January 31st is the deadline for registering personal information for prepaid subscribers. Theft, misappropriation, buying, selling, exchanging, gifting, modifying, or disclosing passwords, access codes, or computer programs belonging to others may be punishable by fines ranging from 10 to 20 million VND.
This regulation is stated in the Draft Decree on Sanctions for Administrative Violations in the Fields of Post, Telecommunications, Information Technology, and Radio Frequency, drafted by the Ministry of Information and Communications.
This penalty also applies to cases of buying, selling, exchanging, gifting, repairing, altering, or disclosing legally obtained private information of agencies, organizations, or individuals online without the owner's permission; and stealing, appropriating, buying, selling, exchanging, using, or disclosing accounts, passwords, or access rights to online applications and value-added services.
Furthermore, theft, buying, selling, exchanging, disclosing, or unauthorized use of another person's credit card information; bypassing warnings, access codes, or firewalls; using another person's administrative privileges to illegally access another person's network or digital device to gain control; interfering with the functionality of digital devices; stealing, altering, destroying, falsifying data, or illegally using services may be punishable by fines ranging from 30 to 50 million VND.
