The 20th Congress of the Nghe An Provincial Party Committee for the 2025-2030 term is a political event of special importance, shaping and orienting the development of the province in the new period. Contributing to the draft political report submitted to the Congress, I highly appreciate the elaborate and serious preparation work, clearly demonstrating the strategic vision, determination to innovate and strong aspirations of the Provincial Party Committee. However, in order for the proposed socio-economic targets to be more feasible, and at the same time create broad consensus and influence in the implementation process, I would like to boldly propose a number of issues as follows:
First of all, the target for the gross domestic product (GRDP) growth rate for the 2026-2030 period is adjusted to 10% - 11% (in the draft it is 11 - 12%), because looking back at the 2020-2025 term, we have only achieved about 8.3% - 8.5%, while the bases for calculating the growth rate in the next term are still limited, especially when the province is entering the stage of stabilizing the 2-level local government organization model according to the new policy of the Central Government.

Similarly, the province needs to adjust the GRDP per capita target to 150 - 160 million VND/year (equivalent to 5,500 - 6,500 USD), the draft proposed to reach 7,500 - 8,000 USD, which I think is too high.
Regarding the export turnover target, the draft proposes to reach 10 billion USD, 5.8 times higher than the results of the 19th term. In the context that enterprises in the province, including FDI enterprises, are still facing many difficulties, achieving this milestone is not easy; therefore, I recommend that it be set at 6 - 8 billion USD, which would be more reasonable.
For the forest cover index, the target of 58% needs to be reconsidered. Determining the forest cover rate needs to be based on serious inventory results, properly assessing forest quality and being consistent with the reality of the area with many fluctuations in exploitation and conversion of forest land.
Regarding the consumer price index (CPI), striving to be in the top 10 leading provinces nationwide is commendable; however, practicality and sustainability factors need to be considered to avoid creating too much pressure in management.

Another issue that concerns me is that the development indicators of the draft political report have not mentioned the tourism industry; meanwhile, Nghe An is a province with great potential for this "smokeless" industry.
If there is synchronous investment in infrastructure, products, human resources and tourism environment, tourism can become an important economic sector of the province. Therefore, the province needs to set targets on the scale of tourists, tourism infrastructure and the contribution of tourism to the province's GRDP in the coming term.
Another point of concern is that the Politburo has issued Resolution 68 on private economic development. Therefore, the draft Political Report of the 20th Congress needs to develop more specific targets on the number of small and medium enterprises, private enterprises, and individual business households; at the same time, focus on the start-up environment, support entrepreneurs to grow and develop, and form large-scale enterprises with high competitiveness.
I hope that the above comments will contribute to making the Political Report of the 20th Congress of the Nghe An Provincial Party Committee more complete, closer to reality, shaping the vision, goals, motivation and appropriate solutions for Nghe An to develop quickly and sustainably, worthy of its role as a growth pole of the North Central region.

Through studying the draft Political Report submitted to the 20th Congress of the Nghe An Provincial Party Committee, I highly appreciate the quality of the document which has been carefully and seriously prepared.
Regarding the assessment of the implementation results of the 19th Congress Resolution, term 2020 - 2025, I found that the Document clearly demonstrated the spirit of looking straight at the truth, evaluating objectively, fully and comprehensively.
Outstanding achievements during the term were clearly stated, from economic growth, improved investment environment, breakthroughs in FDI attraction, upgraded infrastructure to positive changes in the fields of culture - society, education, health, social security, national defense - security and administrative reform.
The document also emphasized new points and creative approaches, clearly identified existing "bottlenecks" and challenges, and set out requirements for innovation and supplementation to improve the quality of leadership, management, and administration in the coming time.

I especially support the goal of making Nghe An a fairly developed province in the country by 2030, a national growth pole; a center of the North Central region in key areas such as high-tech industry and agriculture, healthcare, education - training, science - technology, trade, logistics, etc. These orientations clearly demonstrate the province's vision, strategic thinking and strong aspiration to rise. The vision by 2045, Nghe An becoming a comprehensively developed, civilized, modern and high-income province is a destination of profound significance.
Regarding the development perspective, I agree with the 5 viewpoints that have been stated. However, to add more depth to the guiding thinking, I propose the following viewpoint: “Taking people as the center, developing based on listening and feedback from practice; knowing how to filter the intellectual quintessence of the times, creatively applying global and domestic knowledge to the development practice of the province”. This is an important condition to help Nghe An develop quickly, sustainably, and with its own identity.

Regarding tasks and solutions, I agree with the 9 main tasks and solutions stated in the draft political report. Regarding the solution: "Innovating the growth model, restructuring the economy towards modernity and sustainability, improving growth quality and competitiveness", I suggest that it is necessary to state in more detail, more clearly, and more strongly about private economic development; both to demonstrate the real role of the private sector and to serve as a basis for building support policies, accompanying, and unlocking resources and legitimate aspirations for enrichment of people and businesses.

As a businessman investing and doing business in many industries and fields in Nghe An and several localities across the country, I highly appreciate the spirit of innovation, development vision and strong aspiration of the Nghe An Provincial Party Committee as shown in the draft Political Report of the 20th Nghe An Provincial Party Congress, term 2025 - 2030, especially the goal of making Nghe An a national growth pole in the new era of development.
To realize that aspiration, I suggest that the document should pay more attention to and emphasize the role and position of the private economic sector.,Consider this as one of the important driving forces to promote the province's growth to build more specific targets on the number of small and medium enterprises, private enterprises, and individual business households; at the same time, focus on the start-up environment, support entrepreneurs to grow and develop, and form large-scale, highly competitive enterprises.

In practice, private enterprises, especially small and medium enterprises, are still facing many difficulties in accessing credit capital..Loan procedures are still cumbersome, collateral is difficult to meet, while interest rates are not really preferential for strategic production and business sectors. It is recommended that the province has a clearer policy in mobilizing credit resources with reasonable interest rates.,Through connecting with banks, financial institutions, local development investment funds or startup and innovation capital support programs, to support potential but capital-deficient businesses.
In particular, the biggest difficulty for businesses today is the lack of clean land for investment in production and business. Therefore, it is recommended that the document identify this as a core "bottleneck" in order to have synchronous solutions in land use planning, site clearance, and infrastructure completion of industrial parks and clusters, and craft village clusters.,especially in key development areas. Along with that, promote administrative procedure reform on land, investment, and construction.,create a favorable and open environment for businesses to boldly expand their scale and invest long-term.
I believe that if private enterprises have easier access to capital - land - a stable investment environment,The province's aspiration for growth and sustainable development is not just a goal on paper, but will become a reality in the very near future.
