Project 600 (2011) of the Government is a pilot project to select young intellectuals as Vice Chairmen of People's Committees of remote and disadvantaged communes that I have been following and involved with for quite a long time, so I am particularly interested in the information "The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organizing Committee to study and advise on the issuance of regulations on piloting the mobilization of department and branch-level cadres to strengthen the commune level" (Nghe An Electronic Newspaper, August 29, 2023). This is one of the contents of Notice No. 1029-TB/TU dated August 28, 2023 of the Nghe An Provincial Party Committee announcing the conclusion of the Standing Committee of the Provincial Party Committee at the Program of meeting and dialogue with heads of Party committees and authorities of communes, wards and towns in the province in 2023.
Regarding the heads of Party committees and authorities of communes, wards and towns in the province, in this program, the Standing Committee of the Provincial Party Committee assessed that the key cadres at the commune, ward and town levels play a very important role in leading, directing, managing and operating socio-economic activities, building the Party and the political system at the grassroots level, and are a bridge connecting the Party and the people. At the same time, it recognized that the qualifications and working capacity of the key cadres at the commune, ward and town levels have been increasingly improved, making many positive contributions to the development of the province. Despite such assessments and recognitions, the Standing Committee of the Provincial Party Committee also pointed out that there are a number of key cadres at the commune, ward and town levels who are still lacking in exemplary behavior, violating discipline and administrative discipline; the leadership, direction, management and operation in some areas are not very effective.
Therefore, in many key tasks set by the Standing Committee of the Provincial Party Committee for key leaders at the commune level, there is a requirement to promote personal responsibility, resolve working relationships well; improve the capacity in management and administration of the government, associated with effective application of digital transformation, promote administrative reform, and implement grassroots democracy regulations. To create unity and positive changes in awareness and action, one of the solutions proposed by the Standing Committee of the Provincial Party Committee is to assign the Provincial Party Committee's Organization Board to research and advise competent authorities to issue pilot regulations on mobilizing department and branch-level cadres to strengthen communes, wards, and towns.
Returning to the Government's Project 600 in 2011, remembering this period, many disadvantaged communes such as Pha Danh, Huoi Tu, Huu Khuong, Yen Na, Muong Noc... in districts 30a Ky Son, Tuong Duong, Que Phong of the province were strengthened with young intellectuals as Vice Chairmen of the Commune People's Committee. Having worked with young intellectuals as Vice Chairmen of the Commune People's Committee since the early days, I know that most of them had just left universities for a short time, were still immature in social issues, lacked practical experience, and especially in State management work, they were like blank sheets of paper. However, following them, I saw that with the enthusiasm and desire to contribute of young people, after a period of working together, they affirmed their own capacity in new lands full of difficulties.
There are young people who take on tasks in areas with 100% ethnic minorities, extremely difficult socio-economic life, many backward customs, and are also doubted and shunned by some grassroots cadres. However, with their own abilities, they have built trust, and then are considered by the people as relatives, dispelling skeptical looks. They have even come up with good and creative ways of doing things, creating a fresh breeze, contributing positively to changing the way of doing things and thinking of grassroots cadres.
From the positive aspects of the young intellectuals of Project 600, we see that the direction of the Standing Committee of the Provincial Party Committee, in the near future, to pilot the mobilization of department and branch officials to strengthen the commune level is a good and very necessary content. Because clearly, when compared with the young intellectuals of Project 600, the department and branch officials are at a superior "class". Because they are officials who have been thoroughly trained in expertise, profession, politics, State management..., and most of them have extensive work experience. There may be a "little difference" to compare, which is the psychological issue. With the young intellectuals of Project 600, they are students who have just left school and do not have stable jobs, are not entangled with private family matters, so they dare to take the plunge. As for the department and branch officials, they are those who have "positioned" themselves on the state payroll, have stable jobs, and most of them have families..., they will be more or less psychologically inclined towards strengthening their work in the commune.
But surely that “little difference” will be thoroughly resolved. Because before deciding to implement the pilot, the Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee’s Organization Board to research and advise competent authorities to issue relevant regulations. Therefore, we strongly believe that the mobilized department and branch officials will also have a good mentality, to have enthusiasm and aspiration to contribute. With what they have been equipped with, they will have many contributions, actively contributing to the socio-economic development of the locality. And another important thing is that after months of being attached to the grassroots, being close to the people, and being trained in practice, they – the department and branch officials who are reinforced in the commune will become good seeds!
