After the welcoming performance and flag-raising ceremony, the Presidium reported the results of the preparatory session on the afternoon of October 15.

Accordingly, the Congress elected the Congress Presidium consisting of 16 comrades, including 4 comrades from the Standing Committee of the City Party Committee, 11 comrades from the Standing Committee of the City Party Committee and the Commander of the Hanoi Capital Command. The Secretariat elected by the Congress consisted of 3 comrades, headed by the Chief of the Office of the City Party Committee Tran Thanh Ha. The Congress Delegate Qualification Examination Committee was approved by vote, consisting of 7 comrades, headed by comrade Hoang Trong Quyet, member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee's Inspection Committee.

The Congress also approved the official working program and the working regulations of the Congress; listened to the dissemination of some contents on Party elections; and reported on the synthesis of opinions contributed to the draft documents to be submitted to the 14th National Congress of the Party...

Speaking at the opening of the Congress, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai welcomed Central and local delegates and 550 delegates representing nearly 500,000 Party members of the entire Party Committee to attend the Congress.

On behalf of the Congress, the Secretary of the City Party Committee expressed gratitude for the great contributions of the great President Ho Chi Minh - the genius leader, national liberation hero, world cultural celebrity - who founded, led and trained our Party.

Presenting the Report on the results of the verification of the qualifications of delegates, Member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee's Inspection Committee Hoang Trong Quyet said that the Committee for Verifying the qualifications of delegates of the 18th Hanoi Party Congress, term 2025-2030, has conducted a comprehensive, objective, and strict review of records and documents related to the election and appointment of delegates to the Congress in accordance with the Party Charter, the Party's Election Regulations, and the Central Committee's regulations.

The results showed that 550 official delegates summoned to attend the Congress on behalf of 497,308 Party members of the Capital Party Committee all met all standards and conditions, demonstrating the solidarity, intelligence and high representativeness of the entire Party Committee.

Of the total 550 delegates summoned, 60 delegates were ex-officio members of the 17th City Party Committee; 42 delegates were elected from the Party Congresses under the City Party Committee and 448 delegates were appointed from 128 newly established Party organizations. In the two cases where official delegates were absent during the Congress, the City Party Committee decided to summon alternate delegates to replace them according to regulations.

In terms of structure, the delegation of delegates attending the Congress has a steady succession and transition between generations, ensuring harmony between ages, fields, genders and working components. The proportion of women accounts for 22%, and ethnic minority delegates accounts for 1.09%. Notably, delegates working in the field of Party building account for more than 50%; government delegates account for 30%, the Fatherland Front and mass organizations account for nearly 9%, the armed forces account for over 4%, and the rest are in other fields.

The delegation attending the 18th Hanoi Party Congress has a very high level of education and political theory, reflecting the quality of the capital's cadres and party members in the new period. Up to 12.18% of the delegates have doctoral degrees, 71.09% have master's degrees, 16.55% have university degrees; nearly 95% of the delegates have advanced or bachelor's degrees in political theory.

Notably, among the delegates, there are 2 professors, 10 associate professors, 4 people's teachers, excellent teachers and 1 excellent doctor - intellectuals and leading experts, contributing to enriching the intelligence and stature of the Congress.

The age structure of delegates is considered reasonable, reflecting the inheritance and continuous development of the Capital Party Committee's cadres. Delegates aged 41 to 50 account for the highest proportion (50.36%), followed by the 51 to 60 age group (44.01%), the 31 to 40 age group accounts for 4.36%, and only 1.27% are delegates aged 61 and over. This structure shows the youthfulness, dynamism, and innovation combined harmoniously with the experience and political mettle of the previous generation of cadres - one of the important factors ensuring the success of the leadership and direction of the Capital Party Committee in the new period.

In this Congress, comrade Nguyen Van Thinh, Party Secretary of Residential Group No. 7, Bo De Ward (belonging to the Delegation of Bo De Ward Party Committee), is the oldest delegate (79 years old). The youngest delegate is comrade Nguyen Duy Tien Minh, 31 years old, Member of the Standing Committee of the Party Committee, Chief of Police of O Cho Dua Ward (belonging to the Delegation of O Cho Dua Ward Party Committee).

Along with the diversity in age, qualifications, and fields of work, the delegation attending the Congress also includes many comrades who are holding important positions in the political system. Among them, there is 1 Politburo member, 1 Central Party Committee member, 60 City Party Committee members of the 17th term, 480 affiliated Party Committee members, 8 National Assembly deputies, 55 City People's Council deputies and 139 People's Council deputies of communes and wards.

Comrade Hoang Trong Quyet affirmed that during the preparation process and up to the opening day, there were no complaints or denunciations related to the qualifications of delegates.

Comparing with the Party Charter, the Party Election Regulations and Instruction No. 08-HD/UBKTTTU dated November 18, 2024 of the Central Inspection Commission, the 550 delegates summoned by the City Party Committee to attend the 18th City Party Congress all meet the qualifications to be official delegates of the Congress.

Presenting the Political Report at the Congress, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the theme of the 18th City Party Congress is: "Promoting the thousand-year tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and breaking through in the new era; developing a civilized, modern and happy Capital".

Promoting the achievements of 40 years of innovation, potential, strengths, with the tradition of solidarity, bravery and creativity, the Party Committee, government and people of the Capital have strived to overcome all difficulties and challenges, successfully implementing the Resolution of the 17th Congress, basically achieving and surpassing the targets, of which 4 targets were completed 1 to 2 years early.

The City Party Committee has focused on leading the work of building a clean and strong Party organization. The capital's economy continues to develop, with an average GRDP growth of 6.57%, 1.1 times higher than the whole country; the scale is about 63 billion USD, 1.4 times higher than in 2020, accounting for 12.6% of the whole country...

On behalf of the Presidium, presenting the Report reviewing the leadership and direction of the Hanoi Party Committee, term XVII, 2020-2025, comrade Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, term XVII, Chairman of the Hanoi People's Committee, said: Despite difficulties such as the Covid-19 pandemic, natural disasters and personnel changes, the Hanoi Party Committee has always been united, innovated leadership methods, concretized 40 resolutions, 146 conclusions, 50 directives in 780 documents, effectively implemented the strategic resolutions of the Politburo, major and important policies and guidelines related to the development of the Capital.

Since the beginning of the term (up to September 25, 2025), the City Party Executive Committee has held 26 meetings (including 23 regular conferences and 3 thematic conferences). The Standing Committee of the City Party Committee has held 145 meetings, discussing 965 contents. The Standing Committee of the City Party Committee has held 240 meetings, discussing 1,766 contents.

Party building, administrative reform, and digital transformation have achieved many outstanding results, such as: Integrating 4 Party administrative procedures onto the National Public Service Portal, and the iHanoi application attracting 5.7 million users.

The capital's economy grows at an average of 6.57% per year, GRDP accounts for 12.6% of the country, budget revenue is 1.8 times higher than the previous period, accounting for about 25% of the country's total budget revenue.

Other socio-economic development indicators have all had positive and stable changes and achieved many important results. Urban planning, management and development, socio-economic infrastructure systems have been promoted in a synchronous, modern, smart and connected direction; a number of key projects have been completed: Two railway lines Cat Linh - Ha Dong, Nhon - Hanoi Railway Station (elevated section), elevated Ring Road 2, Vinh Tuy Bridge Phase 2; started construction of Ring Road 4 - Hanoi Capital Region, Tu Lien Bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge; basically treated the pollution of To Lich River as a basis for continuing to renovate and develop tourism...

Opening the discussion at the Congress, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Ha Minh Hai, Permanent Deputy Secretary of the Party Committee of the Party agencies of Hanoi City, said that with nearly half a million party members, the Party Committee of the City Party agencies plays the role of "Intellectual nucleus - strategic advisory center - synthetic brain - vanguard" in the political system of the Capital.

During the 2020-2025 term, the Party Committees of the City Party agencies have achieved many important, comprehensive and outstanding results. Faced with the requirements of innovation in the new period, the Party Committees of the city's Party agencies determined that the focus for the 2025-2030 term is to continue innovating leadership methods, making breakthroughs in personnel work, streamlining the apparatus, improving management capacity and promoting a transparent, professional and effective public service culture.

Realizing the aspiration to develop a green, smart and sustainable capital

On behalf of the Hanoi Party Committee, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said that in the new development period, Hanoi aims to achieve GRDP growth of 11% or more, with an average income of 12,000 USD by 2030, based on five key groups of solutions.

First of all, Hanoi has set the goal of creating institutional breakthroughs, building a pilot mechanism for new technologies and renewable energy; allocating more than 4% of the budget to science and technology; increasing the proportion of processing and manufacturing industry to 25% of GRDP, and covering 100% of digital infrastructure.

Along with that, complete the documents implementing the Capital Law 2024, implement Resolution No. 66-NQ/TU of the Politburo, develop national science and technology centers and support small and medium enterprises, striving to reach 350,000 enterprises by 2030.

The city also determined to promote science, technology, innovation and comprehensive digital transformation. Hanoi also set a target of digital economy accounting for 40-50% of GRDP by 2030; developing Hoa Lac High-Tech Park into a core, forming a regional-scale semiconductor and artificial intelligence R&D cluster; perfecting digital government 4.0, AI platform for smart urban management, building a digital business ecosystem and training 50,000 high-tech human resources...

Hanoi will focus on urban development associated with ecological environment protection. The city also aims for a new symbol of “Green Red River - developing space on both banks”, promoting green transportation, public transportation reaching 30%, greening the urban area with 10m² of green trees/person, treating 70% of urban wastewater and reviving 4 inner-city rivers before 2028.

The city identifies cultural development, ensuring social security associated with economic growth - for the happiness of the people. In particular, considering cultural industry and tourism as a key economic sector; promoting the digitalization of heritage, building modern cultural - sports complexes, developing the model of "Global Learning City", "Cultural Center - a gathering place for scientific and technological talents", towards a humane society, leaving no one behind.

Along with that, socio-economic development will be linked with national defense, security and international integration. Hanoi will maintain political stability and social security, expand cooperation with major cities, participate in the network of green, smart and creative cities, and implement the motto "Hanoi for the whole country, the whole country for Hanoi"...

The capital's economy has continuously developed with a growth rate higher than the national average, the economic scale is 1.4 times higher than at the beginning of the term; budget revenue is 1.8 times higher than the previous term; science, technology, innovation, and digital transformation are strongly promoted.

The cultural values ​​and people of the Capital are preserved and promoted, especially through the celebration of the 80th anniversary of the August Revolution and National Day September 2, contributing to spreading the image of elegant and civilized Hanoians, the "City for Peace" of the world.

Suggesting 7 requirements and tasks for the Hanoi Party Committee in the new term, General Secretary To Lam directed that it is necessary to build a clean, strong Party Committee and political system, set an example, act, and be responsible. This is the first breakthrough axis, deciding all successes. The Hanoi Party Committee must be truly exemplary, a shining example of political mettle, revolutionary ethics, leadership capacity, and fighting strength. Each cadre and party member must dare to think, dare to do, dare to take responsibility for the common good; say what you do; serve the people.

Continue to seriously implement the Resolutions of the 4th Central Committee of the 12th and 13th terms, in conjunction with Directive 05-CT/TU on studying and following Ho Chi Minh's ideology, morality and lifestyle. Resolutely prevent and combat corruption, negativity and waste; promote the spirit of self-criticism, solidarity and unity within the entire Party; strengthen the close relationship between the Party and the people. Focus on improving the effectiveness and efficiency of two-level local governments, strongly shifting from a management mindset to a creative and service mindset, implementing clear decentralization and delegation of power, accompanied by responsibility and control.

“We must completely change the mindset of “Hanoi is in no hurry” to a new spirit: “Hanoi says it will do it - do it quickly, do it correctly, do it effectively, do it to the end,” General Secretary To Lam expressed.

In particular, the General Secretary emphasized that Hanoi needs to put "Culture - Identity - Creativity" at the center of all development orientations of the Capital, considering it a strong endogenous resource, the foundation for forming the mettle, intelligence and strength of Hanoi, as a foundation for the Capital to affirm its leading role, leading position and influence of the country in the new period.

According to the General Secretary, the capital Hanoi carries the soul, character and intelligence of the nation, so its strength lies not only in population size or GRDP index, but also in the cultural depth cultivated through history, from the ancient vestiges of Thang Long citadel, to the modern pace of life of a leading political, cultural and economic center of the country.

Hanoi must be built as a "City of culture - identity - creativity", aiming for a "Civilized - modern - sustainable capital" with the wisdom of the times and global stature: Where culture is the root, crystallizing national wisdom, nurturing faith, aspiration and courage, creating a unique attraction that no other city can copy; identity is the fulcrum, the core competitive advantage, helping Hanoi not only preserve its historical soul but also create attraction to lead creativity, develop a knowledge-based economy, attract talent; creativity is the driving force for development, transformation, turning heritage into living values, both preserving, developing, and expanding the urban stature, from planning, architecture, art to education, science and administration.

To do so, the development strategy must synchronously connect culture, space, economy and people. Every decision, project and investment must ensure that traditional character is preserved, cultural space is shaped for future generations, and innovation capacity is created. It is necessary to develop “creative circuits” connecting the entire capital, ensuring the flow of creative energy from heritage, knowledge to technology, connecting cultural, academic and innovation centers.

On that basis, "three creative poles" will be formed, including: Heritage - the historical inner city center and the space along the Red River - Co Loa Citadel; Knowledge - National University and training and research centers; and technology - Hoa Lac High-Tech Park and innovation zones. This will be the axis leading the creativity of the entire capital, maximizing historical, knowledge and technological values, turning Hanoi into a city that converges the past, present and future.

When Hanoi puts culture - identity - creativity at the center of all development orientations, the Capital not only affirms its leading position, leading and spreading national strength, but also becomes a model urban area with courage, intelligence, vitality and sustainability, where the past, present and future converge into a comprehensive strength, serving as the foundation for the country to develop in the new era.

General Secretary To Lam also requested that Hanoi must create a completely new governance model, capable of coordinating, leading and thoroughly solving urgent problems, while opening up a vision for long-term, sustainable development. Perfecting the multi-polar, multi-center urban model, turning each development pole into a real dynamic center, closely connected by backbone infrastructure, strategic axes and comprehensive connecting corridors. It is impossible to continue to compress all administrative, economic, educational, medical, cultural functions... into the already overloaded historical inner city, but must reorganize the urban space according to dispersed poles, but still ensure synchronous connections. Developing Hanoi into a center of science, technology and innovation, a central driving force to promote regional and national development based on a knowledge economy.

Hanoi must become a place to create new policies, test new technologies, train new talents and initiate new ideas for the country. Taking people as the center and measure of all development, building a humane, happy, fair and civilized capital, becoming a model of culture and knowledge leading the country. Maintaining national defense and security; expanding foreign relations, regional and international cooperation.

Hanoi must always be a strong fortress in terms of politics, security, social order and safety. Take the sense of safety and peace of the people and tourists as a measure of the peace of the capital.
