I- NUMBER AND STRUCTURE OF PROVINCIAL COMMITTEE MEMBERS FOR TERM 2025 - 2030

1. Quantity

The number of members of the Provincial Party Executive Committee shall not exceed 69 comrades (implemented as in the 2015 - 2020 term).

2. Structure

Implement Directive No. 45-CT/TW and the Personnel Project of the Provincial Party Executive Committee submitted to the Congress for the 2025-2030 term approved by competent authorities.

II- PARTY COMMITTEE DIRECTLY SUPERIOR TO THE GRASSROOTS

1. Party Committee of commune and ward

- Executive Committee: From 27 to 33; in which, the Party Committee merged from 2 communes(ward)Or the commune party committee is not subject to merger or consolidation, the maximum number is not more than 27; the party committee merges or consolidates from 3 communes(ward)or more, the maximum number shall not exceed 33.

- Standing Committee: From 9 to 11. Structural orientation, including: Secretary, Deputy Secretary; Chairman of the People's Council(Secretary or Deputy Secretary concurrently), Chairman of the People's Committee, 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee; Chairman of the Inspection Committee, Head of the Party Building Committee; Military Commander, Chief of Police; Chairman of the Fatherland Front and other structures(if any)considered and decided by the Standing Committee of the Provincial Party Committee.

- Deputy Secretary: 2 (1 permanent deputy secretary and 1 deputy secretary, chairman of the People's Committee).

2. For affiliated party committees

(1) Party Committees of Provincial Party agencies

- Executive Committee: no more than 27 comrades

- Standing Committee: No more than 9 comrades

The structure orientation is as follows: The Standing Deputy Secretary of the Provincial Party Committee is the Party Committee Secretary; 1 member of the Standing Committee of the Provincial Party Committee is the Standing Deputy Secretary of the Party Committee; 1 full-time Deputy Secretary of the Party Committee(The structure of the Provincial Party Executive Committee may be decided by the Standing Committee of the Provincial Party Committee); 1 comrade in the Standing Committee of the Provincial People's Council; Chief of the Provincial Party Committee Office; select 4 out of 5 deputy leaders of agencies and units: Provincial Party Committee's Organization Committee, Provincial Party Committee's Inspection Committee, Provincial Party Committee's Propaganda and Mass Mobilization Committee, Provincial Party Committee's Internal Affairs Committee, and Fatherland Front(in which the agency, units where a member of the Provincial Party Standing Committee holds the position of Standing Deputy Secretary of the Provincial Party Committee will not introduce personnel to participate in the membership of the Party Standing Committee).

- Deputy Secretaries: 1 Permanent Deputy Secretary and 1 full-time Deputy Secretary

(2) For the Provincial People's Committee Party Committee

- Party Executive Committee: No more than 27 comrades

- Party Committee Standing Committee: No more than 9 comrades.

The structure orientation is as follows: Deputy Secretary, Chairman of the Provincial People's Committee is the Party Committee Secretary; Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee is the Permanent Deputy Secretary of the Party Committee; Vice Chairmen of the Provincial People's Committee; Director of the Department of Home Affairs; Chief of Office of the Provincial People's Committee; 1 - 2 full-time Deputy Secretaries of the Party Committee(inThat can structure 1 comrade to participate in the Provincial Party Executive Committee as decided by the Provincial Party Standing Committee);The remaining structure is considered and decided by the Provincial Party Standing Committee.

- Deputy Secretaries: 1 Permanent Deputy Secretary and 1-2 full-time Deputy Secretaries.

*Note:After assigning and perfecting the personnel of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Secretary, and the Deputy Provincial Party Secretary for the 2025-2030 term, the Provincial Party Standing Committee will appoint the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretary for the 2025-2030 term of the two above-mentioned Party Committees.

(3) For the Party Committees of the Public Security, Military, and Border Guard

Follow the specific regulations of the Politburo.

(4). For the Party Committee of Vinh University and Vinh University of Technical Education

- Executive Committee: Vinh University Party Committee has no more than 21 comrades; Vinh University of Technical Education Party Committee has no more than 15 comrades (implemented as in the 2020 - 2025 term).

The structure is oriented as follows: Secretary, Deputy Secretary, Chairman of the School Council, Vice Chairman of the School Council, Principal, Vice Principal, heads of some party building committees, heads of some socio-political organizations, some secretaries or heads of affiliated units and other members are structured appropriately.

- Standing Committee: Vinh University Party Committee has no more than 7 comrades; Vinh University of Technical Education has no more than 5 comrades. Deputy Secretary: 1 comrade.

The structure is as follows: Secretary, Deputy Secretary, Chairman of the School Board, Principal and other members are structured appropriately.

III- GRASSROOTS PARTY COMMITTEE

1. For grassroots party committees (cells) directly under the Party Committees of provincial Party agencies and the Party Committee of the Provincial People's Committee

- Party Executive Committee: No more than 15 comrades.

- Party Committee Standing Committee: No more than 5 comrades.

The Standing Committee of the Party Committee of Party agencies and the Party Committee of the Provincial People's Committee shall, based on the characteristics and situation of each unit, guide and prescribe the number, structure of Party committees and standing committees of Party committees for other types of affiliated grassroots Party organizations.

2.Party committeesbaseof another type

- The number and structure of Party committees and standing committees of other types of Party organizations are basically the same as in the 2020-2025 term.

- The Standing Committee of the Party Committee at the higher level shall, based on the characteristics and situation of each unit, guide and prescribe the number and structure of the Party Committee and Standing Committee of the Party Committee for other types of subordinate grassroots Party organizations.

Answer:According to Appendix 2 issued with Notice No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

AGE OF COMMITTEE MEMBERS FOR TERM 2025 - 2030

1. Comrades joining the Party Committee for the first time

1.1.For level conscious:Male born from September 1968, female born from May 1972 onwards(in case female cadres retire at the age of60 as prescribed by law,born from September 1970 onwards).

1.2. For level on the direct basis:Male born from June 1968, female born from February 1972 onwards(in case female cadres are allowed to retire at the age of 60 according to the provisions of law),born from June 1970 onwards).

1.3.For the Party Committees of the communes,ward provincial level: Male born from July 1968, female born from March 1972 onwards(In case female cadres are allowed to retire at the age of 60 according to the law, they must have been born from July 1970 onwards).

Comrades participating in the Party Committee in the police who are eligible for re-election must be at least 48 months old; in the army, they must be at least 30 months old; in special cases, for the police who are at least 30 months old but under 48 months old, and for the army who are at least 12 months old but under 30 months old, they must be capable, healthy enough to perform their duties, have high prestige, and complete their duties well as decided by the competent authority appointing cadres. Comrades participating in the Party Committee in the Military and Border Guard Party Committees shall follow the instructions of the Central Military Commission; comrades participating in the Party Committee in the Public Security Party Committees shall follow the instructions of the Central Public Security Party Committee.

2.6. For administrative agencies, public service units and enterprises:The secretaries are the heads and deputy secretaries of specialized party committees in the party committees of Party agencies, the government, and the Fatherland Front.(including political organizations)-society),public service unit; secretary or deputy secretary is chairman of the board of members(board of directors), general director, deputy secretary in charge of party work in state-owned enterprises, financial institutions, state-owned commercial banks with at least 1 year of working experience(12 months)or more, as decided by the competent authority.

- For other types of enterprises: Depending on the actual situation of the unit, the structure of secretary, deputy secretary, and party committee members is associated with the key leadership positions of the enterprise.

Answer:According to Appendix 1 issued with Notice No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

STANDARDS FOR COMMITTEE MEMBERS AT ALL LEVELS FOR THE 2025 - 2030 TERM

1. General standards

The standards for Party Committee members at all levels are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017 of the 12th Politburo on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels"; Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, which emphasizes the following standards:

1.1.Have a strong political stance, absolutely loyal to the interests of the Party, the State and the People; steadfast in Marxism-Leninism, Ho Chi Minh thought, the Party's renewal policy, the goal of national independence and socialism. Resolutely fight to protect the Party's ideological foundation, the Constitution and the laws of the State.

1.2.Have moral qualities, exemplary and pure lifestyle; strictly implement Party regulations, principles of democratic centralism, self-criticism and criticism; have a sense of organization and discipline and a high sense of responsibility in work, maintain internal solidarity; be diligent, thrifty, honest, impartial; declare assets and income honestly and transparently; not be opportunistic, ambitious for power, local, factional, corrupt, negative, "group interests"... Do not let spouse, children, relatives take advantage of position and authority for personal gain.

1.3.Have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have innovative thinking, vision, scientific and effective working methods; combine words with actions, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; have achievements, work results and specific "products" in the assigned area and field of work.

1.4.Have professional qualifications, political theory, and state management that meet the requirements and assigned tasks and according to the regulations of the Party and State; necessary and appropriate IT and foreign language qualifications.

1.5.Cadres are introduced to be elected to participate in the Party Committee and positions.(higher)leaders of Party committees, government, and the Fatherland Front(including political organizations)-society)must have held the current position or equivalent position for at least 1 year(12 months)In special cases where the term of office is not guaranteed, the competent authority appointing the officer shall consider, decide and take responsibility for its decision.

1.6.Healthy enough to perform duties; ensure age for appointment and nomination according to Party regulations.

2. Specific standards

2.1. Standards for key leadership positions at the provincial level(Provincial Party Secretary, Deputy Provincial Party Secretary, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee):Pursuant to Regulation No. 214-QD/TW dated January 2, 2020 of the Politburo on the framework of standards for positions and criteria for evaluating cadres under the management of the Party Central Committee, the Politburo, and the Secretariat; comrades nominated for election to key leadership positions must ensure the standards of all positions they are expected to hold.

2.2. Standards for members of the Provincial Party Executive Committee

Comrades nominated for election as members of the Provincial Party Executive Committee must fully meet the standards according to the Regulations of the Provincial Party Standing Committee on the framework of title standards and criteria for evaluating cadres under the management of the Provincial Party Standing Committee.(as stated in Section I, Clause 1))At the same time, the following specific standards are needed:

- Exemplary of the Party in terms of political mettle, moral qualities and working capacity. Having awareness, responsibility and comprehensive knowledge to participate in discussions, contribute, plan policies, programs, plans and collective leadership of the Provincial Party Executive Committee.

- Understanding of Party building work, mass mobilization work and activities of the political system. Having the capacity to successfully organize and implement the Party's guidelines, policies, resolutions, and State policies and laws in the assigned field.

- Have leadership and management capacity; have the ability to forecast, handle and respond promptly to sudden and unexpected situations and have the ability to work independently.

2.3. Standards for members of the Provincial Party Standing Committee

Ensure full standards of Provincial Party Executive Committee members; at the same time, the following additional standards are required:

- Truly exemplary in political qualities, moral qualities, intelligence, fighting spirit, leadership and management capacity, and sense of organization and discipline.

- Deep understanding of the situation of the province, the country and the world; politically sensitive, economically acumen, deeply understanding of society. Highly conscious, responsible, qualified, capable of planning programs, plans, resolutions, proposing practical issues for the Provincial Party Executive Committee and the Provincial Party Standing Committee to discuss and decide.

2.4. Standards for Party Committee members, Standing Committee members; Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee of communes and wards; direct superiors at the grassroots level: Implement according to the Guidelines of the Provincial Party Standing Committee on personnel work for the 2025 - 2030 term congress.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

1.Party committees at all levels organize conferences to deploy and disseminate Directive No. 45-CT/TW, this Circular and documents and instructions for their congresses in accordance with the situation, characteristics, conditions and specific requirements of the locality, agency and unit (organize conferences in person or online for dissemination).

2.Party committees at all levels establish sub-committees and working groups to assist in preparing and organizing congresses; assign standing committee members and committee members to direct, guide, and inspect lower-level party committees (if any); organize model congresses to gain experience; proactively grasp the situation and promptly take measures to handle and resolve difficulties or complex problems that arise for party committees. Focus on directing congresses of newly consolidated grassroots party committees after the reorganization of commune-level administrative units (if any). Based on actual conditions, the Provincial Party Committee Standing Committee can select a number of commune and ward party committees (immediately after the decision to establish commune and ward party committees is made) for model congresses. The Provincial Public Security Party Committee will continue to hold a model congress in mid-June 2025.

3.The Standing Committee of the superior Party Committee directly develops a specific plan and schedule to listen to the reports of the Standing Committee of the lower Party Committee and give written instructions on draft documents, personnel plans, and congress plans of the lower Party Committee. The Standing Committees of the subordinate Party Committees must discuss and agree with the Provincial Party Committee's Organization Committee on the congress personnel plan before passing it to the Provincial Party Committee Standing Committee.

4.The Party Committees of the Provincial Party agencies, the Provincial People's Committee Party Committee; specialized agencies advising and assisting the Provincial Party Committee; the Fatherland Front (including socio-political organizations) direct, review, amend and supplement relevant regulations and instructions; ensure consistency and unity with Directive No. 45-CT/TW and this Circular. The Provincial People's Committee Party Committee leads the Provincial People's Committee and specialized agencies to advise and implement the regime and policies for cadres who are not old enough to be re-elected according to the regulations of the Party and the State.

5.The Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Provincial Border Guard Party Committee shall base on the instructions of superiors and related contents in this Circular to deploy party congresses at all levels according to regulations.

6.Assign the Provincial Party Committee's Organizing Committee to base on Directive No. 45-CT/TW and this Circular to issue guidelines on personnel work at the Party Congresses at the grassroots, commune, ward and grassroots levels for the 2025-2030 term; preside over and coordinate with specialized agencies to advise and assist the Provincial Party Committee according to assigned functions and tasks to guide, monitor and inspect the preparation and conduct of Party Congresses at all levels; synthesize and report to the Provincial Party Committee Standing Committee.

7.The Standing Committees of the Party Committees directly under the Provincial Party Committee shall, based on this Notice and the guidance of specialized agencies, advise and assist the Provincial Party Committee in developing plans and providing specific guidance to the grassroots Party organizations directly under the Provincial Party Committee on the congress for the 2025-2030 term.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Report the results of congress preparations to the standing committee of the immediate superior Party Committee.

- The Standing Committee of the Party Committee or the Executive Committee (where there is no Standing Committee of the Party Committee) must report to the Standing Committee of the immediate superior Party Committee on the preparation of documents and personnel plans for the new term. Only when the Standing Committee of the immediate superior Party Committee agrees can the congress be held.

- When reviewing the personnel of the lower-level Party Committee, the Standing Committee of the directly superior Party Committee shall simultaneously consider and give opinions on the leadership personnel of the People's Council, People's Committee; the Inspection Committee and the Chairman of the Inspection Committee at the lower level, and the leadership personnel participating in the election of delegates to the People's Council at the higher level.

- Reporting time: Implement according to the plan of the Provincial Party Standing Committee.

Some tasks to be carried out immediately after the congress

- After the congress, the new Party Committee will summarize and draw experience from the preparation and organization of the congress.

- The new Party Committee reports to the higher Party Committee to approve the Party Committee, leadership positions of the Party Committee and the Inspection Committee; and assigns work to the new Party Committee members.

- Immediately complete the leadership positions of state agencies for the 2021-2026 term, and at the same time prepare leadership personnel for the People's Councils and People's Committees at all levels for the 2026-2031 term, leadership of the 16th National Assembly Delegation, and leadership personnel of the Fatherland Front (including socio-political organizations) according to regulations.

- Develop working regulations of the Party Committee; annual and full-term work programs; promptly and proactively direct the development of action plans and programs to implement the congress resolutions, and promptly put the resolutions into practice.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Assignment, arrangement, placement and implementation of regimes and policies for cadres after the congress

- Carry out the assignment of new Party Committee members immediately after the congress or after being appointed according to the personnel plan approved by competent authorities and in accordance with practical requirements.

- Pay attention to, mobilize, assign, and arrange work for district-level Party Committee members to take on leadership positions at the commune level after completing the activities of district-level administrative units.

- Proactively do a good job of ideological work, encourage officials who are not old enough to retire, retire early, and enjoy the regimes and policies according to regulations for officials who are not old enough to be re-elected. For officials who are old enough to be re-elected but wish to retire early, they will be allowed to retire and have their regimes and policies resolved according to Conclusion No. 75-KL/TW, dated March 7, 2025 of the Politburo and related regulations.

- Regarding the time of ceasing to hold leadership positions of the People's Council, People's Committee and leadership positions with Party committee structure but not participating in the Party committee for the 2025 - 2030 term, the implementation is as follows:

+ Provincial level: Cadres who reach retirement age after the congress or are still of working age but do not participate in the provincial Party Committee (excluding comrades of the 13th Party Central Committee) will be dismissed from their leadership and management positions immediately after the congress or at the nearest meeting of the Provincial People's Council after the congress. Particularly for the leadership positions of the Provincial People's Council, if the personnel prepared to replace them are not yet People's Council delegates, the incumbent cadres will continue to hold their positions until the end of the 2021 - 2026 term.

+ Commune level: Implement according to the instructions of the Central Organizing Committee and the Provincial Party Standing Committee.

- Cadres at the commune level after the reorganization of administrative units at the commune and ward levels (including non-merged communes) who are not re-elected due to not meeting the standards, conditions or being unable to be assigned or arranged to other jobs, shall comply with Conclusion No. 64-KL/TW, dated May 28, 2013 of the 11th Party Central Committee and resolve the regime and policies according to the provisions of law.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Structure, number of delegates and election of delegates to attend higher-level congresses

- The number of delegates to party congresses at all levels is as follows:

(1) The Provincial Party Congress has no more than 500 delegates.

(2) The congress of the Party Committee at the level directly above the grassroots level and equivalent shall not exceed 300 delegates.

(3) For Party Committees of communes and wards directly under the province after merger or consolidation (including Party Committees of communes and wards that are not merged or consolidated), the number of congress delegates shall not exceed 250.

(4) Grassroots Party Committees: (i) Are assigned or pilot delegated authority to a higher level at the grassroots level, with no more than 250 delegates. (ii) Party Committees with 200 or more party members shall hold a congress of delegates, the number of delegates shall be decided directly by the higher-level Party Committee. (iii) Party Committees with less than 200 party members shall hold a congress of party members. In case a grassroots Party Committee with less than 200 party members has difficulties in organizing a congress of party members and is approved by the higher-level Party Committee, a congress of delegates shall be held; the number of delegates shall be decided directly by the higher-level Party Committee.

- Basically maintain the stability of the number and structure of delegates in the local bloc and ensure that there are 1 to 2 delegates in each important sector and field (not counting ex-officio delegates) to improve the quality of discussion at the congress.

- The election of delegates to attend the congress of the Party Committee at higher levels must be based on the Party Charter, the Party Election Regulations and the guidance of the direct superior Party Committee on the number and structure of delegates to the congress of the Party Committee at all levels.

- Party congresses at all levels elect a number of alternate delegates to replace absent official delegates; the number of alternate delegates is decided by the congress.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Party committee personnel process

- Provincial level: Implement according to Appendix No. 4, Directive No. 45-CT/TW.

- For grassroots and commune and ward levels, implement according to: Conclusion No. 150-KL/TW, dated April 14, 2025 of the Politburo on guidance on personnel plans for provincial-level Party committees subject to consolidation, merger and newly established commune levels; guidance on personnel work of the Provincial Party Committee Standing Committee; Personnel plan for commune and ward Party committees.

After completing the process of re-election of the Party Committee, the process of introducing new personnel to join the Party Committee for the first time can be carried out.

Conduct elections in congress

- The election of the executive committee, standing committee, secretary, deputy secretary, inspection committee and chairman of the inspection committee of Party committees at all levels is carried out according to the Party's election regulations.

- Pilot the election of Party secretaries at congresses at the grassroots level and at levels directly above the grassroots level (not applicable to Party committees in the Army and Public Security) in places with sufficient conditions (internal solidarity and unity; personnel with qualities, capacity, prestige, and the ability to well meet the requirements and assigned tasks; approved by the Standing Committee of the Provincial Party Committee).

- For places where the congress directly elects the Party Committee Secretary, the congress must conduct a vote to introduce the Party Committee Secretary from among the comrades who have just been elected to the new Party Committee. In case the congress introduces a person different from the personnel plan approved by the competent Party Committee, the election must not be held and must be reported to the Standing Committee of the higher-level Party Committee for direction.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Party Committee structure

- Must ensure the direct and comprehensive leadership of the Party Committee in important areas and fields; attach importance to quality, not lower standards for the sake of structure; implement the policy that it is not necessary for every locality, department, or branch to have people participating in the Party Committee; unify the positions with "rigid" structure to participate in the Standing Committee, the remaining positions are decided by the Party Committee according to the requirements of political tasks and the situation of the cadre team of the locality and unit.

- Personnel preparation needs to harmoniously combine local human resources with the mobilization and rotation of cadres from other places. Localities and units with Party committee structures but have not yet prepared local personnel, the direct superior Party committee shall consider and mobilize personnel from other places who meet the standards, conditions, and requirements of the political tasks of the locality or unit to introduce, appoint to join the Party committee or supplement after the congress.

- Basically, arrange for the Party Secretary (Deputy Secretary) to concurrently be the Chairman of the People's Council at the provincial and commune levels.

- Each comrade in the standing committee of the provincial Party Committee basically does not hold more than two positions in the provincial leadership positions: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation, Chairman of the Fatherland Front; other cases are considered and decided by competent authorities.

- Strive to basically arrange for Party secretaries who are not local people in communes and wards and encourage this to be done for other positions (For Provincial Party Secretary, follow the direction of the Central Government).

- Assigning, arranging new work or introducing candidates for election in other localities, agencies and units for comrades who are party secretaries at the grassroots level and equivalent or higher and have held the position for more than 2 consecutive terms (8 years or more) in a locality, agency or unit.

- Strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee; strive for a rate of young cadres (under 42 years old for provincial and communal levels) of 10% or more (calculated for the entire term); strive for a rate of cadres with scientific and technological qualifications of about 5%; the rate of Party Committee members who are ethnic minorities must be consistent with the characteristics, ethnic structure and specific conditions of each locality, agency and unit. Party Committees and heads of competent levels proactively develop specific plans to train, foster, rotate, mobilize, promote and arrange female cadres, young cadres, ethnic minority cadres, cadres with scientific and technological qualifications into positions with a structure to participate in the new Party Committee term according to regulations.

- Strive to renew at least 1/3 of the total number of Party Committee members during the term (not applicable to merged or consolidated Party Committees). Implement the three-age structure in Party Committees at all levels and strive to implement it in the Standing Committee and Standing Committee of the Party Committee.

- At the beginning of the term, places that have not elected enough number, ratio, and structure of Party committees according to regulations, must proactively prepare personnel during the term to complete and supplement according to regulations.

Number of Party Committee members, Standing Committee members and Deputy Party Committee Secretaries

- The number of Party Committee members, Standing Committee members and Deputy Secretaries of Party Committees at all levels is specified in Appendix 3.

- Based on the standards, conditions and situation of the cadre team, the congress decides the number of Party Committee members; the new Party Committee decides the number of Standing Committee members and Deputy Party Committee Secretaries on the basis of regulations of the competent Party Committee.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels:

Age to participate in Party committees, government, Fatherland Front (including socio-political organizations)

Comrades who are participating in the Party Committee, government, and Fatherland Front (including socio-political organizations) for the first time must have at least one full term of service remaining at the time of the Party Congress at each level, the election time, or the congress of each organization as prescribed in Point 3.2 above.

Comrades nominated for re-election to the Party Committee must have at least 48 months of remaining service at the time of the Party Congress at each level. In special cases, the Deputy Secretary of the Provincial Party Committee must have at least 42 months of remaining service (Appendix 2).

Cadres re-elected to the Party Committee shall be re-elected to leadership positions of the government and the Fatherland Front (including socio-political organizations), but must have at least 36 months of remaining working time at the time of election or congress of each organization. The time of election or congress of each organization is as prescribed in Point 3.2 above.

Age for re-election to inspection committees at all levels

Implement the guidance of the Central Inspection Committee and assign the Provincial Party Committee's Inspection Committee to guide the direction of increasing the minimum time for re-election of the inspection committee from 24 months to 42 months (an increase of 18 months compared to current regulations), ensuring consistency and consistency with the age for re-election of the Party Committee according to the regulations of the Politburo.
