefore, the People's Committee of Hoang Mai town requested Vicem Hoang Mai Cement Joint Stock Company to coordinate with the Compensation, Support and Resettlement Council of Hoang Mai town, the People's Committee of Quynh Vinh commune, and related households and individuals to soon complete the project's site clearance. At the same time, Vicem Hoang Mai Cement Joint Stock Company is requested to focus resources, promptly complete procedures to submit to competent authorities for land allocation and carry out investment and construction to complete the project in accordance with regulations and the time allowed by the Provincial People's Committee for extension. Periodically report the progress to the People's Committee of Hoang Mai town every month to synthesize and report to the Provincial People's Committee, the Departments of Planning and Investment, Natural Resources and Environment, and Construction to monitor the project implementation. At the same time, it affirmed: "After the time extended by the Provincial People's Committee, if the project is still not implemented in accordance with the direction of the Provincial People's Committee, the People's Committee of the town will report to the Provincial People's Committee, the Departments of Planning and Investment, Natural Resources and Environment, and Construction for handling in accordance with legal regulations".
According to the representative of the Department of Natural Resources and Environment of Hoang Mai town, more than a week ago, the People's Committee of the town held a meeting to discuss the coordination of site clearance and speed up the implementation of the Hoang Mai Cement Urban Area project. However, there were no leaders from Vicem Hoang Mai Cement Joint Stock Company attending the meeting. At this meeting, the People's Committee of Hoang Mai town reminded the investor to carry out the necessary procedures and develop a plan for investment and construction implementation. The staff of Vicem Hoang Mai Cement Joint Stock Company attended the meeting and promised to report to the leaders and inform them again. However, up to now, the People's Committee of the town has not received any information from Vicem Hoang Mai Cement Joint Stock Company.


Regarding the Hoang Mai Cement Urban Area project, on March 22, 2022, Nghe An Newspaper published an article "When will the "huge" urban project in Hoang Mai Town start?". At this time, when asked, the leader of Quynh Vinh Commune People's Committee presented a number of existing problems and shortcomings caused by the "suspended" project of Vicem Hoang Mai Cement Joint Stock Company. On August 8, contacted by phone, Chairman of Quynh Vinh Commune People's Committee Vu Le Hung said that the commune was assigned the task of propagating and explaining to households and individuals affected by the project, mobilizing households to agree to receive compensation, and hand over the site to the investor to implement the project. Chairman of Quynh Vinh Commune People's Committee discussed: "In parallel with the site clearance work, the investor needs to have a plan to implement the project. Only then will the commune government be more favorable in mobilizing people...".
