Developing female ethnic minority party members: Focusing on villages

Tri Le commune is located more than 30km from the center of Que Phong district, with a 17km border with 4 ethnic groups: Thai, Kinh, Mong, Kho Mu. The climate is harsh, people's lives face many difficulties. Previously, women, especially in Mong villages, only knew how to go to the fields in the morning and stay in the kitchen at night, getting married at the age of 13-14, most of them were illiterate or re-illiterate.

“Just a few years ago, because there was no one to do it, the positions of women's association president and population collaborator in some Mong villages were still held by men. Currently, with the attention of the Party Committee, the government and the border guards stationed in the area, many women in the villages have been able to go to school to eliminate illiteracy, learn a trade, borrow capital to develop the economy, increase their income; boldly participate in social work, express their opinions. Many women have been admitted to the Party, such as Ms. Lau Y Ly in Na Nieng village, Ms. Ly Y Chu in Huoi Moi village…” – Ms. Vi Thi Sinh – President of the Women's Union of Tri Le commune said.

Mr. Nguyen Huu Kiem - Border Guard officer assigned to be Deputy Secretary of Tri Le Commune Party Committee said: In order to train and recruit female ethnic minority party members, especially in highland villages and hamlets - where the ideology of male superiority and female inferiority is still strong, ideological work is the most important. Not only must we encourage women to overcome their inferiority complex, boldly participate in village and hamlet activities as well as social activities to improve themselves, but we must also mobilize families and relatives, especially husbands, to eliminate prejudices and create conditions for their wives to strive to join the Party. Finding sources of training has also been expanded in branches, especially the Women's Association, Youth Union, in schools, medical stations, etc. Thanks to that, in recent years, every year the Tri Le Commune Party Committee has recruited ethnic minority party members. In 2020, 10 party members were admitted, including 6 female members. In 2021, 13 party members were admitted, including 4 female members. In 2022, 11 party members were admitted, including 3 female members, including Ms. Vu Y Lau (born in 1995), in Mong Huoi Moi village.

Many grassroots localities in Que Phong district have also paid attention to the work of creating sources, training and developing ethnic minority female party members. Ms. Truong Thi Tuyet Mai - Head of the Organizing Committee of Que Phong District Party Committee said: In addition to directing political and social organizations to innovate their methods of operation to attract members, launch exciting emulation movements, thereby discovering and training outstanding people into the Party, the Standing Committee of the District Party Committee also pays attention to policies and guidelines to support women's development, gender equality policies, creating conditions for women to participate in social activities. Thanks to that, the number of ethnic minority female party members is increasing. Currently, the whole district has 1,268 ethnic minority female party members out of a total of 1,817 female party members. From 2020 to now, the entire district Party Committee has admitted 166 female party members, including 115 ethnic minority female members. Currently, there are 48 female party members holding commune-level positions and 15 female party members holding district-level positions.

In Tuong Duong district, thanks to the good role of Party cells, associations, unions and prestigious people at the grassroots level in propaganda, mobilization, creating sources and nurturing "seeds", the work of developing ethnic minority female party members has had many changes. In 2020, the whole district admitted 64 female party members, of which 40 were ethnic minority female party members. In 2021, 96 female party members were admitted, of which 77 were ethnic minority female party members. In 2022, by the end of August, 38 female party members were admitted, of which 29 were ethnic minority female party members from the Thai, Mong, Tho, Kho Mu, Tay Poong, Gie Trieng, Muong ethnic groups... Some border areas have done a good job of developing female party members. A typical example is Tam Hop commune (Tuong Duong) where there are 530 households, of which 315 are poor households and 87 are near-poor households. However, from 2020 to August 2022, the commune has developed 18 female party members, of which 17 are ethnic minority female party members. "Currently, there are 2 ethnic minority female leaders who have become highly prestigious village leaders among the masses: Ms. Vi Thi Anh in Phong village; Ms. Lo Thi Vong in Xop Nam village" - Party Secretary Le Hong Thai said.

In Con Cuong district, according to Ms. Kha Thi Tim - Head of the District Party Committee's Organization Board, in the face of the reality that Party development work still exists and has limitations such as: In the 2015-2020 term, the whole district admitted 624/850 party members, not reaching the target set by the District Party Congress Resolution. Of which, there are 1,914 female party members in the whole district, accounting for only 38.34%. The District Party Committee has implemented many solutions to promote the development and improvement of the quality of party members, especially the work of training, creating sources, and developing party members to contribute to rejuvenating and creating sources of successor cadres, including ethnic minority female party members.

Mon Son Commune (Con Cuong) is assessed to have done a good job of training positive factors to recruit Party members, including ethnic minority female Party members. Secretary of the Party Committee of Mon Son Commune, comrade Dang Van Than shared: In the area, there are Kinh, Thai and Dan Lai ethnic groups living together; of which, Thai ethnic group accounts for 82%. Because many young workers go to work far away, the quality source for training and recruiting Party members is facing many difficulties. Therefore, in recent years, the commune Party Committee has not only focused on training and creating a source of female Party members but also boldly structured the female team as "locomotives" in village and hamlet Party cells.

Currently, Mon Son commune has 14 village and hamlet party cells, of which 7 are female secretaries, 5 are female village chiefs, and 1 is a female secretary and village chief. They have all completed their tasks well, many of them have boldly directed, advised, and proposed issues related to the economic development of the people. For village and hamlet party cells that have not developed party members, especially female party members, for 3-5 years, the Mon Son commune Party Committee has reviewed and included them in the focus of direction, first of all striving to cover the heads of branches and mass organizations who are party members, and comrades in the Standing Committee and the Standing Committee of the commune Party Committee personally participate in activities and direct at the party cells. From there, positive changes have been created, such as the Yen Village Party Cell in 2021 admitted 2 party members, including 1 female party member, and in 2022 is preparing a profile for an outstanding female mass. In 2021, Tan Hoa Party Cell admitted 2 female party members and is currently preparing the admission documents for 1 female comrade. Lang Xieng Party Cell has not developed any party members for 6 years, but in 2022, it introduced sources and is currently preparing the documents for 2 female comrades (Chief of the Farmers' Association and the Village's Statistics Officer).

With the same approach and many other practical solutions, the Chau Hanh Commune Party Committee (Quy Chau) has gradually increased the rate of newly admitted female party members each year. In 2020, the whole commune admitted 4 female party members, including 3 ethnic minority female members; in 2021, 5 ethnic minority female party members were admitted; and in 2022, 10 female party members were admitted, including 9 ethnic minority female party members. “Reality shows that using exemplary and prestigious female party members to propagate and mobilize outstanding female masses to join the Party brings practical results. Currently, in the area, there are 11 rural party cells, of which 7 are female party cell secretaries and 1 female village chief. Many party cells with female secretaries have done a good job of developing party members, such as the Ke Bang village party cell with 64 party members, of which 32 are female; the Dong Minh village party cell with 58 party members, of which 34 are ethnic minority female party members” – Mr. Lang Van Hong – Secretary of the Chau Hanh commune Party Committee said…

Talking to us, Mr. Dang Van Than - Secretary of the Party Committee of Mon Son Commune (Con Cuong) cited the case of Ms. Luong Thi Tam - Secretary of the Party Cell and Head of Khe Lo Village, who "shouldered two shoulders" and together with the Party Cell and the Village Management Board, turned Khe Lo into a new rural village, trusted by cadres, party members and people. That is proof and motivation for outstanding female masses to strive to follow. Therefore, almost every year, the Party Committee of Mon Son Commune maintains the development of ethnic minority female party members. In 2021, 7 ethnic minority female party members were admitted, in 2022, as of August, 4 ethnic minority female party members were admitted. The whole commune currently has 206 female party members, of which 131 are ethnic minority female party members (Thai ethnic group 126, Dan Lai 5).

Such an example at the grassroots level shows that with flexibility, innovation in thinking about resource creation, close guidance, assignment of responsibilities, and creation of conditions for striving and training, many positive factors are ethnic minority women in Con Cuong district who have been admitted to the Party. From 2020 to August 2022, the whole district has only admitted 72 ethnic minority female party members. Currently, in addition to 47 female party members holding the positions of secretary and village chief, there are 50 ethnic minority female party members holding positions in 13 communes and towns; 16 ethnic minority female party members are holding positions at the district level.

In Tan Lac town (Quy Chau), the town Party Secretary - Ms. Luong Thi Hanh, who grew up from the grassroots, understands very well the difficulties and obstacles of ethnic minority women in the process of participating in social activities. From there, there are solutions to encourage women, especially those with qualifications and capacity to strive to become party members. "For young forces, when discovering resources, we must focus on training and assigning tasks in the block and hamlet so that they have the opportunity to practice and mature; for example, at Block 4 Party Cell, in 2021, we discovered, trained and admitted a party member who was a young student who had just graduated from school. In 2022, we sent an outstanding ethnic minority female to study the party's target, and are preparing to admit Quan Le Vy - a university graduate who returned to the locality, currently the Secretary of the Block Youth Union, Deputy Secretary of the Tan Lac town Youth Union...", said Ms. Luong Thi Hanh.

According to Ms. Bui Thi Giang - Deputy Head of the Organization Committee of Quy Chau District Party Committee: In addition to assigning exemplary, experienced and enthusiastic cadres and party members to directly discover and nurture outstanding female masses, the Party Committee and the government also direct organizations such as the Youth Union, Women's Union, and Farmers' Association to promote movement activities. Thereby, selecting positive factors to nurture and create resources. Thanks to that, in 2020, the entire Party Committee only admitted 59 female party members (including 38 ethnic minority female party members), but in 2021, the number of female party members admitted was 100 comrades, of which, there were 68 ethnic minority female party members. In 2022, up to this point, the number of female party members admitted was 80, of which 51 were ethnic minority female party members.

Since being assigned work and responsibilities, many ethnic minority female party members in Quy Chau district, after joining the Party, have constantly strived to train and strive, becoming leaders in economic development, hunger eradication and poverty reduction, and key cadres at the grassroots level. Currently, in the district, in addition to 26 ethnic minority female party members who are secretaries and deputy secretaries of village and hamlet party cells; the whole district has 18 ethnic minority female party members who are commune-level leaders, and 10 ethnic minority female party members who are district-level leaders.

Ms. Bui Thi Giang - Deputy Head of the Organization Board of Quy Chau District Party Committee also said: From 2020 to August 2022, the whole district of Quy Chau admitted 233 party members, including 153 female party members. Many party cells have assigned responsibilities to the "nuclei" who are outstanding female party members, using their own experiences to do ideological work, mobilizing the masses to strive to join the Party. However, not every party cell has "nuclei", so the Party committees at all levels need to create a favorable environment for the female masses to strive, at the same time orient and help them to overcome their inferiority complex, actively participate in contributing to the construction of villages and hamlets.

This is also one of the solutions that mountainous districts such as Tuong Duong and Ky Son have been directing to implement to improve the quality and quantity of ethnic minority female party members every year. In Ky Son district, from 2020 to August 2022, 101 new ethnic minority female party members were admitted; Tuong Duong district admitted 320 female party members, including 144 ethnic minority female party members.

Thus, when entrusted with assigned tasks and responsibilities, ethnic minority female party members have become the “nucleus” that contributes significantly to the effective implementation of patriotic emulation movements with local Party committees and authorities, successfully carrying out political tasks at the grassroots level.
