Proactively prevent disease in livestock

(Directive No. 01/2013 dated January 3, 2013 of the Provincial People's Committee on veterinary work in 2013)

To proactively prevent and control epidemics, create favorable conditions for the development of the Livestock and Aquaculture sectors in the province, and contribute to protecting the health of the community, the Provincial People's Committee requests the Chairman of the District People's Committee, Directors of Departments, Heads of Provincial-level Departments and Branches to strictly implement the following contents:

1. People's Committees of districts, cities and towns:

a) Coordinate with the Department of Agriculture and Rural Development and relevant agencies of the province to seriously implement the work of preventing and controlling livestock and poultry diseases in the management area according to the provisions of the law on veterinary medicine; b) Strengthen the propaganda and dissemination of policies and legal provisions on veterinary work to raise awareness and responsibility of people in the work of preventing and controlling livestock, poultry and aquatic diseases;

c) Direct the Department of Agriculture and Rural Development, veterinary stations and People's Committees of communes, wards and towns to effectively implement the following contents: Develop plans and solutions to prevent and control livestock, poultry and aquatic diseases in 2013;

- The responsibility of monitoring and reporting epidemics in livestock and aquatic products is assigned to local authorities. When an epidemic occurs in livestock and aquatic products, it is necessary to report to superior agencies for information and direction, and proactively deploy emergency epidemic prevention measures to control, contain and suppress the epidemic in a small area;

- Organize vaccination for livestock and poultry; disinfect and sterilize the livestock environment according to the plan approved by the Provincial People's Committee;

d) Coordinate with the Veterinary Department to strengthen disease management in the province, especially at livestock and poultry farms, livestock and aquatic product supply companies located in the district. Strengthen quarantine, slaughter control, and veterinary hygiene inspection in the management area to ensure disease safety for animals and food hygiene and safety for consumers; Deploy the construction of concentrated livestock and poultry slaughterhouses according to the planning of the Provincial People's Committee. Plan concentrated livestock and poultry farming areas.

2. Department of Agriculture and Rural Development:

a) Advise the Provincial People's Committee on solutions to direct localities to deploy, seriously and effectively implement veterinary work in the province, ensuring disease safety in livestock and aquaculture;

b) Preside and coordinate with the People's Committees at the district level and relevant sectors. Focus on directing the prevention and control of dangerous epidemics such as: Avian influenza, FMD in livestock, blue ear disease, swine fever, rabies, white spot, hepatopancreatic necrosis syndrome in farmed shrimp... to limit the occurrence of epidemics in the whole province;

c) Direct the Veterinary Department:

- Develop plans and measures to prevent and control livestock, poultry and aquatic diseases in the province;

- Coordinate with the district People's Committees, relevant departments and branches to effectively implement the following contents: closely monitor the disease situation in livestock herds; vaccinate 100% of the total number of livestock, poultry, dogs and cats that must be vaccinated, especially in 8 districts in the national FMD control project for the period 2011 - 2015, the dairy cow belt; organize 3 - 4 disinfection campaigns of the livestock environment; strengthen inspection and examination of disease prevention and control in livestock, poultry and aquatic products; manage veterinary drugs and vaccines in veterinary medicine and veterinary practice in the province; rectify and strictly handle units, organizations and individuals that violate regulations;

- Closely monitor and supervise disease developments, have plans and solutions to promptly prevent and control livestock, poultry and aquatic diseases to effectively control disease outbreaks;

- Strengthen quarantine work at the source; control the transportation of animals and animal products within and outside the province (including aquatic products) at the departure and arrival points according to regulations, especially at U market - Do Luong district and cattle in the border area of ​​Ky Son district according to the direction of the Ministry of Agriculture and Rural Development; guide the control of slaughter of livestock and poultry, and check the veterinary hygiene of fresh animal food in the province.

3- Department of Finance:

Advise the Provincial People's Committee to promptly arrange and allocate funding for veterinary activities in 2013, especially funding for disease prevention and control when livestock, poultry and aquatic diseases occur.

4. Department of Health:

Coordinate with the Department of Agriculture and Rural Development and related units to organize food safety and hygiene inspections for foods of animal origin, preventing dangerous diseases from livestock to humans. Take the lead and coordinate closely with the Department of Agriculture and Rural Development in the prevention of influenza A (H5N1) in humans and people bitten by rabid dogs.

5. Provincial Police, Provincial Border Guard Command, Nghe An Customs Department:

Closely coordinate with the Department of Agriculture and Rural Development, localities, and relevant sectors to participate in the work of preventing and fighting livestock, poultry, and aquatic diseases; at the same time, strictly control the import of animals and animal products, especially the smuggling of buffalo, cows, dogs, poultry, etc. from neighboring countries into Nghe An province. Direct the Provincial Traffic Police Department to coordinate with the Veterinary Department to strictly inspect the transportation of unquarantined livestock and poultry from other provinces into Nghe An, from one district to another in the province.

6. Department of Industry and Trade:

Coordinate with the Department of Agriculture and Rural Development (through the Veterinary Department) to strengthen the management of the circulation of animals and livestock, poultry and aquatic products.

7. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper:

Coordinate with the Department of Agriculture and Rural Development and localities to strengthen information and propaganda work on measures to prevent and control diseases in livestock, poultry and aquatic products.

8. Organizations and individuals operating in the veterinary field:

a) Strictly comply with legal regulations on: animal husbandry, mandatory vaccination for livestock, poultry, dogs, and cats; slaughtering, transporting animals, trading animals and animal products; production and trading of livestock breeds; production and trading of veterinary medicines, biological products, vaccines, and chemicals used in veterinary medicine;

b) Owners of farms and ranches raising livestock, poultry, and aquaculture are subject to legal administrative management in the veterinary field. They must register with the local authorities when raising livestock; have a certificate of veterinary hygiene eligibility; declare the livestock situation, report vaccination schedules, report disease situations and activities related to the veterinary field to the veterinary agency for monitoring, inspection, and guidance on disease prevention and control measures according to the provisions of law;

c) Brackish water shrimp farming facilities, purchasing shrimp seeds for release must be quarantined at the place of sale. Shrimp seeds must have clear origin. Comply with technical farming processes. If the shrimp seed buyer does not comply with State regulations, allowing the disease to occur, they will not be supported according to Decision No. 09/2012/QD-UBND, dated February 4, 2012 of the People's Committee of Nghe An province "On promulgating regulations on a number of policies to support investment in agricultural and rural development in Nghe An province in the period 2012-2015".

Organizations and individuals who do not comply with regulations in the veterinary field and spread diseases will be strictly handled according to the law and will not be entitled to State support according to current regulations.

The Provincial People's Committee requests the Directors of relevant provincial departments, heads of relevant provincial departments and branches, chairmen of district-level People's Committees; relevant units and individuals to seriously implement this Directive. During the implementation process, if there are any problems, please report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for resolution.
