General Secretary To Lam attends the Congress of Delegates of the Ho Chi Minh City Party Committee
On the morning of October 14th, General Secretary To Lam attended and delivered a keynote speech at the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, for the 2025-2030 term.
According to the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, the number of official delegates summoned to the Congress is 547, including 106 ex-officio delegates and 441 delegates appointed from Party committees at the commune, ward, special zone, and higher-level grassroots Party committees directly under the City Party Committee.



At the preparatory session held on October 13th, 546 out of 547 delegates (99.82%) attended; 1 delegate was absent with a valid reason.
The Congress will address two main issues: summarizing the implementation of the Resolution of the Congress for the 2020-2025 term and determining the direction, objectives, and solutions for the 2025-2030 term; and discussing and contributing opinions to the draft documents of the 14th National Congress of the Party.

During this morning's session, the Congress will announce the decisions of the Politburo and the Secretariat on the appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretaries, Inspection Committee, and Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee for the first term, 2025-2030; and the personnel of the Ho Chi Minh City delegation to the 14th National Congress of the Party.
This afternoon, delegates discussed in groups and contributed opinions to the draft documents of the 14th National Congress of the Party and the draft documents of the first Congress of the Ho Chi Minh City Party Committee, term 2025-2030.
Aiming to become a world-class megacity.
Delegate Nguyen Hong Linh, Head of the Party Building Committee of Di An Ward (Ho Chi Minh City), expressed his hope that, through the Congress, Ho Chi Minh City after the merger will develop and become a megacity of international stature.
Delegate Nguyen Quy Thanh, Chairman of the Inspection Committee of Ho Tram commune (Ho Chi Minh City), expressed his hope that the Congress would assess the achievements and shortcomings of the past term, and from there propose specific directions and solutions. In particular, he emphasized the need for key solutions and breakthrough programs to build Ho Chi Minh City into a leading urban center worthy of the country.

Delegate Nguyen Tran Phuong Tran, Secretary of Tam Binh Ward (Ho Chi Minh City), expressed her hope that the agenda of the Congress would be appropriate and relevant to the people's wishes. She hoped that in the coming term, the city would address social welfare issues, including flooding and improving transportation infrastructure.

Delegate Vo Minh Tuan, Director of the State Bank of Vietnam's regional branch 2, expressed his hope that the Congress would elect personnel capable of implementing the major policies and guidelines assigned to the city by the Central Government, especially in the new era of development.
Similarly, delegate Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, said that the city's resources after the merger are very large but are still dispersed across the three localities before the merger: Binh Duong, Ba Ria-Vung Tau, and the former Ho Chi Minh City.
"Each province/city has its own advantages and limitations. We urgently need a commander-in-chief, a coordinator who can synthesize all resources, identify strategic goals, and gather the necessary personnel, resources, and conditions to successfully achieve the goals set by the Congress," he said.
