Lieutenant Colonel Nguyen Cong Luc
Lieutenant Colonel Nguyen Cong Luc was born in 1969, in Minh Son commune, Do Luong district. After graduating from high school, he joined the army in 1988 and passed the entrance exam to the Border Guard University. In 1992, he graduated from school and spent more than 18 years in many positions such as deputy team leader, team leader of professional teams and deputy station chief of border stations in Tuong Duong and Ky Son. In every position, he always completed the assigned tasks excellently. Since April 2010, he has been trusted by his superiors and promoted to be the station chief of Hanh Dich Border Station, Que Phong district until now.
Being a sensitive and hot area for drugs, in order to maintain political security, social order and safety, and firmly protect the border area, Station Chief Nguyen Cong Luc and the station's leadership regularly urge, motivate, and command officers and soldiers to actively patrol day and night, stay close to the area, grasp the base, do a good job of mobilizing the masses, and build a peaceful and developed border area in all aspects. Actively propagate and educate to raise awareness and responsibility for protecting the border area for the local ethnic people. Thanks to that, the people always listen and follow the border guards to actively build a solid border defense line, regularly provide information on illegal border crossings and intrusions to the border guards to promptly prevent and handle effectively.
For nearly 3 years (2010-2013) working in the border area of Que Phong district, Station Chief Nguyen Cong Luc both directed and directly commanded the specialized anti-drug force of the station, investigated, and ambushed to handle 10 cases/12 subjects transporting and illegally trading drugs across the border, seizing 1,642 grams of heroin, 18.5 grams of synthetic drugs, and 1 kg of opium.
In particular, on October 25, 2012, he directly commanded his teammates to break up Project 312L, arresting subjects illegally transporting drugs in a dangerous forest located close to the border. Although the subjects fiercely fought back with guns, with the determination to attack the criminals, not letting the drug subjects escape to the other side of the border, regardless of the danger to their lives, he and his teammates bravely, intelligently, actively pursued and arrested one person, and seized 2 heroin cakes. The project ended successfully, receiving the admiration and praise of the local Party Committee, government and people.
Not only successfully solving many drug cases, Lieutenant Colonel Nguyen Cong Luc and the station's leadership also coordinated with the local militia, police, and military forces to arrest and suppress many criminal gangs that stole citizens' property, disturbed social order, illegally exploited forest products, and trafficked women across the border. With his prestige, Lieutenant Colonel Nguyen Cong Luc also mobilized village elders, village chiefs, and clan leaders to educate and reform those who made mistakes, and advised their children not to fall into social evils, especially drugs and prostitution. He also encouraged and helped drug addicts to quit their addictions in the community.
With the achievements in 3 years (2010-2013), Lieutenant Colonel Nguyen Cong Luc was continuously recognized as a Basic Emulation Fighter, and was awarded a certificate of merit by the Border Guard Command and the People's Committee of Nghe An province. Hanh Dich Border Guard Station also continuously achieved the title of Determined to Win Unit for 3 consecutive years.
