Developing female ethnic minority party members: Focusing on villages

Reality in many mountainous areas shows that, to do well the work of developing the Party among ethnic minority women, the effective solution is to use "real people, real work". To do so, first of all, it is necessary to build truly exemplary female Party members as "nuclei", especially in remote areas. For example, in Ke Bang village, Chau Hanh commune (Quy Chau), there are 236 households, 998 people are Thai ethnic people, many male workers in the village go to work far away, so in recent years, the work of developing the Party has focused on expanding the source from the elite female masses. Currently, Ke Bang village Party cell has 64 Party members, of which 32 are female Party members. To achieve this result, according to Ms. Luong Thi Xuan - Secretary of the Ke Bang village Party cell: "Party members in the Party cell, especially female Party members, must uphold their pioneering and exemplary role so that the masses can see the role of the Party cell and the role of Party members, thereby having the motivation to strive to join the Party. In addition, the Party cell also directly assigns prestigious, exemplary, and enthusiastic female Party members to train and promote female elements to join the Party. Because women can easily share and sympathize with each other...".

Similarly, at Dong Minh village party cell, there are 58 party members, including 34 female ethnic minority party members. Ms. Lang Thi Tham - Secretary of Dong Minh village party cell said, "When discovering the "factor", myself and the female party members in the cell will use our own experiences to help female masses overcome themselves, overcome difficulties, and strive to become party members. Thanks to that, from 2020 to now, every year Dong Minh village party cell has admitted outstanding female masses into the Party."

With the above method combined with many other solutions, the Chau Hanh Commune Party Committee (Quy Chau District) has made a breakthrough in admitting ethnic minority female party members. If in 2020, the whole commune only admitted 4 female party members, including 3 ethnic minority female party members, in 2021 admitted 5 ethnic minority female party members, then in 2022, up to this point, the Chau Hanh Commune Party Committee has admitted 10 female party members, including 9 ethnic minority female party members. "Reality shows that using exemplary and prestigious female party members to propagate and mobilize outstanding female masses to join the Party is highly effective. Currently, in the area, there are 11 rural party cells, including 7 female party cell secretaries and 1 female village chief. Many party cells with female secretaries have done a good job of developing female party members" - Mr. Lang Van Hong - Secretary of the Chau Hanh Commune Party Committee said:

According to Mr. Le Hong Thai - Secretary of the Party Committee of Tam Hop border commune (Tuong Duong), in order to do a good job of developing female party members of ethnic minorities, Party committees at all levels need to strengthen propaganda, education, enlightenment of revolutionary ideals and awareness of the Party for this group, creating trust and motivation to strive, thereby gradually nurturing them to be qualified to join the Party. In which, closely coordinate with mass organizations in mobilizing and orienting, first of all, children and relatives of cadres, party members, and heads of mass organizations to strive to join the Party.

Mr. Sam Van Thanh - Secretary of the Party Committee of the border commune of Nam Giai (Que Phong) emphasized: "We must change the concept of "male superiority and female inferiority" that still exists in the community and boldly arrange and assign work to help female Party members in the highlands have an environment to promote and affirm their roles and positions in the family, community and society". Discussing this issue, Ms. Luong Thi Hue - Deputy Secretary of the Party Committee of Nam Giai commune added: "The selection of sources for training must also be closely monitored, ensuring high stability, avoiding the situation of introducing them to study Party sympathy and then not making admission records. Therefore, in recent years, we have focused on female masses with economic models or stable production and business, or women from other places who followed their husbands to become daughters-in-law in the locality, such as the case of Ms. Kha Thi Chung, from Ky Son who became a daughter-in-law in Cha Lau village, and was trained and admitted into the Party by the village Party cell".

In some localities such as Tam Quang commune (Tuong Duong), or some communes in Con Cuong district, in order to facilitate party members, especially female ethnic minority party members in villages and hamlets to participate in the study, they have proactively proposed to coordinate with the District Political Training Center to open party classes right in the locality or commune cluster to facilitate the learners. In Mon Son commune Party Committee (Con Cuong), the budget has also been allocated to support 100,000 VND/person when being sent to attend a class for party members or new party members. Many party cells regularly organize extended activities, with the presence of heads of mass organizations to grasp and closely follow the key contents of local economic and social development and resolutions of the party cell on the development of villages and hamlets. From there, seriously implement the tasks assigned by the party cell; pay attention to and review outstanding union members and members to train, develop, and create resources for the Party.

In reality, as Ms. Lo Thi Khay - Head of the Farmers' Association of Tung Huong village (Tam Quang commune, Tuong Duong district) shared: "Before being admitted to the Party, I was invited to attend the extended Party cell activities. Through attending the Party cell activities, I understood many things, especially the role of the Party cell and the role of a Party member, from which I was determined to strive to join the Party."

Nghe An has an ethnic minority and mountainous area of ​​13,745 km2, accounting for 83% of the province's natural area; ethnic minorities have 491,267 people, accounting for 14.76% of the province's population and 40.93% of the population in mountainous areas, living in 131 communes and 588 particularly difficult villages. Therefore, it can be affirmed that the work of developing party members in general, and female ethnic minority party members in particular, to supplement high-quality human resources in the grassroots political system plays an important role, contributing to building strong grassroots party organizations; promoting rapid and sustainable poverty reduction.

However, as mentioned, there are still many difficulties, and to resolve them, first and foremost, is the responsibility of Party committees at all levels and the entire political system; including the activities of Women's Unions at all levels.

As the leader of the Con Cuong District Party Committee - a locality with remarkable changes in developing ethnic minority female party members in villages, Mr. Nguyen Dinh Hung - Secretary of the Con Cuong District Party Committee said: To develop party members, especially female party members, it is necessary to strengthen the organization and improve the quality of activities of political and social organizations to attract female union members and members to participate. Through the practical movement to discover and introduce outstanding people for the Party to consider admission... "In 2022, the Con Cuong District Party Committee issued the Project "Developing and improving the quality of party members in the period of 2022-2025 and the following years"; which sets out requirements for the quality of activities of mass organizations, first of all the Women's Union...", Mr. Nguyen Dinh Hung said.

Speaking at the 16th Congress of the Women's Union of Nghe An province for the 2021-2026 term, Secretary of the Provincial Party Committee Thai Thanh Quy emphasized: "The movements and activities of the Women's Union at all levels must constantly innovate, be creative, and adapt sensitively to keep pace and effectively contribute to the overall development of the province". In fact, the quality of organization, content, and methods of operation of the Women's Union at all levels in the province have been gradually renewed. The unions at all levels have also paid attention to coordinating the implementation of many programs to support women in mountainous areas, notably the program of accompanying women in border areas, listening to Mong women, and models of building strong border union bases... In addition, there is advice from Party committees and authorities to effectively implement gender equality work, pay attention to planning, training, fostering, and using female cadres in general and ethnic minority women in particular; Focus on young women to set an example for other women to learn from, follow, and strive to join the Party. (In the 2016-2021 period, women's unions at all levels coordinated to train and introduce 1,820 outstanding women members to the Party, and admitted 1,560 party members, including 196 ethnic minority female members)...

Along with the attention and development of female party members, in recent years, implementing Resolution No. 11-NQ/TW of the Politburo on "Women's work in the period of accelerating industrialization and modernization of the country", party organizations and authorities at all levels in Nghe An have strengthened leadership and direction to promote the role and responsibility of the political and social system in women's work. Particularly in the 2020-2025 term, the percentage of female cadres elected to Party committees at Party Congresses at all levels is quite high. There are 04 women/13 National Assembly deputies, accounting for 30.77% (equal to the 2016-2021 term, including 01 leader of the Provincial Women's Union); women participating in the Provincial People's Council: 23/83 people, accounting for 27.71% (an increase of 0.21% compared to the 2016-2021 term); Women participating in the District People's Council: 230/736, accounting for 31.25% (an increase of 12.65% compared to the 2016-2021 term); Women participating in the Commune People's Council: 3,264/10,890, accounting for 29.97% (an increase of 1.77% compared to the 2016-2021 term).

However, looking directly at reality, the number of ethnic minority women participating in the political system at all levels is still limited. The reason is partly because the capacity and qualifications of women do not meet the requirements. Therefore, in the work of developing ethnic minority female party members, especially in villages, party committees at all levels and organizations in the political system need to focus on mobilizing and creating conditions for women to study, improve their qualifications, awareness, and enlightenment. As President Ho Chi Minh once instructed at the Conference of Mountainous Women Cadres on March 19, 1964, "women must try to study. Study culture, study politics, study a profession. If you do not study, you will not progress. If you are determined, you will definitely learn". And, "learning" will "do" to contribute to helping families, communities, and localities with many difficulties escape poverty, push back limitations, prejudices... to develop and catch up with the general trend of society.
