In mid-June, we attended the ceremony announcing the Decision to establish two Party cells in private enterprises in Nghia Thanh commune, Nghia Dan district. These are the Party cell of Duc Phat Production and Trade Company Limited and the Party cell of Thang Loi Joint Stock Company. The ceremony was organized thoughtfully and solemnly. Mr. Nguyen Ba Dien - Director of Thang Loi Joint Stock Company said: Since its establishment in 2005, the company has always received the companionship and support from the local government. With a workforce of more than 100 workers, including a number of Party members who have been admitted to the Party for a long time, but because the company does not have a Party organization, they have to participate in activities in the Party cells of villages and hamlets. Therefore, when the Party Committee of Nghia Thanh commune raised the issue of establishing a Party cell in the Company, realizing that this is an important and necessary task to guide the development of the unit, the leadership of Thang Loi Joint Stock Company immediately agreed.
It is known that, to support the young Party cell, the Party Committee of Nghia Thanh commune has assigned comrade Ha Duc The - Vice Chairman of the People's Council of the commune to strengthen the position of Secretary of the Party Cell of Thang Loi Joint Stock Company. "Implementing the policy of developing the Party in private enterprises, the Party Committee of the commune has agreed to assign a number of comrades to participate in activities and build the Party organization in the enterprise. After the Party organization in the enterprise has grown and recruited more Party members, they will withdraw", comrade Truong Duc Truc - Secretary of the Party Committee of Nghia Thanh commune shared.
Talking to us, comrade Pham Tuan Son - Member of the Standing Committee, Head of the Organizing Committee of Nghia Dan District Party Committee also added: Before establishing Party cells at Duc Phat Production and Trade Company Limited and Thang Loi Joint Stock Company, the District Party Committee assigned the locality to review and found that these two units had stable production and business activities, many workers; at the same time, they had many positive contributions to charity work, social security, and fulfilled their obligations to the State over the past many years, so they launched a campaign to establish Party cells.
“Both Party cells were established on the basis of combining and strengthening a number of Party members who are cadres and civil servants of the commune, in which 2 comrades were appointed to hold the position of Party Cell Secretary, with the hope that after the establishment of the Party cells, they will promote their roles and responsibilities, and coordinate well with the leadership of the companies to build the company to develop more and more. At the same time, we will do a good job of introducing and creating sources for developing Party members, especially the leaders in the company to build the Party cells to be stronger in both quantity and quality”, Comrade Pham Tuan Son emphasized.
Up to now, Nghia Dan district has had 15 Party cells out of 25 private enterprises capable of establishing grassroots Party organizations, with 223 Party members. In addition, 85 outstanding people have been introduced by Party cells to participate in Party awareness training; 58 new Party members were admitted after the establishment of Party organizations, including 2 Party members who are private business owners.
In Dien Chau district, we were introduced to Kim Hoang Hao Joint Stock Company, located in Dien Yen commune, where the Party cell was newly established more than 1 year ago. From 4 initial party members, up to now, this Company's Party cell has 9 party members, of which 5 party members were just admitted to the Party on May 29, 2023. In addition, at the Party cell, there are 2 outstanding masses who have completed the Party sympathy training class, and it is expected that in the near future, 4 more masses will be sent to attend the training class...
Comrade Nguyen Thi Thanh Huyen - Secretary of the Party Cell of Kim Hoang Hao Joint Stock Company (a party member admitted while studying at Nghe An Pedagogical College) said: Previously, the Company had 3 party members, but had to join activities with local party cells. After a period of research and being encouraged by comrades in the Dien Yen Commune Party Committee, realizing the importance of establishing a Party cell for the enterprise, the Company's Board of Directors agreed to establish a Party cell on April 15, 2022.
Comrade Nguyen Thi Thanh Huyen said that the establishment of a Party cell not only improves the leadership and direction in the Company, but also creates a disciplined working environment, helping employees feel the sustainable and stable development, thereby motivating them to strive to join the Party. Not to mention, having a working environment with full political and social organizations from the Party cell, trade union, and youth union will help employees have a living environment, thereby being more closely connected to the development of the enterprise.
Comrade Le Duc Hung - Deputy Secretary of the Party Committee, Chairman of the People's Council of Dien Yen Commune said: To help newly established Party cells such as the Kim Hoang Hao Joint Stock Company Party Cell, the Commune Party Committee has assigned a Party Committee member in charge to directly participate in activities with the Party cell. Thereby, grasping the situation, guiding the Party cell to plan, build an outline of activities and complete the processes and procedures in accordance with the Party's charter and regulations.
Up to now, Dien Chau district has 10 Party organizations in non-state enterprises, with 142 Party members. Of which, 3 are private service units; 4 are joint stock companies and 3 are private enterprises. From 2020 to now, the district has established 2 Party cells in private enterprises and admitted 16 outstanding people into the Party, including 1 Party member who is a worker and 2 Party members who are business owners.
Comrade Nguyen Van Loi - Head of the Organization Committee of Dien Chau District Party Committee said: Although there are still many difficulties, the Standing Committee of Dien Chau District Party Committee has actively directed political and social organizations to implement many solutions to promote Party development work in non-state enterprises. In units without Party cells, direct mass organizations such as Trade Unions and Youth Unions to actively mobilize and coordinate with Party Committees where the units are located to train outstanding masses to join the Party, initially they can participate in activities with the grassroots Party Cells, then when conditions are met, they can establish their own Party Cells. For newly established Party Cells, direct the Party Committees of communes to send Party Committee members to participate in activities together to monitor and guide.
According to statistics, Nghe An currently has 145 party organizations in non-state enterprises (30 grassroots party committees, 115 grassroots party cells, 120 party cells directly under grassroots party committees) with 3,092 party members. In 2014, the Provincial Party Standing Committee issued the Project "Developing party members and party organizations in private enterprises and foreign-invested enterprises in Nghe An province" according to Decision No. 5155-QD/TU; then in 2020, it issued Conclusion No. 189-KL/TU on continuing to implement Project No. 5155.
Implementing the direction of the Provincial Party Committee Standing Committee, the Party Committees under the Provincial Party Committee and socio-political organizations have concretized and directed the implementation of resolutions, projects, conclusions and plans on Party development and building a contingent of Party members in non-state enterprises.
For example, at the Provincial Enterprise Bloc Party Committee, where there are 91 grassroots party organizations in non-state enterprises (joint-stock, private, foreign-invested enterprises), the Standing Committee of the Bloc Party Committee has developed Project No. 01 and Resolution No. 02 on "Developing and improving the quality of grassroots party organizations and party members in enterprises in the period of 2021-2026 and the following years"; focusing on many solutions for implementation, with the motto of focusing on the grassroots and accompanying the grassroots.
Specifically, the development of the Coordination Regulation No. 04 between the Provincial Business Bloc Party Committee, the Southeast Economic Zone Management Board and the Provincial Labor Federation to consolidate and develop grassroots Party organizations and Party members; grassroots trade union organizations in enterprises. Develop and implement plans for attending grassroots Party cell meetings of the Standing Committee, the Standing Committee and specialist cadres of the Bloc Party Committee annually; at the same time, maintain monthly meetings of specialist cadres to monitor the grassroots to grasp the situation, orient and urge propaganda work, mobilize the establishment of Party organizations, discover and nurture outstanding masses to be admitted to the Party.
The Standing Committee of the Party Committee of the Block also piloted sending 1 party member of the Party Cell of the Party Committee of the Block to work at the Vietnam Maritime Commercial Joint Stock Bank - Nghe An Branch, thereby mobilizing 2 official party members and 1 probationary party member to establish a party cell in a private enterprise.
In addition, the Provincial Business Bloc Party Committee also proactively surveyed and directly worked with private business owners to propagate and mobilize the establishment of grassroots Party organizations. In November 2022, the Provincial Business Bloc Party Committee issued a Decision to establish the Party Cell of Nhat Huy Stone Processing Joint Stock Company operating in the field of production and processing of quartz stone for export in Dien Chau district with 11 Party members. At the same time, comrade Nguyen Hong Hai - Director of the Company was appointed as Party Cell Secretary. Previously, after this enterprise was established on October 18, 2019, organizations such as the Trade Union and Youth Union were established with 150 members. This is the core in coordinating the mobilization to establish the Party cell of the Company.
It is known that Nhat Huy Stone Processing Joint Stock Company currently has 200 cadres, party members and workers. Recently, 50 outstanding people of the Company were introduced by the grassroots Trade Union to participate in the Party awareness training course held right at the unit. This is also one of the solutions that the Provincial Business Bloc Party Committee has implemented to get closer to businesses in mobilizing the establishment of grassroots Party organizations and developing party members.
Mr. Nguyen Thanh Tinh - Deputy Director of Nhat Huy Stone Processing Joint Stock Company, one of the 50 people who have just finished the Party awareness training class, said: The characteristic of enterprises is to work in shifts, while the unit registered for a class of 50 people, if they had to go to the Provincial Business Bloc Party Committee to attend the class directly, it would be very difficult. Therefore, when the Party Committee of the Bloc sent cadres and lecturers to directly open a Party awareness training class for workers and laborers after they had just finished work, it created convenience for both the people and the enterprise.
According to the assessment of the Provincial Party Standing Committee, implementing Project No. 5155 and Conclusion No. 189-KL/TU, many Party committees have effectively implemented Party development work in non-state enterprises such as the Provincial Business Bloc Party Committee admitted 205 Party members; Nghia Dan District Party Committee admitted 44 Party members; Quynh Luu District Party Committee admitted 36 Party members...
