Contributing ideas to the Document of the 14th National Congress of the Party: Unleashing endogenous strengths for the sustainable development of the country.

The documents of the 14th National Congress of the Party have been, and continue to be, attracting the attention of many officials, experts, and Party members in the province. Reporters from Nghe An Newspaper and Radio and Television recorded some comments from officials and Party members in the province.

The draft Political Report submitted to the 14th National Congress of the Party was meticulously and comprehensively prepared, reflecting a strategic vision and aspiration for a prosperous and happy nation. The document inherited and developed many new perspectives on Party building, socio-economic development, innovation, promoting democracy, and the strength of national unity.

In particular, the policy of "building a modern national education system on par with the region and the world" needs to be concretized through strong breakthroughs in thinking and educational development models; fundamentally overcoming the fragmented, piecemeal, unstable, and strategically visionless state of the current education system; and addressing the situation where many graduates cannot find suitable jobs, while the labor market lacks high-quality human resources.

Educational reform must be based on the principle of openness, closely linked to the requirements of socio-economic development, science and technology, and international integration; therefore, it is necessary to closely link educational development with science and technology, artificial intelligence, and digital transformation, considering this as the foundation for forming high-quality human resources to meet the requirements of national development in the new era.

Furthermore, it is necessary to promote the tradition of studiousness and the creative spirit of the Vietnamese people, making education a driving force for development, not only serving the country but also aiming to build Vietnam into an education and training center for the region and the world. Education must produce generations of citizens with knowledge, skills, qualities, and aspirations to contribute, capable of working in an international environment, contributing to increased labor productivity and national, regional, and international competitiveness.

Studying the documents of the 14th National Congress of the Communist Party of Vietnam, one of the issues that interests and resonates most with me is the new guiding principle of closely and harmoniously linking economic, cultural, and social development, environmental protection, and strengthening national defense and security. The Party's identification of "economic and social development and environmental protection as central tasks" reflects a new development in the Party's theoretical understanding and strategic thinking in orienting the country's sustainable development. This is not merely a wording addition, but a fundamental shift in the growth model, clearly affirming the viewpoint that sustainable development must be based on three pillars: economy, society, and environment, with environmental protection being a prerequisite for long-term development.

Placing "environmental protection" on par with socio-economic development shows that the development mindset has shifted from "pursuing growth" to "harmonizing growth and preservation." This is how our Party affirms: We will not sacrifice the environment for short-term economic gains, but will aim for a sustainable and safe future for future generations.

On the international stage, Vietnam has demonstrated a strong commitment to green development and carbon neutrality by 2050, participating deeply in global environmental agreements. The institutionalization of this orientation in the 14th National Congress documents proves that the Party has promptly grasped the trend of green, circular, and zero-emission development, and considers it a new driving force for economic growth. In reality, the green economy, clean energy, resource-saving technologies, and carbon credit mechanisms are opening up new, more sustainable, and competitive development opportunities for Vietnam.

The practical implementation needs to focus on raising public awareness and environmental management capacity; promoting green production and consumption. Along with this, it is necessary to build green finance mechanisms and eco-taxes; encourage businesses to innovate technology and participate in the circular economy; develop urban, rural, industrial, and agricultural areas sustainably; and invest in green science, technology, and human resources. The government and localities need to research and invest in appropriate environmental protection efforts, especially investing in advanced technologies for environmental treatment, avoiding inefficient and scattered investments; and leverage the role of digital transformation, big data, and artificial intelligence in monitoring, forecasting, resource management, and pollution control. This is a breakthrough step, creating a solid foundation for Vietnam to move towards rapid, sustainable, and prosperous development.

I wholeheartedly agree with the content of the Draft Document of the 14th National Congress, especially the viewpoints and goals for national development in the new period. However, I suggest that the Draft should further emphasize the role, position, and strength of the people – the subject of all reform efforts. Promoting national unity must become the main driving force to bring the Party's resolutions into life.

From our experience in grassroots Front work, we have observed that wherever democracy is promoted, people's trust and strength are amplified, leading to significant changes in socio-economic development. Therefore, we propose that the Draft should continue to improve the democratic institutions, expanding the forms for the people, the Fatherland Front, and political and social organizations to participate in providing feedback, critical analysis, and monitoring the implementation of the Party and State's policies in a more substantive and effective manner; and building a team of dedicated, capable, people-oriented, and people-serving officials.

Furthermore, in personnel management, it is necessary to promote the spirit of "objectivity and democracy," assigning the right people to the right jobs; strengthening control over power, strictly dealing with vested interests, so that every policy reflects "the will of the Party and the aspirations of the people." At the same time, strongly unleash the creative role of the people as the main actors in digital transformation, the development of a green economy, and a knowledge-based economy - important drivers for the new era of national development.

We are confident that, with the spirit of "putting the people first" and strongly promoting the strength of national unity, the 14th National Congress of the Party will usher in a new stage of development, leading our country to become strong, prosperous, and our people to a life of well-being and happiness.

The draft Political Report presented to the 14th National Congress of the Party continues to demonstrate a strategic vision and profound innovative thinking in personnel work – the "key of keys" in Party building. A new point of deep theoretical and practical significance is the simultaneous development of the cadre at both levels: the strategic level – those who formulate policies and national vision – and the grassroots cadre – those who directly implement the Party's resolutions, especially the leaders – instead of separating them as before.

In reality, we do not lack correct policies and guidelines; however, the limitations, weaknesses, and even violations in personnel work largely stem from the lack of exemplary conduct and the decline in morality and lifestyle of a segment of officials, including high-ranking officials. Therefore, I propose that the Party and Party committees at all levels continue to innovate their thinking in personnel work; studying and following Ho Chi Minh's ideology, ethics, and style should become the foundation for reforming personnel work, especially in the context of building a two-tiered government model. The "key" to success lies in implementing genuine democracy, openness, and transparency; promoting the supervisory role of the people; and resolutely removing incompetent, self-serving, and irresponsible officials.

A two-tiered system of government is only truly effective when the officials at the grassroots level, especially the leaders, possess sufficient qualities and capabilities, dare to think, dare to act, dare to take responsibility, and dare to sacrifice personal interests for the common good. When the leaders are truly impartial and exemplary, the Party's resolutions will deeply permeate daily life, creating momentum for stable and sustainable national development.
