    NUMBER OF COMMITTEE MEMBERS, STANDING COMMITTEE MEMBERS, DEPUTY SECRETS OF COMMITTEE MEMBERS AT ALL LEVELS FOR THE 2025 - 2030 TERM

    I- NUMBER AND STRUCTURE OF PROVINCIAL COMMITTEE MEMBERS FOR TERM 2025 - 2030

    1. Quantity

    The number of members of the Provincial Party Executive Committee shall not exceed 69 comrades (implemented as in the 2015 - 2020 term).

    2. Structure

    Implement Directive No. 45-CT/TW and the Personnel Project of the Provincial Party Executive Committee submitted to the Congress for the 2025-2030 term approved by competent authorities.

    II- PARTY COMMITTEE DIRECTLY SUPERIOR TO THE GRASSROOTS

    1. Party Committee of commune and ward

    - Executive Committee: From 27 to 33; in which, the Party Committee merged from 2 communes(ward)Or the commune party committee is not subject to merger or consolidation, the maximum number is not more than 27; the party committee merges or consolidates from 3 communes(ward)or more, the maximum number shall not exceed 33.

    1. Comrades joining the Party Committee for the first time

    1.1.For level conscious:Male born from September 1968, female born from May 1972 onwards(in case female cadres retire at the age of60 as prescribed by law,born from September 1970 onwards).

    1.2. For level on the direct basis:Male born from June 1968, female born from February 1972 onwards(in case female cadres are allowed to retire at the age of 60 according to the provisions of law),born from June 1970 onwards).

    Answer:According to Appendix 1 issued with Notice No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

    STANDARDS FOR COMMITTEE MEMBERS AT ALL LEVELS FOR THE 2025 - 2030 TERM

    1. General standards

    The standards for Party Committee members at all levels are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017 of the 12th Politburo on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels"; Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, which emphasizes the following standards:

    1.1.Have a strong political stance, absolutely loyal to the interests of the Party, the State and the People; steadfast in Marxism-Leninism, Ho Chi Minh thought, the Party's renewal policy, the goal of national independence and socialism. Resolutely fight to protect the Party's ideological foundation, the Constitution and the laws of the State.

    1.2.Have moral qualities, exemplary and pure lifestyle; strictly implement Party regulations, principles of democratic centralism, self-criticism and criticism; have a sense of organization and discipline and a high sense of responsibility in work, maintain internal solidarity; be diligent, thrifty, honest, impartial; declare assets and income honestly and transparently; not be opportunistic, ambitious for power, local, factional, corrupt, negative, "group interests"... Do not let spouse, children, relatives take advantage of position and authority for personal gain.

    1.3.Have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, scientific and effective working methods; combine words with actions, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; have achievements, work results and specific "products" in the assigned area and field of work.

    1.4.Have professional qualifications, political theory, and state management that meet the requirements and assigned tasks and according to the regulations of the Party and State; necessary and appropriate IT and foreign language qualifications.

    1.5.Cadres are introduced to be elected to participate in the Party Committee and positions.(higher)leaders of Party committees, government, and the Fatherland Front(including political organizations)-society)must have held the current position or equivalent position for at least 1 year(12 months)In special cases where the term of office is not guaranteed, the competent authority appointing the officer shall consider, decide and take responsibility for its decision.

    1.6.Healthy enough to perform duties; ensure age for appointment and nomination according to Party regulations.

    2. Specific standards

    2.1. Standards for key leadership positions at the provincial level(Provincial Party Secretary, Deputy Provincial Party Secretary, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee):Pursuant to Regulation No. 214-QD/TW dated January 2, 2020 of the Politburo on the framework of standards for positions and criteria for evaluating cadres under the management of the Party Central Committee, the Politburo, and the Secretariat; comrades nominated for election to key leadership positions must ensure the standards of all positions they are expected to hold.

    2.2. Standards for members of the Provincial Party Executive Committee

    Comrades nominated for election as members of the Provincial Party Executive Committee must fully meet the standards according to the Regulations of the Provincial Party Standing Committee on the framework of title standards and criteria for evaluating cadres under the management of the Provincial Party Standing Committee.(as stated in Section I, Clause 1))At the same time, the following specific standards are needed:

    - Exemplary of the Party in terms of political mettle, moral qualities and working capacity. Having awareness, responsibility and comprehensive knowledge to participate in discussions, contribute, plan policies, programs, plans and collective leadership of the Provincial Party Executive Committee.

    - Understanding of Party building work, mass mobilization work and activities of the political system. Having the capacity to successfully organize and implement the Party's guidelines, policies, resolutions, and State policies and laws in the assigned field.

    - Have leadership and management capacity; have the ability to forecast, handle and respond promptly to sudden and unexpected situations and have the ability to work independently.

    2.3. Standards for members of the Provincial Party Standing Committee

    Ensure full standards of Provincial Party Executive Committee members; at the same time, the following additional standards are required:

    - Truly exemplary in political qualities, moral qualities, intelligence, fighting spirit, leadership and management capacity, and sense of organization and discipline.

    - Deep understanding of the situation of the province, the country and the world; politically sensitive, economically acumen, deeply understanding of society. Highly conscious, responsible, qualified, capable of planning programs, plans, resolutions, proposing practical issues for the Provincial Party Executive Committee and the Provincial Party Standing Committee to discuss and decide.

    2.4. Standards for Party Committee members, Standing Committee members; Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee of communes and wards; direct superiors at the grassroots level: Implement according to the Guidelines of the Provincial Party Standing Committee on personnel work for the 2025 - 2030 term congress.

    Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

    1.Party committees at all levels organize conferences to deploy and disseminate Directive No. 45-CT/TW, this Circular and documents and instructions for their congresses in accordance with the situation, characteristics, conditions and specific requirements of the locality, agency and unit (organize conferences in person or online for dissemination).

    2.Party committees at all levels establish sub-committees and working groups to assist in preparing and organizing congresses; assign standing committee members and committee members to direct, guide, and inspect lower-level party committees (if any); organize model congresses to gain experience; proactively grasp the situation and promptly take measures to handle and resolve difficulties or complex problems that arise for party committees. Focus on directing congresses of newly consolidated grassroots party committees after the reorganization of commune-level administrative units (if any). Based on actual conditions, the Provincial Party Committee Standing Committee can select a number of commune and ward party committees (immediately after the decision to establish commune and ward party committees is made) for model congresses. The Provincial Public Security Party Committee will continue to hold a model congress in mid-June 2025.

    3.The Standing Committee of the superior Party Committee directly develops a specific plan and schedule to listen to the reports of the Standing Committee of the lower Party Committee and give written instructions on draft documents, personnel plans, and congress plans of the lower Party Committee. The Standing Committees of the subordinate Party Committees must discuss and agree with the Provincial Party Committee's Organization Committee on the congress personnel plan before passing it to the Provincial Party Committee Standing Committee.

    4.The Party Committees of the Provincial Party agencies, the Provincial People's Committee Party Committee; specialized agencies advising and assisting the Provincial Party Committee; the Fatherland Front (including socio-political organizations) direct, review, amend and supplement relevant regulations and instructions; ensure consistency and unity with Directive No. 45-CT/TW and this Circular. The Provincial People's Committee Party Committee leads the Provincial People's Committee and specialized agencies to advise and implement the regime and policies for cadres who are not old enough to be re-elected according to the regulations of the Party and the State.

    5.The Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Provincial Border Guard Party Committee shall base on the instructions of superiors and related contents in this Circular to deploy party congresses at all levels according to regulations.

    6.Assign the Provincial Party Committee's Organizing Committee to base on Directive No. 45-CT/TW and this Circular to issue guidelines on personnel work at the Party Congresses at the grassroots, commune, ward and grassroots levels for the 2025-2030 term; preside over and coordinate with specialized agencies to advise and assist the Provincial Party Committee according to assigned functions and tasks to guide, monitor and inspect the preparation and conduct of Party Congresses at all levels; synthesize and report to the Provincial Party Committee Standing Committee.

    7.The Standing Committees of the Party Committees directly under the Provincial Party Committee shall, based on this Notice and the guidance of specialized agencies, advise and assist the Provincial Party Committee in developing plans and providing specific guidance to the grassroots Party organizations directly under the Provincial Party Committee on the congress for the 2025-2030 term.

    - Immediately complete the leadership positions of state agencies for the 2021-2026 term, and at the same time prepare leadership personnel for the People's Councils and People's Committees at all levels for the 2026-2031 term, leadership of the 16th National Assembly Delegation, and leadership personnel of the Fatherland Front (including socio-political organizations) according to regulations.

    Assignment, arrangement, placement and implementation of regimes and policies for cadres after the congress

    - Carry out the assignment of new Party Committee members immediately after the congress or after being appointed according to the personnel plan approved by competent authorities and in accordance with practical requirements.

    - Pay attention to, mobilize, assign, and arrange work for district-level Party Committee members to take on leadership positions at the commune level after completing the activities of district-level administrative units.

    - Proactively do a good job of ideological work, encourage officials who are not old enough to retire, retire early, and enjoy the regimes and policies according to regulations for officials who are not old enough to be re-elected. For officials who are old enough to be re-elected but wish to retire early, they will be allowed to retire and have their regimes and policies resolved according to Conclusion No. 75-KL/TW, dated March 7, 2025 of the Politburo and related regulations.

    - Regarding the time of ceasing to hold leadership positions of the People's Council, People's Committee and leadership positions with Party committee structure but not participating in the Party committee for the 2025 - 2030 term, the implementation is as follows:

    + Provincial level: Cadres who reach retirement age after the congress or are still of working age but do not participate in the provincial Party Committee (excluding comrades of the 13th Party Central Committee) will be dismissed from their leadership and management positions immediately after the congress or at the nearest meeting of the Provincial People's Council after the congress. Particularly for the leadership positions of the Provincial People's Council, if the personnel prepared to replace them are not yet People's Council delegates, the incumbent cadres will continue to hold their positions until the end of the 2021 - 2026 term.

    + Commune level: Implement according to the instructions of the Central Organizing Committee and the Provincial Party Standing Committee.

    - Cadres at the commune level after the reorganization of administrative units at the commune and ward levels (including non-merged communes) who are not re-elected due to not meeting the standards, conditions or being unable to be assigned or arranged to other jobs, shall comply with Conclusion No. 64-KL/TW, dated May 28, 2013 of the 11th Party Central Committee and resolve the regime and policies according to the provisions of law.

(iii) Party Committees with less than 200 party members shall hold a congress of party members.     Age to participate in Party committees, government, Fatherland Front (including socio-political organizations)

    Comrades who are participating in the Party Committee, government, and Fatherland Front (including socio-political organizations) for the first time must have at least one full term of service remaining at the time of the Party Congress at each level, the election time, or the congress of each organization as prescribed in Point 3.2 above.

    Comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service at the time of the Party Congress at each level. In special cases, the Deputy Secretary of the Provincial Party Committee must have at least 42 months of remaining service (Appendix 2).
