Contributing to the draft political report of the 20th Nghe An Provincial Party Congress, term 2025-2030, Dr. Le Xuan Nghia - former Vice Chairman of the National Financial Supervision Committee, member of the Prime Minister's Advisory Group, economic expert made specific proposals on the development of private enterprises and science and technology.

According to Dr. Le Xuan Nghia, these are strategic spearheads that Nghe An needs to pay attention to in its mission.period 2025-2030.

Dr. Le Xuan Nghia said: I have studied the Draft Political Report of the 20th Nghe An Provincial Party Congress, term 2025-2030. I see two key issues that Nghe An needs to focus on:

1. Promote the development of private enterprises:

The first and urgent issue is how to increase the number of private enterprises. The number of private enterprises is a decisive factor in terms of quality. Currently, the number of private enterprises in Vietnam in general and Nghe An in particular is still very low compared to the world average. For example, in the US, with a population of 330 million people, there are up to 37 million enterprises, meaning that on average 8 people have one enterprise. Some provinces in China have 47 million people but own 6 million enterprises, equivalent to 6-7 people having one enterprise. Meanwhile, Vietnam with a population of 100 million still has less than 1 million enterprises, meaning that 100 people have less than one enterprise. This rate in Nghe An is even lower.

Therefore, one of the important contents on the agenda is that the province must find ways to develop business households so that they can grow and transform into enterprises. This will promote the birth of start-up businesses, investing in new production and business areas. These businesses have the potential to develop into small and medium enterprises, making important contributions to the economy. When they become enterprises, they will have a completely different mindset: forced to compete, fulfill transparent tax obligations, do business fairly and face market challenges.

2. Attracting talents to develop science and technology:

The second issue is to exploit the great potential of culture and people of Nghe An. This is a great opportunity, because in the current context, the strength of a country or a locality depends mainly on science and technology, and science and technology depends on people. Nghe An has abundant human resources, both those living and working in the province and those from Nghe An living and working outside the province. It is necessary to have an effective strategy to attract talent, because talent will bring science and technology to the province. This attraction can be done in many ways, such as: inviting scientists and experts to work directly or online, participating in science and technology programs and projects, or talent training projects for the province.

To do this, Nghe An needs to allocate a certain amount of resources to invest in research and development of new products. It is not necessary to focus on investing in public sectors, but it is possible to invest directly in private enterprises with new science and technology projects, especially strategic projects of the province. When the province invests, these enterprises will proactively invite domestic and international experts to participate in their projects. These are two important key strategies that I think Nghe An should focus on implementing in the next 5 years.
