General Secretary To Lam attends the Ho Chi Minh City Party Congress
On the morning of October 14, General Secretary To Lam attended and delivered a speech at the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030.
According to the Propaganda and Mass Mobilization Commission of the Ho Chi Minh City Party Committee, the number of official delegates summoned to attend the Congress is 547, of which 106 are ex-officio delegates and 441 delegates are appointed at the Party Committees of communes, wards, special zones and grassroots Party Committees directly under the City Party Committee.



At the preparatory session held on October 13, 546/547 delegates (99.82%) attended; 1 delegate was absent with a reason.
The Congress will carry out two contents: Summarizing the implementation of the Resolution of the Congress for the 2020-2025 term and determining the directions, goals and solutions for the 2025-2030 term; The Congress will discuss and contribute opinions to the draft documents of the 14th National Party Congress.

During the working session this morning, the Congress will announce the decision of the Politburo and the Secretariat on the appointment of the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman of the Inspection Committee of the City Party Committee for the 1st term, 2025-2030 term; and the personnel of the Ho Chi Minh City Delegation to attend the 14th National Congress of the Party.
This afternoon, delegates discussed in groups to contribute ideas to the draft documents of the 14th National Party Congress and the draft documents of the 1st Ho Chi Minh City Party Congress, term 2025-2030.
Towards a megacity of international stature
Delegate Nguyen Hong Linh, Head of the Party Building Committee of Di An Ward (HCMC), hopes that through the Congress, HCMC after the merger will develop and become a megacity of international stature.
Delegate Nguyen Quy Thanh, Chairman of the Ho Tram Commune Inspection Committee (HCMC), hopes that the Congress will evaluate the achievements and shortcomings in the past term, thereby proposing specific directions and solutions. In particular, key solutions and breakthrough programs to build HCMC worthy of being the top urban area in the country.

Delegate Nguyen Tran Phuong Tran, Secretary of Tam Binh Ward (HCMC), hopes that the contents of the Congress's program will be appropriate and close to the people's wishes. She hopes that in the coming term, the city will solve social security issues, including flooding and improve traffic infrastructure.

Delegate Vo Minh Tuan, Director of the State Bank of Vietnam, Region 2 Branch, hopes that the Congress will select personnel who can implement the major policies and guidelines assigned to the city by the Central Government, especially in the new era of development.
Similarly, delegate Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, said that the city's resources after the merger are very large but are still scattered among the three localities before the merger: Binh Duong, Ba Ria-Vung Tau and Ho Chi Minh City (old).
"Each province/city has different advantages and limitations. We really need a commander-in-chief, a coordinator, who can synthesize all resources and determine strategic goals, gather cadres, resources, and conditions to successfully implement the goals set by the Congress," he said.
