Finalize the draft of the amended Land Law before May 10, 2013.

According to the plan for organizing public consultations on the draft amended Land Law, recently approved by the Prime Minister.promulgateThe Ministry of Natural Resources and Environment must submit to the Standing Committee of the National Assembly the draft Law on Land (amended), which has been revised and perfected according to the comments received, before May 10, 2013.

The draft Land Law (amended) is published in full on the Nhan Dan newspaper, the Lao Dong newspaper, the Government's Electronic Information Portal, the website of the Ministry of Natural Resources and Environment, the General Department of Land Management; and the websites of the People's Councils and People's Committees of provinces and centrally-administered cities for agencies, organizations, and individuals to contribute their opinions.

The target groups for soliciting opinions on the draft amended Land Law include: People's Councils and People's Committees at all levels; political and social organizations, political and social-professional organizations; social-professional organizations and other social organizations; enterprises, research institutes, academies, universities; and all segments of the population.

The purpose of organizing consultations on the draft amended Land Law is to promote the people's right to self-governance, mobilize their intellect and dedication, create public consensus, and express their aspirations. At the same time, it aims to raise awareness among all segments of the population and enhance the responsibility of People's Councils, People's Committees at all levels, organizations, and individuals regarding the amendment of the Land Law.

The draft Law on Land (amended) is open for public consultation through various forms, including: direct feedback or written submissions to agencies and organizations assigned to collect public opinions (individuals submitting written feedback via postal mail do not need to affix stamps); discussions at regional and local conferences and seminars; feedback through the Government's Electronic Information Portal, the websites of the Ministry of Natural Resources and Environment and the General Department of Land Management; and the websites of the People's Councils and People's Committees of provinces and centrally-administered cities.

The Prime Minister has instructed the Ministry of Information and Communications to direct central and local news agencies and media outlets to develop plans for disseminating information through various appropriate forms during the consultation process on the draft amended Land Law; and to direct postal services in receiving and forwarding individual opinions to the relevant agencies.

The Voice of Vietnam, Vietnam Television, and other news agencies and newspapers will open special pages and sections to reflect, report, and promptly publish the contributions, initiatives, and suggestions of the people regarding the draft Law on Land (amended), and will gather feedback to send to the Ministry of Natural Resources and Environment for compilation.

Reports on the results of comments on the draft Law on Land (amended) from agencies, organizations, and People's Committees of provinces and centrally-administered cities should be submitted to the Ministry of Natural Resources and Environment before April 5, 2013.

The Ministry of Natural Resources and Environment will report the results of feedback on the draft amended Land Law to the Government before April 15, 2013.
