    NUMBER OF PARTY COMMITTEE MEMBERS, STANDING COMMITTEE MEMBERS, AND DEPUTY SECRETARIES OF PARTY COMMITTEES AT ALL LEVELS FOR THE TERM 2025 - 2030

    I. NUMBER AND STRUCTURE OF PROVINCIAL PARTY COMMITTEE MEMBERS FOR THE TERM 2025-2030

    1. Quantity

    The number of members of the Provincial Party Committee shall not exceed 69 (as in the 2015-2020 term).

    2. Structure

    In accordance with Directive No. 45-CT/TW and the personnel plan for the Provincial Party Committee submitted to the Congress for the 2025-2030 term, which has been approved by the competent authority.

    II- PARTY COMMITTEES AT THE DIRECT SUPERIOR LEVEL TO THE GRASSROOTS LEVEL

    1. Party Committee of the commune/ward

    - Executive Committee: From 27 to 33 members; including the Party Committee formed by the merger of two communes.(ward)Or, for commune-level Party committees not subject to consolidation or merger, the maximum number shall not exceed 27; for Party committees that are consolidated or merged from 3 communes.(ward)For those above that number, the maximum number should not exceed 33.

    - Standing Committee: 9-11 members. Structural orientation includes: Secretary, Deputy Secretary; Chairman of the People's Council(Secretary or Deputy Secretary of the Standing Committee holding concurrent positions), Chairman of the People's Committee, 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee; Chairman of the Inspection Committee, Head of the Party Building Committee; Commander of the military, Chief of the police; Chairman of the Fatherland Front and other structures(if any)It will be considered and decided by the Standing Committee of the Provincial Party Committee.

    - Standing Committee: The Party Committee of Vinh University shall have no more than 7 members; the Party Committee of Vinh University of Technology and Education shall have no more than 5 members. One Deputy Secretary.

    III- GRASSROOTS PARTY COMMITTEES

    1. For grassroots Party committees (branches) directly under the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee.

    - Party Committee Executive Board: No more than 15 members.

    - Standing Committee of the Party Committee: No more than 5 members.

    The Standing Committee of the Party Committee of Party agencies and the Party Committee of the Provincial People's Committee shall, based on the characteristics and situation of each unit, provide guidance and regulations on the number and structure of Party committees and standing committees for other types of subordinate grassroots Party organizations.

    AGE RANGE FOR PARTY COMMITTEE MEMBERS FOR THE TERM 2025-2030

    1. Comrades who are participating in the Party committee for the first time.

    1.1.For level conscious:Males born from September 1968 onwards, females born from May 1972 onwards.(in the case of female officials retiring at a certain age)60 in accordance with the law,(those born from September 1970 onwards).

    1.2. For the level on a direct basis:Males born from June 1968 onwards, females born from February 1972 onwards.(This applies to female officials who retire at the age of 60 as stipulated by law),(those born from June 1970 onwards).

    STANDARDS FOR PARTY COMMITTEE MEMBERS AT ALL LEVELS FOR THE TERM 2025 - 2030

    1. General standards

    The criteria for Party committee members at all levels are basically implemented according to Regulation No. 89-QD/TW, dated August 4, 2017, of the Politburo of the 12th Party Congress on the framework of job title standards and the orientation of criteria for evaluating leading and managerial cadres at all levels; and Directive No. 45-CT/TW, dated April 14, 2025, of the Politburo on Party congresses at all levels leading to the 14th National Congress of the Party, which emphasizes the following standards:

    1.1.Possessing firm political resolve, absolute loyalty to the interests of the Party, the State, and the People; steadfastly adhering to Marxism-Leninism, Ho Chi Minh Thought, the Party's reform line, and the goals of national independence and socialism. Resolutely fighting to protect the Party's ideological foundation, the Constitution, and the State's laws.

    1.2.Possessing exemplary and upright moral character and lifestyle; strictly adhering to Party regulations, the principle of democratic centralism, self-criticism and criticism; demonstrating organizational discipline and a high sense of responsibility in work, maintaining internal unity; being thrifty, honest, and impartial; truthfully and transparently declaring assets and income; avoiding opportunism, power ambitions, factionalism, corruption, negative practices, and "group interests"... Not allowing spouses, children, or relatives to exploit their position or authority for personal gain.

    2. Specific standards

    2.1. Standards for key provincial-level leadership positions(Secretary of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Chairman of the Provincial People's Committee):In accordance with Regulation No. 214-QD/TW, dated January 2, 2020, of the Politburo on the framework of standards for positions and criteria for evaluating cadres under the management of the Central Committee, Politburo, and Secretariat of the Party; comrades nominated for election to key leadership positions must meet the standards for all positions they are expected to hold.

    2.2. Criteria for Members of the Provincial Party Committee

    Comrades nominated for election to the Provincial Party Committee must meet all the standards as stipulated in the Provincial Party Standing Committee's regulations on the framework of standards for positions and criteria for evaluating cadres under the Provincial Party Standing Committee's management.(as stated in Section I, Clause 1)); at the same time, the following specific standards are needed:

    - Exemplary Party member in terms of political acumen, moral character, and work capacity. Possesses a sense of responsibility and comprehensive knowledge to participate in discussions, contribute to the formulation of policies, programs, plans, and the collective leadership of the Provincial Party Committee.

    - Possess a thorough understanding of Party building, mass mobilization, and the functioning of the political system. Have the capacity to successfully implement the Party's guidelines, policies, and resolutions, as well as the State's laws and regulations, in the assigned area of ​​responsibility.

    - Possesses leadership and management skills; capable of anticipating, handling, and responding promptly to unexpected situations; and able to work independently.

    2.3. Criteria for Members of the Provincial Party Standing Committee

    Answer:According to Circular No. 13-TT/TU dated April 26, 2025, of the Standing Committee of the Nghe An Provincial Party Committee on Party congresses at all levels:

    1.Party committees at all levels shall organize conferences to disseminate and thoroughly understand Directive No. 45-CT/TW, this Circular, and other documents and guidelines for their respective congresses, in accordance with the specific situation, characteristics, conditions, and requirements of their localities, agencies, and units (these conferences can be held in person or online for dissemination).

    2.Party committees at all levels shall establish subcommittees and working groups to prepare and organize the congresses; assign standing committee members and committee members to direct, guide, and inspect lower-level party committees (if any); organize pilot congresses to gain experience; proactively monitor the situation and promptly take measures to handle and resolve difficulties or complex issues arising in party committees. Focus on directing the congresses of newly reorganized grassroots party committees after the rearrangement of commune-level administrative units (if any). Based on actual conditions, the Provincial Party Standing Committee may select a number of commune and ward party committees (immediately after the decision to establish these commune and ward party committees) for pilot congresses.     3.The Standing Committee of the higher-level Party Committee shall develop a specific plan and schedule to hear reports from the Standing Committee of the lower-level Party Committee and provide written guidance on the draft documents, personnel proposals, and congress plans of the lower-level Party Committee.     4.The Party Committees of the provincial Party agencies, the Party Committee of the Provincial People's Committee; the specialized agencies advising and assisting the Provincial Party Committee; and the Fatherland Front (including political and social organizations) shall direct, review, amend, and supplement relevant regulations and guidelines; ensuring consistency and uniformity with Directive No. 45-CT/TW and this Circular. The Party Committee of the Provincial People's Committee shall lead the Provincial People's Committee and specialized agencies in advising and implementing policies and regulations for cadres who are not old enough to be re-elected according to the regulations of the Party and the State.

    5.The Provincial Military Party Committee, the Provincial Public Security Party Committee, and the Provincial Border Guard Party Committee shall base their actions on the guidance from higher levels and the relevant contents of this Circular to implement the Party congresses at all levels in accordance with regulations.

    6.The Provincial Party Committee's Organization Department is tasked with issuing guidelines on personnel matters for Party committees at the grassroots, commune, ward, and local Party congresses for the 2025-2030 term, based on Directive No. 45-CT/TW and this Circular; presiding over and coordinating with specialized agencies advising and assisting the Provincial Party Committee according to their assigned functions and tasks to guide, monitor, and inspect the preparation and conduct of Party congresses at all levels; and compiling and reporting to the Provincial Party Standing Committee.

    7.The Standing Committees of the Party Committees directly under the Provincial Party Committee shall base their actions on this Circular and the guidance of the specialized agencies advising and assisting the Provincial Party Committee to develop plans and provide specific guidance to the subordinate grassroots Party organizations regarding the congresses for the 2025-2030 term.

    + Provincial level: Officials who reach retirement age after the congress or who are still of working age but do not participate in the provincial Party committee (excluding members of the 13th Central Committee of the Party) shall be relieved of their leadership and management positions immediately after the congress or at the next session of the Provincial People's Council after the congress.
