


Nghe An province currently has 11,891 non-state enterprises, but only 145 enterprises have Party organizations (of which, there are 30 grassroots Party committees including 120 affiliated Party cells and 115 grassroots Party cells) with 3,092 Party members out of a total of 196,433 Party members in the whole province. This shows that the work of developing Party organizations and Party members in non-state enterprises currently still has many "gaps".
In Thanh Chuong district, from 2020 to 2022, the Party development work under Project 5155 is still "stuck in place". In the past 3 years, the district has not admitted any Party members nor has any Party organization been established in private enterprises. Explaining this result, comrade Nguyen Trong Anh - Head of the Organization Committee of Thanh Chuong District Party Committee said that the reason is that the enterprises in the area are small in scale, have a small number of employees, do not have Party members and only a few have political and social organizations. Although some enterprises have been propagandized and mobilized, the business owners are not interested or do not have the desire to join the Party.
In 2022, the Standing Committee of Thanh Chuong District Party Committee issued a document directing the District Party Committee's Organizing Committee and relevant commune and town Party Committees to work directly with a number of private enterprises in the area on the establishment of Party organizations in enterprises, but without any results. Because after working, some enterprises had to dissolve due to the impact of the Covid-19 epidemic and business difficulties; some enterprises used the excuse that they were focusing on building premises to expand production and business activities, so they did not have the conditions to pay attention to Party development; some enterprises had their parent company in Hanoi, the local branch director was a mass person, not a Party member, and the staff was not permanent, so they did not pay much attention to establishing a Party organization.


Similarly, Nam Dan district currently has 140 enterprises, of which 1 is a foreign-invested enterprise, 4 are non-state enterprises, and the rest are small private enterprises. Therefore, from 2020 to 2022, only 1 grassroots Party organization has been established in a private enterprise, which is Tuoi Tho Kindergarten under the Nam Dan town Party Committee.
Right in Vinh city - the economic and political center of the whole province, from 2020 to 2022, the city Party Committee only admitted 23 party members in non-state enterprises, of which only 1 party member is a business owner. According to the general assessment, the annual results of Party development in state-owned enterprises in the city have not met the set target; the number of private enterprises in the area is large, but most of them are small-scale, employ few workers or seasonal workers, are family-based, and pay little attention to political tasks.
Although some enterprises have registered a large number of employees on their Business License, in reality, there are few employees working at the headquarters, and the labor force fluctuates frequently. On the other hand, most private enterprises do not have Party, Trade Union, or Youth Union organizations, so they face difficulties in creating resources and problems in the process of introducing union members in enterprises to participate in Party training and Party admission procedures. A number of workers and laborers have not yet awakened to revolutionary ideals and are under pressure from work and economic conditions, so they are afraid to join political and social organizations, afraid to participate in Party activities, and pay Party and Union fees. In addition, in recent times, a number of Party cells in private enterprises in Vinh city have had to dissolve because the company is no longer operating in production or business, and Party members have retired or quit their jobs and moved their Party activities to their place of residence.

Mr. Vuong An Nguyen - Chairman of the Trade Union of the Southeast Economic Zone also said: Although the Southeast Economic Zone is the area that mainly concentrates private enterprises and foreign-invested enterprises in the whole province, at the same time, the Party development work also receives attention and direction from many organizations and agencies, however, in reality, accessing enterprises is very difficult. Especially now, most enterprises directly rent land and factories from the industrial park management unit, so the relationship with Party organizations and unions at all levels is still not close.
Not to mention, in the integration trend, competition according to the market mechanism is increasingly fierce. Enterprises in the province are affected by the weather, prolonged epidemics, etc., so they face many difficulties in production and business. Many enterprises have to suspend operations or are trying to survive. Therefore, they are not interested in establishing organizations, unions, recruiting party members and establishing Party organizations. Moreover, due to stressful working conditions, stressful working hours also influence and affect the psychology and needs of workers. After working or overtime, workers just want to rest, not interested in participating in social activities and political organizations.
In addition, because many enterprises use seasonal labor, and workers work and reside in scattered areas, participation in organizations and unions within enterprises and mobilizing organizations to study and train to join the Party face many limitations.


Many local Party committees shared that currently, most business owners are not Party members, so they do not fully understand the position and role of Party organizations and socio-political organizations. They are also concerned about political and organizational constraints, thus not creating favorable conditions for developing Party members and establishing Party organizations.
According to comrade Nguyen Van Loi - Head of the Organization Committee of Dien Chau District Party Committee: Most private business owners are not party members, only focus on business profits, so they have not created conditions to establish political and social organizations, especially Party organizations for workers and laborers to participate in activities. In fact, in some enterprises, many workers are party members, but because there is no Party cell, they only participate in activities at their place of residence. Mr. Loi cited the example of Viet Glory Company Limited, operating in the field of shoe and sandal production, headquartered in Hamlet 8, Dien Truong Commune, with 7 workers who are party members, but because the business owner is a foreigner, mobilizing the establishment of a Party cell encountered many difficulties. Currently, these 7 party members are living in their place of residence... At Nam Thuan Nghe An Joint Stock Company, operating in the garment sector, headquartered in Dien My commune, there are currently 6 workers who are party members, but because there is no Party cell, 2 party members have to live in their place of residence in Dien Phong commune and 4 party members have to live in their place of residence in Dien Hoang commune.

As a specialized unit in charge of managing the enterprise sector, however, from 2020 to May 2023, the Provincial Enterprise Bloc Party Committee has only established 6 grassroots Party organizations and 13 Youth Union organizations in private enterprises. Comrade Hoang Thi Thu Hien - Head of the Organization Board of the Nghe An Enterprise Bloc Party Committee said: Currently, enterprises with Party organizations directly under the Bloc Party Committee are mostly small-scale, low charter capital, and small number of employees; some enterprises face difficulties in production and business, unstable employment, some unemployed workers have to find work outside the company, and the regime and policies for employees are not guaranteed. In addition, because enterprises operate in many provinces and cities in the country and abroad. The capital ownership structure at enterprises is always fluctuating, leading to changes in leadership personnel, affecting the activities of Party organizations and Party members.
In addition, it is still difficult to approach business owners to mobilize the establishment of Party cells. Because the Provincial Business Bloc Party Committee does not directly manage enterprises, and the working time in enterprises is closed, some enterprises operate 3 shifts, workers and laborers do not have time to attend training classes for Party members and new Party members, causing difficulties in training, fostering and developing the Party.

Some enterprises do not even have a Trade Union organization, some enterprises are small-scale so the business owners do not care about establishing a Party organization or a Trade Union or Youth Union. Even some Party organizations and Party members have not promoted their roles and responsibilities, have not been pioneers and exemplary in activities to build and develop enterprises. Some units have not innovated the content and methods of organizing activities to suit the characteristics of the enterprise... causing no small difficulty for the development of the Party organization as well as the development of the enterprise.

In Report No. 291-BC/TU dated April 13, 2023 on the work of developing Party members in non-state enterprises, Nghe An Provincial Party Committee assessed: Political and ideological education, propaganda, dissemination of the Party's guidelines and policies, the State's policies and laws to workers and laborers in enterprises of some Party committees are still limited; the form and content of propaganda are not creative, diverse, and not suitable to the characteristics of each type.
Party organizations and socio-political organizations in some non-state enterprises are still confused in their methods of operation, and do not have suitable solutions to meet the requirements and tasks of Party building and socio-political organization building in the new situation.

The work of urging, inspecting and supervising the Party committees at the grassroots level is not regular. In addition, in reality, there are currently no mechanisms and policies to facilitate, support and encourage enterprises to pay attention to and support the establishment and operation of Party organizations, Youth Unions and Trade Unions at enterprises.
Some difficulties and problems in the work of developing party members are slow to be addressed and resolved, such as: the problem of time for attending training courses, meetings, etc., and ensuring working hours of enterprises. In addition, the conditions for organizing activities of party cells, youth unions, and associations in non-state enterprises are still difficult; time and funding sources for organizing activities are not proactive; there are no policies and regimes for cadres doing union work in non-state enterprises, so it is not possible to promptly motivate and encourage the cadres to work.
On the other hand, according to Mr. Vuong An Nguyen - Chairman of the Trade Union of the Southeast Economic Zone: currently in the economic zone, there are Party cells under the management of the Provincial Business Bloc Party Committee, but some Party cells are under the district Party Committee where the enterprise is located, and some Party cells are directly under the Party Committee of the corporation, so management is more or less difficult. Not to mention that there are enterprises that organize Trade Unions and Youth Unions that operate at the district level, but the Party cells are directly under the Provincial Business Bloc Party Committee. Mr. Nguyen also added that there was a proposal to establish a Party cell in the Southeast Economic Zone to remove the shortcomings, but so far it has not been implemented.

The above-mentioned difficulties and obstacles have greatly affected the Party development work in the non-state enterprise sector. From that reality, it requires the synchronous and drastic participation of the entire political system, gradually removing the "bottleneck" so that enterprises can be more open in establishing Party cells and developing Party members in their units.
