This is because he is not only a dynamic and enthusiastic leader dedicated to the peaceful and happy lives of the people, but also a skilled commander who excels at solving cases and is a "nemesis" of drug criminals along the Vietnam-Laos border, in the area under the Post's jurisdiction.

Lieutenant Colonel Nguyen Cong Luc was born in 1969 in Minh Son commune, Do Luong district. After graduating from high school, he enlisted in the army in 1988 and passed the entrance exam to the Border Guard University. He graduated in 1992 and has served for over 18 years in various positions, including deputy team leader and team leader of professional teams, and deputy commander of border guard posts in Tuong Duong and Ky Son districts. In every position, he has always excelled in his assigned duties. Since April 2010, he has been trusted and promoted by his superiors to commander of the Hanh Dich Border Guard Post in Que Phong district, a position he holds to this day.

As a sensitive and volatile area regarding drug trafficking, in order to maintain political security, social order, and firmly protect the border region, Station Chief Nguyen Cong Luc and the station's leadership team regularly encourage and motivate officers and soldiers to actively patrol day and night, stay close to the area, understand the local situation, and effectively mobilize the community to build a peaceful and prosperous border region. They proactively propagate and educate the local ethnic communities to raise their awareness and responsibility in protecting the border area. As a result, the people always listen to and follow the border guards, actively building a strong border defense line, and regularly providing information on illegal border crossings and infiltrations to the border guards for timely and effective prevention and handling.

For nearly three years (2010-2013), Station Chief Nguyen Cong Luc worked in the border area of ​​Que Phong district. He both directed and directly commanded the station's specialized anti-drug force, investigating and apprehending 10 cases involving 12 individuals transporting and trading narcotics illegally across the border, seizing 1,642 grams of heroin, 18.5 grams of synthetic drugs, and 1 kg of opium.

In particular, on October 25, 2012, he directly commanded his team in cracking Case 312L, arresting individuals illegally transporting narcotics in a rugged forest near the border. Despite fierce resistance from the suspects using firearms, driven by a determination to combat crime and prevent drug traffickers from escaping across the border, and disregarding the danger to their lives, he and his teammates bravely and intelligently pursued and apprehended one suspect, seizing two blocks of heroin. The case concluded successfully, earning the heartfelt admiration and praise of the local Party committee, government, and people.

Not only did he successfully solve many drug cases, but Lieutenant Colonel Nguyen Cong Luc, along with the station's leadership team, also coordinated with local militia, police, and military forces to apprehend and crack down on numerous criminal gangs involved in theft of citizens' property, disturbing social order, illegal logging, and trafficking of women across the border. Using his prestige, Lieutenant Colonel Nguyen Cong Luc also mobilized village elders, community leaders, and clan heads to educate and reform those who had gone astray, advising their children and grandchildren to avoid social vices, especially drug abuse and prostitution. He also encouraged and assisted drug addicts in rehabilitation within the community.

With the achievements made over the three years (2010-2013), Lieutenant Colonel Nguyen Cong Luc was consistently recognized as an outstanding soldier at the grassroots level, and received commendations from the Border Guard Command and the People's Committee of Nghe An province. The Hanh Dich Border Guard Station also achieved the title of "Unit of Victory" for three consecutive years.
