I. NUMBER AND STRUCTURE OF PROVINCIAL PARTY COMMITTEE MEMBERS FOR THE TERM 2025-2030

1. Quantity

The number of members of the Provincial Party Committee shall not exceed 69 (as in the 2015-2020 term).

2. Structure

In accordance with Directive No. 45-CT/TW and the personnel plan for the Provincial Party Committee submitted to the Congress for the 2025-2030 term, which has been approved by the competent authority.

II- PARTY COMMITTEES AT THE DIRECT SUPERIOR LEVEL TO THE GRASSROOTS LEVEL

1. Party Committee of the commune/ward

The organizational structure is as follows: The Standing Deputy Secretary of the Provincial Party Committee is the Secretary of the Party Committee; 1 member of the Standing Committee of the Provincial Party Committee is the Standing Deputy Secretary of the Party Committee; and 1 full-time Deputy Secretary of the Party Committee.(The structure of participation in the Provincial Party Committee's Executive Board may be decided by the Provincial Party Standing Committee); 1 comrade in the Standing Committee of the Provincial People's Council; Chief of the Provincial Party Committee Office; selection of 4 out of 5 deputy leaders of the following agencies and units: Provincial Party Committee's Organization Department, Provincial Party Committee's Inspection Committee, Provincial Party Committee's Propaganda and Mass Mobilization Department, Provincial Party Committee's Internal Affairs Department, and the Fatherland Front.(including the agency)(In units where a member of the Provincial Party Standing Committee holds the position of Permanent Deputy Secretary of the Provincial Party Committee, no candidate should be nominated to participate as a member of the Party Standing Committee.)

(2) For the Party Committee of the Provincial People's Committee

The organizational structure is as follows: The Deputy Secretary and Chairman of the Provincial People's Committee is the Party Committee Secretary; the Member of the Provincial Party Standing Committee and the Permanent Vice Chairman of the Provincial People's Committee is the Permanent Deputy Secretary of the Party Committee; the Vice Chairmen of the Provincial People's Committee; the Director of the Department of Internal Affairs; the Chief of the Provincial People's Committee Office; and 1-2 full-time Deputy Secretaries of the Party Committee.(inThis could involve structuring one comrade to participate in the Provincial Party Committee's Executive Board, as decided by the Provincial Party Standing Committee.The remaining structure will be considered and decided by the Standing Committee of the Provincial Party Committee.

- Deputy Secretaries: 1 Standing Deputy Secretary and 1-2 full-time Deputy Secretaries.

*Note:After assigning and consolidating personnel for the Provincial Party Committee Executive Board, the Provincial Party Standing Committee, the Provincial Party Secretary, and the Provincial Party Deputy Secretary for the 2025-2030 term, the Provincial Party Standing Committee will then appoint the Executive Board, Standing Committee, Secretary, and Deputy Secretary for the 2025-2030 term of the two aforementioned Party committees.

(3) For the Party Committees of Public Security, Military, and Border Guard

(4). For the Party Committee of Vinh University, Vinh University of Technology and Education

III- GRASSROOTS PARTY COMMITTEES

1. For grassroots Party committees (branches) directly under the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee.

- Party Committee Executive Board: No more than 15 members.

- Standing Committee of the Party Committee: No more than 5 members.

The Standing Committee of the Party Committee of Party agencies and the Party Committee of the Provincial People's Committee shall, based on the characteristics and situation of each unit, provide guidance and regulations on the number and structure of Party committees and standing committees for other types of subordinate grassroots Party organizations.

2.Party committeesfacilitybelonging to another type

- The number and structure of Party committees and standing committees of other types of Party organizations will basically remain the same as in the 2020-2025 term.

- The Standing Committee of the higher-level Party Committee, based on the characteristics and situation of each unit, will guide and regulate the number and structure of Party committees and standing committees for other types of subordinate grassroots Party organizations.

STANDARDS FOR PARTY COMMITTEE MEMBERS AT ALL LEVELS FOR THE TERM 2025 - 2030

1. General standards

The criteria for Party committee members at all levels are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017, of the Politburo of the 12th Party Congress on the framework of job title standards and the orientation of criteria for evaluating leading and managerial cadres at all levels; and Directive No. 45-CT/TW, dated April 14, 2025, of the Politburo on Party congresses at all levels leading to the 14th National Congress of the Party, which emphasizes the following standards:

1.1.Possessing firm political resolve, absolute loyalty to the interests of the Party, the State, and the People; steadfastly adhering to Marxism-Leninism, Ho Chi Minh Thought, the Party's reform line, and the goals of national independence and socialism. Resolutely fighting to protect the Party's ideological foundation, the Constitution, and the State's laws.

1.2.Possessing exemplary and upright moral character and lifestyle; strictly adhering to Party regulations, the principle of democratic centralism, self-criticism and criticism; demonstrating organizational discipline and a high sense of responsibility in work, maintaining internal unity; being thrifty, honest, and impartial; truthfully and transparently declaring assets and income; avoiding opportunism, power ambitions, factionalism, corruption, negative practices, and "group interests"... Not allowing spouses, children, or relatives to exploit their position or authority for personal gain.

1.3.They possess the ability to effectively concretize and organize the implementation of the Party's guidelines and policies, and the State's laws and regulations; they have innovative thinking, vision, and a scientific and efficient working method; they match words with actions, are dynamic, creative, and dare to think, speak, act, and take responsibility; and they have concrete achievements, results, and "products" in their assigned area and field of work.

1.6.Possessing sufficient health to perform the duties; meeting the age requirements for appointment and nomination as stipulated by the Party.

2. Specific standards

2.1. Standards for key provincial-level leadership positions(Secretary of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee):In accordance with Regulation No. 214-QD/TW, dated January 2, 2020, of the Politburo on the framework of standards for positions and criteria for evaluating cadres under the management of the Central Committee, Politburo, and Secretariat of the Party; comrades nominated for election to key leadership positions must meet the standards for all positions they are expected to hold.

2.2. Criteria for Members of the Provincial Party Committee

Comrades nominated for election to the Provincial Party Committee must meet all the standards as stipulated in the Provincial Party Standing Committee's regulations on the framework of standards for positions and criteria for evaluating cadres under the Provincial Party Standing Committee's management.(as stated in Section I, Clause 1)); at the same time, the following specific standards are needed:

- Exemplary Party member in terms of political acumen, moral character, and work capacity. Possesses a sense of responsibility and comprehensive knowledge to participate in discussions, contribute to the formulation of policies, programs, plans, and the collective leadership of the Provincial Party Committee.

- Possess a thorough understanding of Party building, mass mobilization, and the functioning of the political system. Have the capacity to successfully implement the Party's guidelines, policies, and resolutions, as well as the State's laws and regulations, in the assigned area of ​​responsibility.

- Possesses leadership and management skills; capable of anticipating, handling, and responding promptly to unexpected situations; and able to work independently.

2.3. Criteria for Members of the Provincial Party Standing Committee

Ensure that all the criteria for a member of the Provincial Party Committee are met; in addition, the following criteria should also be considered:

- Truly exemplary and model in terms of political acumen, moral character, intellect, fighting spirit, leadership and management capabilities, and organizational discipline.

- Possessing extensive knowledge of the situation in the province, the country, and the world; politically astute, economically astute, and deeply knowledgeable about society. Having a high sense of responsibility and competence in formulating programs, plans, resolutions, and proposing practical issues for discussion and decision by the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.

2.4Criteria for Party Committee members, Standing Committee members; secretaries, deputy secretaries, chairpersons of People's Councils, chairpersons of People's Committees of communes and wards; and those directly above the grassroots level: These will be implemented according to the Provincial Party Standing Committee's guidelines on personnel work for the 2025-2030 term congress.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

1.Party committees at all levels shall organize conferences to disseminate and thoroughly understand Directive No. 45-CT/TW, this Circular, and other documents and guidelines for their respective congresses, in accordance with the specific situation, characteristics, conditions, and requirements of their localities, agencies, and units (these conferences can be held in person or online for dissemination).

2.Party committees at all levels shall establish subcommittees and working groups to prepare and organize the congresses; assign standing committee members and committee members to direct, guide, and inspect lower-level party committees (if any); organize pilot congresses to gain experience; proactively monitor the situation and promptly take measures to handle and resolve difficulties or complex issues arising in party committees. Focus on directing the congresses of newly reorganized grassroots party committees after the rearrangement of commune-level administrative units (if any). Based on actual conditions, the Provincial Party Standing Committee may select a number of commune and ward party committees (immediately after the decision to establish these commune and ward party committees) for pilot congresses. The Provincial Public Security Party Committee will continue to hold a pilot congress in mid-June 2025.

3.The Standing Committee of the higher-level Party Committee shall develop a specific plan and schedule to hear reports from the Standing Committee of the lower-level Party Committee and provide written guidance on the draft documents, personnel proposals, and congress plans of the lower-level Party Committee. The Standing Committees of the subordinate Party Committees must discuss and agree with the Provincial Party Committee's Organization Department on the congress personnel proposals before submitting them to the Provincial Party Committee's Standing Committee for approval.

4.The Party Committees of the provincial Party agencies, the Party Committee of the Provincial People's Committee; the specialized agencies advising and assisting the Provincial Party Committee; and the Fatherland Front (including political and social organizations) shall direct, review, amend, and supplement relevant regulations and guidelines; ensuring consistency and uniformity with Directive No. 45-CT/TW and this Circular. The Party Committee of the Provincial People's Committee shall lead the Provincial People's Committee and specialized agencies in advising and implementing policies and regulations for cadres who are not old enough to be re-elected according to the regulations of the Party and the State.

5.The Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Provincial Border Guard Party Committee shall base their actions on the guidance from higher levels and the relevant contents of this Circular to implement the Party congresses at all levels in accordance with regulations.

6.The Provincial Party Committee's Organization Department is tasked with issuing guidelines on personnel matters for Party committees at the grassroots, commune, ward, and local Party congresses for the 2025-2030 term, based on Directive No. 45-CT/TW and this Circular; presiding over and coordinating with specialized agencies advising and assisting the Provincial Party Committee according to their assigned functions and tasks to guide, monitor, and inspect the preparation and conduct of Party congresses at all levels; and compiling and reporting to the Provincial Party Standing Committee.

7.The Standing Committees of the Party Committees directly under the Provincial Party Committee shall base their actions on this Circular and the guidance of the specialized agencies advising and assisting the Provincial Party Committee to develop plans and provide specific guidance to the subordinate grassroots Party organizations regarding the congresses for the 2025-2030 term.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

Report the results of the congress preparations to the standing committee of the immediate superior Party committee.

- The Standing Committee of the Party Committee or the Executive Committee (where there is no Standing Committee) must report to the Standing Committee of the Party Committee at the next higher level on the preparation of documents and personnel plans for the new term. Only after receiving approval from the Standing Committee at the next higher level can the congress be held.

- When reviewing personnel of lower-level Party committees, the Standing Committee of the directly superior Party committee simultaneously considers and gives opinions on leadership personnel of the People's Council, People's Committee; Inspection Committee and its chairman at the lower level; and leadership personnel participating in the election of People's Council representatives at the superior level.

- Reporting time: To be carried out according to the plan of the Provincial Party Standing Committee.

Several tasks will be carried out immediately after the congress.

- After the congress, the new Party committee will organize a review and draw lessons from the preparation and organization of the congress.

- The newly elected Party Committee reports to the higher-level Party Committee for approval of the Party Committee, the leadership positions of the Party Committee and the Inspection Committee; and assigns tasks to the members of the new Party Committee.

- Immediately consolidate the leadership positions of state agencies for the 2021-2026 term, while simultaneously preparing personnel for leadership positions in People's Councils and People's Committees at all levels for the 2026-2031 term, leadership of the 16th National Assembly Delegation, and leadership personnel of the Fatherland Front (including political and social organizations) as prescribed.

- Develop working regulations for Party committees; work programs for the entire term and annually; promptly and proactively direct the development of plans and action programs to implement the resolutions of the Party congress, and quickly put the resolutions into practice.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

The assignment, arrangement, placement, and implementation of policies and regulations for officials after the congress.

- Assigning new Party committee members immediately after the congress or after they are appointed according to the personnel plan approved by the competent authority and in accordance with the practical situation.

- Pay attention to, direct, assign, and arrange work for district-level Party committee members to assume leadership positions at the commune level after the completion of the district-level administrative unit's operations.

- Proactively carry out ideological work, encourage early retirement, and ensure that cadres who are not old enough to be re-elected receive the benefits and policies as prescribed. For cadres who are old enough to be re-elected but wish to retire early, allow them to retire and resolve their benefits and policies according to Conclusion No. 75-KL/TW, dated March 7, 2025, of the Politburo and related regulations.

- Regarding the timing of ceasing to hold leadership positions in the People's Council, People's Committee, and other leadership positions with Party committee structure but not participating in the Party committee for the 2025-2030 term, the following procedures shall apply:

+ Provincial level: Officials who reach retirement age after the congress or who are still of working age but do not participate in the provincial Party committee (excluding members of the 13th Central Committee of the Party) shall be relieved of their leadership and management positions immediately after the congress or at the next session of the Provincial People's Council after the congress. Specifically for leadership positions in the Provincial People's Council, if the person being prepared to replace them is not a member of the Provincial People's Council, the incumbent official shall continue to hold the position until the end of the 2021-2026 term.

+ At the commune level: Implementation will follow the guidelines of the Central Organizing Committee and the Standing Committee of the Provincial Party Committee.

- Officials at the commune level who, after the reorganization of commune-level administrative units (including communes not merged), are not re-elected due to not meeting the standards and conditions or being unable to be assigned to other work, shall be handled according to Conclusion No. 64-KL/TW, dated May 28, 2013, of the Central Committee of the 11th Party Congress and their entitlements and policies shall be resolved in accordance with the law.

The structure, number of delegates, and election of delegates to the higher-level congress.

- The number of delegates to the Party congresses at all levels is as follows:

(1) The Provincial Party Congress shall not have more than 500 delegates.

(2) Party congresses at the level directly above the grassroots and equivalent levels shall not exceed 300 delegates.

(3) For Party committees of communes and wards under the provincial level after consolidation and merger (including Party committees of communes and wards that have not been consolidated or merged), the number of delegates to the congress shall not exceed 250.

(4) Grassroots Party Committees: (i) Those granted authority or piloting the granting of authority at the grassroots level, with no more than 250 delegates. (ii) Party committees with 200 or more members shall hold delegate congresses, the number of delegates decided by the directly superior Party committee. (iii) Party committees with fewer than 200 members shall hold member congresses. In cases where a grassroots Party committee has fewer than 200 members and faces difficulties in organizing member congresses and is approved by the directly superior Party committee, a delegate congress shall be held; the number of delegates decided by the directly superior Party committee.

- Basically, maintain the stability of the number and structure of delegates in the local sector and ensure that there are 1 to 2 delegates in each important industry or field (excluding ex-officio delegates) to improve the quality of discussions at the congress.

- The election of delegates to the higher-level Party congress must be based on the Party Charter, the Regulations on Elections within the Party, and the guidance of the immediate higher-level Party committee on the number and structure of delegates to the Party congresses at all levels.

- Party congresses at all levels elect a number of alternate delegates to replace absent official delegates; the number of alternate delegates is decided by the congress.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

Party committee personnel selection process

- Provincial level: Implement according to Appendix No. 4, Directive No. 45-CT/TW.

- For grassroots and commune/ward levels, the following should be followed: Conclusion No. 150-KL/TW, dated April 14, 2025, of the Politburo on guiding the personnel plan for provincial-level Party committees subject to merger and consolidation, and newly established commune-level Party committees; guidance on personnel work of the Provincial Party Standing Committee; and the personnel plan for commune/ward Party committees.

Only after the process of re-election to the Party committee has been completed can the process of nominating candidates for the first time to participate in the Party committee be carried out.

Conduct elections during the congress.

- The election of the executive committee, standing committee, secretary, deputy secretary, inspection committee, and chairman of the inspection committee at all levels of the Party shall be conducted in accordance with the Party's election regulations.

- Conduct a pilot program for electing the Party Committee Secretary at the Party Congress for grassroots and higher-level Party organizations (excluding Party organizations in the Army and Public Security) in areas that meet the necessary conditions (internal unity and cohesion; personnel with good qualities, capabilities, prestige, and the ability to effectively meet the assigned requirements and tasks; and with the approval of the Provincial Party Standing Committee).

- For places where the Party Congress directly elects the Party Secretary, the Congress must conduct a vote to nominate candidates for the Party Secretary position from among the newly elected members of the Party Committee. If the Congress nominates a candidate different from the personnel plan approved by the competent Party Committee, the election will not proceed, and a report must be submitted to the Standing Committee of the higher-level Party Committee for guidance.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

Party committee structure

- It is necessary to ensure the direct and comprehensive leadership of the Party committee over important areas and sectors; prioritize quality, and not lower standards for the sake of structural considerations; implement the policy that it is not necessary for every locality, department, or agency to have a representative in the Party committee; standardize the positions with a "fixed" structure participating in the standing committee, while the remaining positions are decided by the Party committee according to the requirements of political tasks and the situation of the cadre team of the locality or unit.

- Personnel preparation needs to harmoniously combine local personnel with the deployment and rotation of cadres from other areas. Localities and units with Party committee structures but lacking local personnel preparation should have their personnel from higher-level Party committees considered and deployed from other areas who meet the necessary standards and conditions to fulfill the political tasks of the locality or unit, for nomination and appointment to the Party committee or for inclusion after the congress.

- Basically, the arrangement is to have the Party Secretary (or Deputy Party Secretary) also serve as the Chairman of the People's Council at the provincial and commune levels.

- Each member of the provincial Party Standing Committee shall not hold more than two positions among the provincial leadership positions: Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Head of the National Assembly Delegation, Chairman of the Fatherland Front; other cases shall be considered and decided by the competent authority.

- Strive to fundamentally ensure that the Party Secretary at the commune and ward level is not a local resident, and encourage this practice for other positions (For the Provincial Party Secretary, follow the Central Committee's directives).

- Assigning new duties or nominating candidates in other localities, agencies, or units for comrades who are secretaries of Party committees at the immediate higher level than the grassroots and equivalent levels or higher, and who have held the position for more than two consecutive terms (8 years or more) in the same locality, agency, or unit.

- Strive to achieve a rate of 15% or more of female Party committee members and to have female cadres in the standing committee; strive for a rate of 10% or more of young cadres (under 42 years old at the provincial and commune levels) (for the entire term); strive for a rate of approximately 5% of cadres with scientific and technological qualifications; ensure that the rate of Party committee members from ethnic minorities is consistent with the characteristics, ethnic structure, and specific conditions of each locality, agency, and unit. Party committees and heads at all levels with authority should proactively develop specific plans to train, cultivate, rotate, transfer, promote, and assign female cadres, young cadres, ethnic minority cadres, and cadres with scientific and technological qualifications to positions with a structure of participation in the new Party committee term as prescribed.

- Strive to renew at least one-third of the total number of Party committee members during the term (excluding merged or consolidated Party committees). Implement a three-age group structure in Party committees at all levels and strive to implement it in the standing committee and executive committee of Party committees.

- At the beginning of the term, in areas where the required number, proportion, and structure of Party committees have not been elected, personnel must be proactively prepared during the term to consolidate and supplement them according to regulations.

- The structure of Party committees, the proportion of young cadres, female cadres, ethnic minority cadres, and cadres with scientific and technological qualifications participating in Party committees, and the renewal of Party committees for Party organizations in the armed forces shall be implemented according to the guidelines of the Central Military Commission and the Central Public Security Party Committee. The structure of Party committees, the proportion of young cadres, female cadres, ethnic minority cadres, and cadres with scientific and technological qualifications participating in Party committees, and the renewal of Party committees for Party organizations in agencies, units, enterprises, etc., shall basically be implemented as in the 2020-2025 term and shall be considered and decided by the standing committee of the higher-level Party committee.

Number of Party committee members, standing committee members, and deputy secretaries of the Party committee.

- The number of Party committee members, standing committee members, and deputy secretaries of Party committees at all levels is specified in Appendix 3.

- Based on the standards, conditions, and situation of the cadre, the congress decides on the number of committee members; the new committee decides on the number of standing committee members and deputy secretaries of the committee based on the regulations of the competent committee.

Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

Age requirements for participation in Party committees, government bodies, and the Fatherland Front (including political and social organizations).

Comrades participating for the first time in Party committees, government bodies, and the Fatherland Front (including political and social organizations) must have at least one full term of service remaining at the time of organizing the Party congress at each level, at the time of the election, or at the congress of each organization as stipulated in Point 3.2 above.

Comrades nominated for re-election to the Party Committee must have at least 48 months of service remaining at the time the Party Congress at each level begins. In the special case of a Deputy Secretary of the Provincial Party Committee, they must have at least 42 months of service remaining (Appendix 2).

Cadres who are re-elected to Party committees are eligible for re-election to leadership positions in the government and the Fatherland Front (including political and social organizations), but they must have at least 36 months of service remaining at the time of the election or congress of each organization. The time of the election or congress of each organization is as stipulated in Point 3.2 above.

For the armed forces (as per point 2.5 of Appendix 2); administrative agencies, public service units, and enterprises (as per point 2.6 of Appendix 2)

Age limits for re-election to inspection committees at all levels.

Following the guidance of the Central Inspection Commission and assigning the Provincial Inspection Commission to provide guidance, the minimum re-election period for inspection commissions will be increased from 24 months to 42 months (an increase of 18 months compared to the current regulation), ensuring consistency and uniformity with the age limit for re-election to Party committees as stipulated by the Politburo.
