Proactive disease prevention for livestock.

(Directive No. 01/2013 dated January 3, 2013 of the Provincial People's Committee on veterinary work in 2013)

To proactively prevent and control disease outbreaks, create favorable conditions for the development of the livestock and aquaculture industries in the province, and contribute to protecting public health, the Provincial People's Committee requests the Chairmen of the People's Committees at the district level, directors of departments, and heads of provincial agencies to strictly implement the following contents:

1. People's Committees of districts, cities, and towns:

a) Coordinate with the Department of Agriculture and Rural Development and other relevant provincial agencies to seriously implement disease prevention and control measures for livestock, poultry, and aquatic animals within the managed area in accordance with veterinary laws; b) Strengthen the dissemination of policies, guidelines, and legal regulations on veterinary work to raise awareness and responsibility among the people in the prevention and control of livestock, poultry, and aquatic animal diseases;

c) Direct the Department of Agriculture and Rural Development, veterinary stations, and People's Committees of communes, wards, and towns to effectively implement the following: Develop plans and strategies for preventing and controlling livestock, poultry, and aquatic animal diseases in 2013;

- The responsibility for monitoring and reporting disease outbreaks in livestock and aquaculture rests with local authorities. When an outbreak occurs in livestock or aquaculture, they must report it to higher authorities for guidance and direction, and proactively implement emergency disease control measures to contain and suppress the outbreak within a limited area;

- Organize and implement vaccination programs for livestock and poultry; disinfect and sterilize the breeding environment according to the plan approved by the Provincial People's Committee;

d) Coordinate with the Veterinary Sub-Department to strengthen disease management in the province, especially at livestock and poultry farms, and companies supplying animal and aquatic animal breeds located in the district. Promote quarantine, slaughter control, and veterinary hygiene inspections within the managed area to ensure animal disease safety and food safety for consumers; Implement the construction of centralized livestock and poultry slaughter facilities according to the provincial People's Committee's plan. Plan for concentrated livestock and poultry farming areas.

2. Department of Agriculture and Rural Development:

a) Advise the Provincial People's Committee on solutions to direct localities to seriously and effectively implement veterinary work in the province, ensuring disease safety in livestock and aquaculture;

b) To chair and coordinate with the People's Committees at the district level and relevant departments. Focus on directing the prevention and control of dangerous diseases such as: avian influenza, foot-and-mouth disease in livestock, swine fever, swine cholera, rabies in dogs, white spot disease, hepatopancreatic necrosis syndrome in farmed shrimp... in order to limit outbreaks throughout the province;

c) Directing the Veterinary Sub-Department:

- Develop plans and strategies for preventing and controlling diseases in livestock, poultry, and aquatic animals within the province;

- Coordinate with district-level People's Committees and relevant departments to effectively implement the following: closely monitor the disease situation in livestock; achieve 100% vaccination rate for all livestock, poultry, dogs, and cats that are eligible for vaccination, especially in the 8 districts included in the national FMD control project for the period 2011-2015, and the dairy cattle farming belt; organize 3-4 rounds of disinfection and sterilization of the livestock environment; strengthen inspection and supervision of livestock, poultry, and aquatic animal disease prevention and control; manage veterinary drugs and vaccines used in veterinary practice and veterinary practice in the province; rectify and strictly handle units, organizations, and individuals that violate regulations;

- Closely monitor and supervise the development of disease outbreaks, and promptly implement plans and solutions for preventing and controlling diseases in livestock, poultry, and aquatic animals to effectively contain outbreaks.

- Strengthen quarantine work at the source; control the transportation of animals and animal products within and outside the province (including aquatic products) at the point of origin and destination according to regulations, especially at the Ú market in Đô Lương district and cattle in the border area of ​​Kỳ Sơn district, as directed by the Ministry of Agriculture and Rural Development; guide the control of livestock and poultry slaughter, and inspect veterinary hygiene of fresh animal products in the province.

3. Department of Finance:

The Provincial People's Committee's advisory body promptly allocated and distributed funds for veterinary activities in 2013, especially funds for disease prevention and control when outbreaks of livestock, poultry, and aquatic animal diseases occurred.

4. Department of Health:

Coordinate with the Department of Agriculture and Rural Development and relevant units to organize food safety and hygiene inspections for food of animal origin, preventing dangerous diseases transmitted from livestock to humans. Lead and closely coordinate with the Department of Agriculture and Rural Development in the prevention and control of avian influenza A (H5N1) in humans and cases of rabies from dog bites.

5. Provincial Police, Provincial Border Guard Command, Nghe An Customs Department:

Coordinate closely with the Department of Agriculture and Rural Development, local authorities, and relevant sectors to participate in the prevention and control of livestock, poultry, and aquatic animal diseases; and at the same time, strictly control the import of animals and animal products, especially the smuggling of buffaloes, cows, dogs, and poultry from neighboring countries into Nghe An province. Direct the Provincial Traffic Police Department to coordinate with the Veterinary Sub-Department to strictly inspect the transportation of livestock and poultry without quarantine from other provinces into Nghe An, and from one district to another within the province.

6. Department of Industry and Trade:

Coordinate with the Department of Agriculture and Rural Development (through the Veterinary Sub-Department) to strengthen the management of the circulation of animals and livestock, poultry, and aquatic products.

7. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper:

Coordinate with the Department of Agriculture and Rural Development and local authorities to strengthen information and communication efforts on measures to prevent and control diseases in livestock, poultry, and aquatic animals.

8. Organizations and individuals operating in the field of veterinary medicine:

a) Strictly comply with legal regulations regarding: animal husbandry, mandatory vaccination of livestock, poultry, dogs, and cats; slaughtering, transporting animals, trading animals and animal products; production and trading of animal breeds; production and trading of veterinary drugs, biological products, vaccines, and chemicals used in veterinary medicine;

b) Owners of farms and livestock breeding facilities, as well as aquaculture farms, are subject to administrative and legal management in the field of veterinary medicine. They must register with the local authorities when raising livestock; possess a certificate of compliance with veterinary hygiene standards; declare the livestock situation, report vaccination schedules, report disease outbreaks and other activities related to veterinary medicine to the veterinary agency for monitoring, inspection and guidance on disease prevention and control measures as prescribed by law;

c) Brackish water shrimp farming facilities that purchase shrimp fry for stocking must have them quarantined at the point of sale. The shrimp fry must have a clear origin and comply with technical farming procedures. If households purchasing shrimp fry do not comply with State regulations and an outbreak occurs, they will not be eligible for support under Decision No. 09/2012/QD-UBND, dated February 4, 2012, of the People's Committee of Nghe An province "On promulgating regulations on some policies to support investment in agricultural and rural development in Nghe An province in the period 2012-2015".

Organizations and individuals that fail to comply with regulations in the field of veterinary medicine and cause the spread of disease will be severely punished according to the law; they will not be entitled to state support under current regulations.

The Provincial People's Committee requests that the Directors of relevant provincial departments, heads of provincial agencies, chairmen of district People's Committees; and all relevant units and individuals seriously implement this Directive. During the implementation process, any difficulties encountered should be reported to the Department of Agriculture and Rural Development for compilation and submission to the Provincial People's Committee for resolution.
